About ISSCPSWHSE

A fresh Master's in psychology or social work usually buys unpaid field placements. Goa's Directorate of Women and Child Development runs the opposite arrangement, and prices it: an allowance of Rs 15,000 a month for a maximum of twelve months, against a bond worth one month of that allowance (Citizen's Charter, Directorate of Women and Child Development, Government of Goa). The bond is the clause that decides whether the year is worth starting.

This is a supervised posting inside Goa's child protection machinery, not a campus training module. Interns are attached to the homes and statutory bodies the Directorate runs, and can be sent into field work to help prepare Probation Officers' reports and home study inquiries, always under the officer in charge at the place of deployment (Citizen's Charter). The work sits inside juvenile justice proceedings rather than beside them, which is why the Directorate treats the term as a commitment and secures it with a bond.

Nothing about the scheme behaves like a scholarship, whatever the search phrasing suggests. The notification sets no income ceiling, no fee component and no course to be enrolled in. The allowance is paid for work done by someone who has already finished the degree.

Important dates

The Directorate describes this as a yearly call and never puts a date on it. Its service page says the Directorate invites applications every year from students who passed out with a Master's, at least 50% in the final year aggregate, and within three years of applying (Goa Online, Government of Goa). Beyond that, nothing. No opening date and no closing date are published anywhere for the scheme, and the portal will only bind a form to an advertisement number, so the window is open while the Directorate is advertising and shut the rest of the year.

The Directorate issues that call as a notice on its own website, under the heading inviting applications under the internship scheme; one such notice was posted on 16 May 2022 (Directorate of Women and Child Development, Government of Goa). Anyone still inside the three year recency window should watch for the advertisement rather than a season.

Who can apply

Eligibility criteria

Three tests, and all three sit on the postgraduate degree rather than on the applicant's circumstances. The Directorate asks for a Master's from a recognised university in social service, social work, sociology, psychology or home science, or a postgraduate diploma in counselling; for the degree to have been completed within three years prior to applying; and for at least 50% marks in aggregate in the final year (Citizen's Charter).

Two details decide most cases. The recency window runs from the date of passing out, so a candidate who spent longer than that in a job falls outside it whatever the marks say. And the marks test is written on the final year aggregate specifically, not on the programme as a whole and not on a class or division, so a strong first year cannot carry a weak final one.

The discipline list ends in "etc." in the notification itself, which leaves adjacent postgraduate subjects to the Directorate's reading rather than fixing a closed list.

The applicant should have passed out from any of the recognised universities with a Master's Degree.

Exclusions

The charter carries no bar list at all, which cuts both ways: nothing in it turns an applicant away on caste, income, gender or where they live, and nothing softens the degree test either. That test is the whole filter. An unrecognised university, a final year aggregate under 50%, or a passing out date more than three years old stops a file before the interview stage (Citizen's Charter). Once an intern is inside, what can end the posting is the bond or the Director's termination power, and both of those sit in the terms.

Twelve months is the ceiling and the charter builds no door past it: no second term, no extension clause, nothing about reapplying (Citizen's Charter). An intern who serves the full year and wants to stay inside Goa's child protection system waits for the next advertisement and applies from scratch, still measured against the same three year window from the date of passing out that let them in the first time.

The allowance is a flat monthly figure, not a slab and not a reimbursement. The charter fixes it at Rs 15,000 lump sum a month, prorates a part month, and then closes the door on everything else in the same clause: no other compensation is paid to the interns (Citizen's Charter).

Against that sits the bond. Interns give a bond worth one month's allowance, Rs 15,000, to ensure the period is completed without a break. An intern who leaves partway must give at least 30 days' notice and becomes liable on the bond, and the notification allows the Rs 15,000, or the equivalent amount still due to the intern from the monthly allowance, to be forfeited to the Government (Citizen's Charter). In practice the last month of allowance is the security.

What to prepare

Documents required

Two lists exist for one application, and they are not the same list. Goa Online's upload panel for this service names a birth certificate as identity proof, a residence certificate, an education certificate, and work experience as optional (Goa Online, Government of Goa).

The residence certificate is the one to notice: it appears nowhere in the scheme's own paperwork, so an applicant working from the scheme record alone reaches the upload step a document short. Attestation is the other trap. Qualification proof is wanted as attested copies rather than originals, and that signature has to be chased down before an advertisement closes, not after.

Step by step

How to apply

This scheme has no site of its own and no address to post a form to. It lives as one service on Goa Online under the Directorate of Women and Child Development, and it will not accept anything unless an advertisement number is live. What the portal asks for, in order:

  1. Register on goaonline.gov.in with an email address, mobile number, name, address and date of birth, authenticated by OTP.
  2. Log in and follow Services, then All Services, then Directorate of Women and Child Development, then Internship Scheme for students.
  3. Select the advertisement number, complete the application form, upload the documents and tick the declaration clauses.
  4. Submit, then keep the acknowledgement number that arrives by SMS and email.

That sequence and the declaration step are set out on the service's own page, which also records the Probation Officer as the designated official for the service (Goa Online, Government of Goa).

That acknowledgement number is the only handle on the application afterwards, so it is worth saving somewhere other than an SMS inbox. The portal's Track Status page wants three things in sequence: Women And Child Dev. as the department, then the service, then the acknowledgement number and a captcha (Goa Online Track Status). What it reports on is the form. The interview call, the joining formalities and the allowance are the Directorate's to answer directly, and none of them show up on that page.

The scheme record still points applicants at the Directorate's own notification rather than the portal, so read the advertisement that is currently open and follow the mode it names.

How winners are picked

Selection process

Every eligible application goes to an interview. Applications received are scrutinised and accepted by the Department, and all eligible candidates are then called for an interview (Citizen's Charter). There is no written test, no published cut off above the 50% eligibility bar, and no merit weighting formula, so the interview carries the decision on its own.

The panel is not academic. The departmental selection committee is chaired by the Director of Women and Child Development and seats the Deputy Director (Administration) of the Directorate, the Chairperson of the Child Welfare Committee (North) and a member of the Juvenile Justice Board (North) (Citizen's Charter). The people who will receive the intern's work are the people who choose them. With the Child Welfare Committee and the Juvenile Justice Board in the room, the questions run towards statutory casework rather than coursework.

Fine print

Terms & conditions

Two clauses decide what the term is actually worth. The scheme confers no right to confirmation or regular employment after the internship, and no preference in any regular recruitment on account of having done it. Separately, the Director of Women and Child Development is competent to terminate a trainee before the training period ends, at any time and without assigning reasons, after giving 30 days' notice (Citizen's Charter).

Read alongside the bond, the notice period is the one term that runs in both directions, and it is the same length either way.
