The scheme record for this hostel describes one building near the Saharsa district headquarters, and that single description is what most search results reproduce. The department's own hostel list says something wider: a Jannayak Karpoori Thakur Chhatrawas is listed for every one of the 38 districts in its filter, and Saharsa's is one of them (hostel list, BC and EBC Welfare Department, hostel portal). Which of those buildings you are competing for decides everything else on this page.
These 38 buildings are set aside for Extremely Backward Class students and almost every one of them is sanctioned for 100 beds (hostel portal). The benefit is a place to live plus two monthly entitlements, not money you can carry home.
The department's list adds something no scheme listing mentions: these are single-sex buildings, and the type column reads Boys for every district but one. The exception is Rohtas, where the Jannayak Karpoori Thakur Chhatrawas is a girls' hostel inside Mahila College at Dalmiyanagar, Dehri-on-Sone (hostel list, BC and EBC Welfare Department). A girl studying anywhere else in Bihar has no hostel of this network to apply against; the department's girls' hostels in other districts belong to its Anya Pichhada Varg line instead.
The addresses explain the scheme's core condition better than the condition itself does. Most of these hostels were built on or beside a campus: Bhagalpur's at the south end of T.N.B. College, Madhepura's inside the Madhepura College campus, Katihar's at Sur Tulsi College, Bettiah's on the Ram Lakhan Singh Yadav College campus, Vaishali's on the Akshay Vat Rai College campus at Mahua. The Saharsa building that the scheme record describes stands near the Super Market, opposite the girls' high school (hostel list, BC and EBC Welfare Department).

Important dates
Looking for a statewide deadline is how applicants miss their own. Each district advertises when its seats fall vacant, so one district can be taking forms while its neighbour closed months earlier. The Jannayak Karpoori Thakur advertisements of the 2026-2027 session show how far apart they sit:

Saharsa's window ran under a fortnight; Munger's ran a month. Nothing announces either to you, so the notification list filtered to your own district is the only dependable warning you will get.
Who can apply
Eligibility criteria
Three tests decide a Jannayak Karpoori Thakur seat, and only the first is about your certificate.
The category test is Extremely Backward Class, narrower than backward class in general. The department's second hostel line, the Anya Pichhada Varg Chhatrawas, is the one that seats Other Backward Class students, so an applicant holding an OBC certificate should be watching those advertisements rather than these (hostel portal).
The second test is geographic and it is the one applicants misread. You are considered against the hostel of the district your institution stands in, which is why the department's standing notice sends applicants to their own BC/EBC District Welfare Officer instead of to a state help line (hostel portal).
There is no third test on family income. No page the department publishes for these hostels sets a ceiling, and the scheme record reproduced below sets none either, so the caste certificate and proof of current study carry the whole weight of an application.

Who cannot apply
Exclusions
Nothing is published as a bar. Conditions are what the department writes for this hostel, so an application ends by failing one of them rather than by hitting a named exclusion. The building imposes the only hard limits in practice: a single-sex hostel, a category its seats are advertised under, and a sanctioned strength that its district cannot exceed.

Renewal conditions
A seat is advertised one academic session at a time. District advertisements for the 2026-2027 session began going out in April and were still being issued in September, and none of them carries a continuation rule, a renewal form or a separate window for a resident already living in the hostel (hostel admission notifications). What a resident watches for is the next session's advertisement in the same district.

Award & benefits
A seat here is worth more than the rent it saves. Rs 2000 a month reaches each resident as a hostel grant, on the department's own portal figure. A ration follows the same student every month as well: 15 kg of wheat and rice, issued in kind rather than paid out (hostel portal).
Compare that food grain figure with the scheme record below before you decide the two disagree: 9 kg of rice plus 6 kg of wheat is the same 15 kg, written out by commodity. The cash is where they genuinely part, the record carrying half the portal's monthly rate. The portal is the system the districts advertise and admit on, so that is the figure to work from, and the District Welfare Officer is who can confirm what is actually being credited.
The rest of what a seat buys is staff and services rather than furniture: power, drinking water, a library and study room, sport, security, and cooks and cleaning staff on the establishment are all on the department's stated list for these hostels (hostel portal).

What to prepare
Documents required
The certificates are listed in the scheme record below and there is nothing to gain from repeating them here. Two things about that set are worth knowing.
Get the caste certificate right first. It is the paper that settles which of the department's two hostel lines will even consider you, and no later document can undo a category recorded wrongly on it.
A defective upload is also not always fatal. A district that finds problems in what it received can advertise a short repair round, and it appears on the vacancies list as an advertisement in its own right rather than as a note on the original: Kishanganj's for the 2026-2027 session is listed under the name Correction of Defective Application, open from 1 to 5 September 2026 against its Jannayak Karpoori Thakur seats (vacancies list).
Step by step
How to apply
Filing is online, on the department's hostel portal, and only while your own district's advertisement is open. Older descriptions of this scheme still route applicants to the District Backward and Extremely Backward Class Welfare Office with a printed form; that office is now where questions, corrections and complaints go, while the application itself is submitted on bcebconline.bihar.gov.in (hostel portal).
Once it is in, three separate places answer three separate questions:
- Has your district opened a round? The vacancies list carries every live advertisement with its hostel name and its seats split across a BC column and an EBC column. Against a Jannayak Karpoori Thakur row the places sit in the EBC column; an advertisement that lists only Anya Pichhada Varg buildings is a round on the other line (vacancies list).
- Were you selected? The district publishes the result, not the portal. Bhagalpur issued its selection list and waiting list for the 2024-25 session on the district website, covering the Jananayak Karpuri Thakur hostel there (District Welfare Department, Bhagalpur).
- Did a complaint move? A grievance raised on the portal returns a Feedback ID, and the tracking page will accept that ID and nothing else, so keep it somewhere safe (track grievance).
What the portal has no screen for at all is the money. Nothing there reports whether a month's grant has been credited, so a payment that has not arrived is a question for the district office.

How winners are picked
Selection process
Bihar advertises the seats without publishing how it chooses between the students who want them. The shape of the outcome is visible even though the rule is not: a district admits against the seat count printed in its own advertisement, then issues a selection list together with a waiting list, as Bhagalpur's notice for the 2024-25 session did (District Welfare Department, Bhagalpur). An application that misses the seats is held on that waiting list rather than closed out.
Fine print
Terms & conditions
The department publishes no residents' rulebook for these hostels, and no fee schedule against a seat. What actually binds an applicant is the advertisement filed under, which fixes the session, the building, the category its seats are offered in and the closing date, and which a district reissues as a fresh advertisement when it needs to change anything (vacancies list). Keep the copy you applied against, because the district office works from that document rather than from the portal's general pages.

That is where the department's own standing notice on the portal sends every applicant (hostel portal). The portal's help desk exists for technical faults instead, on two published numbers and at support-bcebc@bihar.gov.in, with hours of 10 am to 6 pm; it cannot tell you whether you have been given a seat (help desk).
District websites carry the paperwork the portal does not. Saharsa's, for one, published its welfare office's admission notice for the Jan-Nayak Karpoori Thakur Kalyan Hostel for the 2024-2025 session (Saharsa district notice).
