About OSSPPMS

The Odisha Sahaya Scheme is a pre- and post-matric scholarship run by the Social Security and Empowerment of Persons with Disabilities (SSEPD) Department, Government of Odisha. It is a state welfare scheme meant for child beggars and children of beggars who are bona fide residents of Odisha, giving them financial help to stay in school and continue their studies. Support runs across two stages, from the pre-matriculation years into post-matriculation and post-secondary courses, so a student can be covered from school into college.

The benefit is a monthly scholarship, paid for up to ten months in an academic year and credited to the student's bank account. The rate rises with the level of study: ₹800 a month at the pre-matric stage (Classes V to X), ₹1,000 at the post-matric stage (Classes XI and XII), ₹1,500 for general graduate and postgraduate courses, and ₹2,000 for professional degrees, diplomas and certificate courses. The scholarship is for study within India.

To qualify, the applicant must be a bona fide resident of Odisha, either a beggar or the child of a beggar, and a regular student at a recognised institution. Family income cannot exceed ₹2,40,000 a year, and a student already drawing a scholarship from any other state or central scheme is not eligible. Applications are made offline through the District Social Security Officer, who verifies and forwards each case for sanction.

Who can apply

Eligibility criteria

The applicant is a bona fide resident of Odisha.
The applicant is either a beggar or the child of a beggar.
The applicant is a regular student of recognised educational institutions.
The applicant shall have a family income of not more than ₹ 2,40,000/- per annum.
The applicant is not in receipt of any financial assistance from the State Govt./ Central Govt. under any other scheme.

What you get

Award & benefits

  • The students desirous to avail of the scholarship shall submit applications in the prescribed format to the DSSO with certification/ recommendation by the head of the educational institutions.
  • Under this scheme students so eligible will get a scholarship for a maximum period of 10 months in an academic year. The students availing scholarships from either the Central or State Govt. under any other scheme shall not be considered.
  • Pre-Matric (From Std. V to X) ₹ 800/- Per month.
  • Post-Matric (From Std. XI–XII) ₹ 1,000/- Per month.
  • General Graduate/ Post Graduate Courses ₹ 1,500/- Per month.
  • Professional Degrees/ Diplomas/ Certificates ₹ 2,000/- Per month.
  • The DSSOs will scrutinize the applications and shall submit requirement of funds to the Department by the end of September. After receipt of the funds, DSSOs will remit the scholarship to the accounts of the students with the approval of the Collector.
  • The scholarship required will be remitted in advance for one year in question and roll over to the next academic session.
  • The utilization certificate on the expenditure shall be submitted by the DSSO along with proof of remittance with due counter signature of the Collector to the Department by 28th February of each year.
  • Efforts should be made to utilize funds in the same year. In exigencies, the undisbursed balance amount should be rolled over for next year's payment and shall be utilized first.
