The KVNY record on myScheme carries blank open and close fields for a reason: the Agriculture and Farmers' Empowerment Department notifies each academic year's window afresh. The pattern to plan around is the twice-yearly portal opening the guidelines prescribe, with the exact dates set cycle by cycle. The most recent cycle ran like this:

The extension in that cycle came after student requests that continued past the original deadline, which is worth remembering: the department has shown it will stretch a window, but nothing obliges it to do so again.

The screen that matters is the parent's, not the student's. The applicant must be the child of a beneficiary under either CM-KISAN component, cultivation support or livelihood support for landless households, and the Chief District Agriculture Officer of the district where that assistance is drawn confirms the parent's status during verification (scheme guidelines). A landless household's child qualifies on exactly the same footing as a landholding farmer's, a point the scheme's own publicity underplays.

There is no separate income ceiling in the guidelines. The means test lives one level up, inside CM-KISAN's own beneficiary criteria, so if the parent already holds a beneficiary ID, no fresh income certificate hurdle appears for the scholarship itself.

On the student's side, admission must be on merit, in a government institution or a private institution inside Odisha that holds an AISHE code, or in a premier government institute such as an IIT, NIT, IIM, AIIMS or an ICAR institution, which may sit inside or outside the state. The AISHE-code condition is worth checking before you apply: an unlisted private college disqualifies the application however genuine the admission.

Two situations knock applicants out in practice. The first is holding another scholarship at the same time; the scheme permits exactly one, though a student already drawing a different award may shift over to this one. The second is a private institution outside Odisha, which is barred outright, while premier government institutes outside the state stay eligible (myScheme).

A quieter third route to rejection sits in the workflow: an application the institution fails to validate online within the timeline is treated as invalid, so a student who applies but never follows up with the college office can lose the year without ever being formally refused (scheme guidelines).

The application portal opens twice a year, in the July and August window and again in November and December, and the guidelines state that both fresh applications and renewals run through these openings (scheme guidelines). The high-level committee may shift the timing, and in the last cycle it did.

Support continues to the end of the course for undergraduate and diploma students. Postgraduate support is capped at two years and PhD support at four, with PhD work confined to government institutions inside Odisha in subjects linked to the eligible postgraduate courses. Discontinuing studies ends the scholarship and is a ground for cancellation (scheme guidelines).

What you receive depends on where you study. In a government institution the scheme releases the fees you actually deposited, tuition, annual, one-time and hostel charges included, keeping back only caution money and other refundable deposits. In a premier government institute the payment is the institute's recommended fee or Rs 1,00,000 a year, whichever is lower (Buddy4Study). In a private institution inside Odisha, each course carries a fixed annual cap set out in Annexure-1 of the guidelines, and the disbursed amount is the actual fee or the cap, again whichever is lower.

A hostel and mess allowance rides on top: Rs 1,200 a month for degree, postgraduate, PhD and premier-institute students, Rs 1,000 a month for diploma, polytechnic and ITI students, paid for ten months of the year in government and private institutions alike (Buddy4Study). Every payment lands by direct benefit transfer in the student's own account.

The list itself sits below, but three items decide most verifications. The CM-KISAN beneficiary ID belongs to your parent or guardian, not to you, and it is the anchor the whole application hangs on. The bank account must be in the student's own name, at a scheduled bank with core banking, and Aadhaar-linked, because the department pays only by DBT into that one account. And the matriculation certificate does double duty: the college uses it to match your parent's name against the CM-KISAN record, so a spelling mismatch between the two is worth fixing before you apply, not after (scheme guidelines).

The route is online only, on Odisha's State Scholarship Portal at scholarship.odisha.gov.in; the guidelines rule out physical applications entirely. After you submit, the file moves without you: the principal or head of your institution validates it online, the Chief District Agriculture Officer verifies the CM-KISAN linkage, and the Director of Agriculture and Food Production releases the money by DBT (scheme guidelines).

Colleges add their own paperwork to that chain. Government College of Engineering, Keonjhar, for one, told its students in the most recent window that no application would be forwarded without an attendance form and the supporting documents filed at its stipend and scholarship section (GCE Keonjhar notice), so ask your own scholarship cell what it wants beyond the portal form.

Keep the acknowledgement. The portal's Know Your Status section asks for your Aadhaar number or application number and shows where the file stands at each later stage (State Scholarship Portal). A reverted application is not a dead one: when forms bounced back at the institute or department level in the January 2026 cycle, applicants at Parala Maharaja Engineering College were given a short window to correct and resubmit (PMEC notice), which only helps if you are checking your status while the window is open.

The guidelines publish no entrance test, no interview and no district quota for the scholarship itself; the award rests on merit-based admission to an eligible course plus a verified CM-KISAN linkage. Selection, in practice, is the three-step verification: institutional validation of your enrolment, the CDAO's confirmation of your parent's beneficiary status, and, for private and premier institutes, the CDAO's check of the amount your institute recommends against the approved cost structure before the directorate sanctions payment (scheme guidelines). Files that clear all three are paid; files that stall at any step are reverted or lapse.

The sanction can be cancelled on three published grounds: obtaining the scholarship by false statements, discontinuing studies, or drawing another scholarship alongside it. Self-financing seats in government or private institutions are funded only up to the capped fee structure, never at the quoted seat price. Refundable security deposits stay the student's own expense. The course list itself is not frozen; the government may modify it by approval, and the state, implementation and district committees formed under CM-KISAN review the scheme's working (scheme guidelines).

Neither the scheme record nor the guidelines publish a helpline for applicants. The chain that actually answers queries is the one that handles your file: the scholarship or stipend section of your own institution first, then the Chief District Agriculture Officer of the district whose CM-KISAN roll carries your parent.
