The scheme notifies no opening or closing date of its own, and it never will: a facility inside a building has no application window. The dates that decide whether a student can reach one belong to the host institution's admission calendar, and for the girls' schools that calendar is published once for the whole state.

Hostel admissions run on no such single calendar, and the district windows do not line up. Gopalganj's advertisements opened on 29 July and closed on 25 August, while Munger's ran from 10 August to 10 September (vacancies list).

Read the eligibility conditions in the scheme record as a description of the people already inside the building, not as a test anyone sits. A resident of Bihar, of the BC or EBC category, living in one of the department's welfare hostels: that is the profile of a hostel resident, and each of those conditions is settled at the host institution's admission stage rather than at the centre's door.

The hostel door and the school door then work differently. A district hostel notice asks for a permanent resident of Bihar who is currently studying at an educational institution near the hostel and who belongs to the category that hostel serves, with the Jannayak Karpoori Thakur hostels meant for Extremely Backward Class students (district notice, Saharsa). The school door is an entrance test instead: the department's admission advertisement takes BC and EBC girls into classes VI to IX, fixes an age band for each class as on 1 April, and caps the parents' annual income at three lakh rupees (admission advertisement).

The scheme record carries no exclusion list, and a centre installed inside a hostel has no gate of its own to shut. Whoever is on that institution's roll walks in; whoever is not never reaches the shelf. So the refusals worth knowing about happen one counter earlier, at the admission. On the girls' school side the portal warns that an application not finalised before the closing date is rejected, and that a candidate who appears in a merit list round but does not complete her enrolment inside the notified window forfeits the place (school portal).

Nothing about the centre renews. The seat is what renews: district hostel admissions are advertised session by session on the department's portal, so a resident who wants to keep walking into the library keeps a live hostel seat (hostel admission advertisements).

The benefit is stock, screens and staff, and the department lists it alongside the rest of a hostel's physical plant. A hostel's stated objectives include a Jannayak Digital Library next to a conventional library, round the clock power, RO drinking water and a common room with a television that doubles as a screen for online lectures (hostel portal). In the girls' schools the same thing appears as Jananayak Digital Library access, sitting with modern laboratories, smart classes, free study material and expert career guidance sessions (school portal).

What the centre never does is pay. The money moving through the same hostels belongs to two other schemes: the Hostel Grant Scheme, at Rs 2000 a month per student, and the Hostel Food Grain Scheme, at 15 kg of wheat and rice a month (hostel portal). Seeing all three described on one page is how a library gets mistaken for a stipend.

Nothing is submitted to use the centre, because there is no counter to submit it at. The paperwork belongs to the admission that puts a student inside the building, and the two doors ask for different files.

Two details on the school side save an avoidable rejection. The portal treats the birth certificate and the residence certificate as optional when the form is filled but compulsory at the moment of admission to the class, and the date of birth printed on the school leaving certificate is the one the department treats as final (school portal, admission advertisement).

There is no application form for Jan Nayak Pustakalaya evam Digital Adhyan Kendra, and the scheme record says as much. The application that decides everything is the one for a place in a host institution, and both versions of it run online on the department's own domain.

Hostel seats are advertised district by district rather than state wide. The portal carries a live list of open advertisements, each with its district, its hostel, its opening and closing dates and the BC and EBC seats left in it, and the department's standing notice on the same portal sends anyone who wants more than that to the BC/EBC District Welfare Officer of their district (vacancies list, hostel portal). School seats move through the entrance test cycle instead: registration, a preference submission step, the admit card download, then the merit list rounds and the score card, all on one portal, with the same district welfare office named as the fallback for a girl who cannot get the online form done (school portal, admission advertisement).

The two portals then differ sharply on what an applicant can look up afterwards. The school portal has an Applicant Result Status page open without a login, which searches on district, category, class and date of birth, or on a student ID or mobile number (applicant result status); selection status for a merit list round sits deeper, behind the student user ID and password (school portal). The hostel portal has no such lookup at all. What it offers instead is a grievance ticket you can raise and then track, and a technical helpdesk answering on two numbers between 10 in the morning and 6 in the evening (helpdesk).

The hostel route holds no examination. The district office admits against the hostel's sanctioned strength, and its notice sets aside a roster share of seats for divyang students within the category that hostel serves (district notice, Saharsa).

The school route is a contest, and a narrow one. The department advertised 1560 class VI vacancies for 2026-27 against 338 in class VII, 123 in class VIII and 157 in class IX, spread over the 39 schools, so class VI is where the intake really happens and the later classes fill only what has fallen vacant. The paper is objective, runs for two hours and carries 100 marks, with 20 marks each from Hindi, English, Mathematics, Science and Social Science (admission advertisement). The merit list is then released in rounds, and a candidate who does not take admission inside her own round's window makes way for the next one (school portal).

No fee attaches to the centre itself, and on the school side the route to it is free as well: the department advertises free accommodation and teaching for the girls it admits, and states that the entrance examination and the admission are both free of charge (admission advertisement). Past that, the terms a student meets are the host institution's own. The founding letter puts the running of the reading material, the digital sessions and the guidance programme on the institutions themselves, under their District Backward and Extremely Backward Class Welfare Officer (departmental letter), and the department keeps a separate inspection login on the hostel portal for its own officers (hostel portal).

The first stop is the District Backward and Extremely Backward Class Welfare Officer for the district the hostel or school stands in. That is the desk the founding letter was addressed to, and the desk the hostel portal's own notice names for anything the site does not answer (departmental letter, hostel portal).
