Nirman Shramik Kalyan Yojana(NSKY)

The scheme has no permanent calendar. Its public record publishes neither an opening nor a closing date, and the guidelines carry a dateline table pegged to one past cycle. In practice the Board fixes dates per academic year and then extends them, with institutions circulating the revised timeline to their own students.

Two things follow for a family. Applications for an academic year commonly close well after that year has ended, and the institution's verification window closes a month or two after the student's, so a form filed on the last day still depends on a college clearing it in time.

The first test is the parent's, and it happens long before any academic year. Board membership under the Building and Other Construction Workers Act belongs to a worker aged 18 to 60 who has worked at least 90 days in a calendar year and has registered with the District Labour Officer authorised as Registering Officer for that area, per the Board's RTI handbook.

Registration alone is still not enough. The Board's education benefit entry opens the assistance only to a beneficiary who has been on the register for a year or more, stops at two children of a family, and where both spouses are registered lets only one of them claim for a given child. The scheme guidelines add the condition that ends most claims quietly: the parent's annual contribution to the Board has to be up to date.

Class matters next. Assistance starts at Class 6, but in Classes 6 and 7 only a girl child qualifies; from Class 8 the scheme is open to girls and boys alike. The student also has to have attended at least half the year's classes, and the school or college certifies that by the end of November for the academic year in question.

Four conditions do the work an exclusion list would do here, and between them they decide most rejected files: a second parent claiming separately for the same child, a third child in the same family, a boy in Class 6 or Class 7, and a beneficiary whose annual contribution has lapsed.

A fifth turns on where the child studies rather than on who the parent is, and it costs the most money. The professional and technical rate is written against government colleges only, and the Board's published ladder names no rate at all for the same engineering, management, pharmacy, hotel management or medical course taken privately. Odisha sets none of this out as a bar; each one is the reverse side of a condition the Board does publish.

Nothing here runs on a multi-year sanction. Educational assistance is released against one completed academic year, and the year after it is a fresh file that starts again at the school or college login rather than a box a family ticks.

Three things are re-tested in that cycle: whether the parent's contribution to the Board is still current, whether the institution has certified that year's attendance by November, and which rung of the ladder the student has moved onto. A household that qualified last year and let the contribution slip this year reads as a new failure rather than a lapsed continuation.

Rates run from Rs 2,000 a year at the school end to Rs 40,000 a year for professional courses, set by class and course rather than by category or income, in the ladder the Board's guidelines print and the state press reproduced when a cycle was last extended. The top figure is fenced twice over: engineering, architecture, management, pharmacy, hotel management and medical courses draw it in government colleges only, and B.Ed, CT and nursing training in government institutes sit on a rate of their own at Rs 10,000 a year.

Two features sit on top of the slab. A girl child from Class 8 onwards receives 20% above the normal rate for her class, and a student who scores 90% or above in Class 10 receives a separate one-time cash award of Rs 10,000, both on the Board's published terms. Every rate is paid against a completed year, so a student in the first year of a course is building the claim rather than collecting on it.

The upload list in the guidelines is short: the last qualifying examination's mark sheet, the registered parent's Aadhaar, the BOC identity card, the first page of that parent's bank passbook showing account number and IFSC, and a college identity card. Where the college has not issued one, an admission receipt, a library card or a letter of undertaking from the college authority is accepted in its place.

The scheme record published on myScheme runs longer than that, asking additionally for the applicant's own Aadhaar and photograph, a residence certificate, and a caste or disability certificate where one applies. The two lists are less a contradiction than paperwork written for different desks, and a family that carries both loses nothing.

One document is not the family's to produce. The course continuance and attendance certificate is uploaded by the school or college through its own login, which is why an application can look complete at the student's end and still sit unmoved.

Applications are filed on the Odisha State Scholarship Portal, which the government built and integrated with the Board's own portal. A new user registers with an Aadhaar number, receives a user ID and password on the registered mobile or email, then logs in to complete personal, academic, eligibility and bank details, saving as draft or moving ahead, and finally previews and prints the completed form.

After that the file belongs to officials. For Classes 6 to 10 the Head Master recommends eligible students from the list in their own login and certifies attendance; for college students the head of institution verifies enrolment against the roll or admission number. School cases go to the Welfare Extension Officer of the block or urban local body for scrutiny, and every verified case reaches the District Labour Officer, who authenticates the beneficiary and forwards it to the Collector for sanction and disbursement.

Status is split across the two portals, which is where most searches go wrong. The Board's e-Shramik system carries the file, and it exposes an application tracking page where a tracking number returns the current status. Once the disbursing authority records payment there, the guidelines provide that the State Scholarship Portal updates automatically, so the scholarship portal is where payment shows and the Board's portal is where a stuck file shows.

Nothing here is competitive. There is no merit list, no cut-off and no fixed number of awards; a claim that clears the eligibility test and survives verification is sanctioned. The only academic threshold in the scheme is the Class 10 cash award. What functions as selection is the verification chain, and it can move backwards: when the Welfare Extension Officer detects ineligibility, the application is reverted to the Head Master rather than rejected outright, which is what a family is seeing when a school says the form has come back to them.

Payment is made by direct benefit transfer only, into an active bank account held in the registered worker's name, on the Board's own terms for the scheme. The student enters the bank name, branch, account number and IFSC on the form, and the guidelines single out that step as the one to get right, because the transfer is aimed at the parent's account and not the applicant's. Heads of schools and institutions are held personally responsible for authenticating the students they recommend from their login. The list of eligible courses is not fixed either, and moves whenever the Act or Rules are amended.

A file that has passed institutional verification belongs to the District Labour Officer of the district, and the Board itself sits at the office of the Labour Commissioner, Kharavela Nagar, Unit-III, Bhubaneswar 751001, per its public handbook.
