There is no year round window here and no single deadline printed in advance for families. The cycle hangs off the board result: the circular gives the district offices until the middle of August to send their lists up, and when the district office round is running the portal announces its own last date. In the round it ran in early 2023, that date was pushed to 10 February 2023 (circulars and notices, Beneficiary Scheme Portal). The date that actually concerns a family is earlier and quieter, the day the District Education Officer asks for the completed form, and it reaches you through the office and the school rather than through a portal notice.

The handover has a fixed occasion. Under the current circular the prizes are given at a function at each district headquarters on Basant Panchami, in the presence of public representatives and local dignitaries (Padmakshi Puruskar circular).

Nothing you write on a form makes you eligible here. The board result does. The category code you entered on your board examination application is the code that counts, which makes an error there final rather than something the award office can repair later. Payment is also tied to study that is still going on: a regular study certificate from the head of the institution you attend now, and no credit for a supplementary examination result (Padmakshi Puruskar circular).

Topping the district is necessary but not sufficient, because there is a floor underneath it: the first position has to be taken with at least 60 percent marks (Balika Shiksha Foundation, Rajasthan). In a district and a category where nobody clears that line, the award simply is not made.

What is not tested is money. No published rule for this award asks what your parents earn or what they do, which is why a general category girl and a girl from a Below Poverty Line household are never competing for the same slot: each of the eight categories carries its own first position.

The source publishes no exclusion list for this award. In practice a claim dies in ordinary ways: a supplementary result instead of a main one, a gap in regular study with no certificate from the current institution, or a category certificate that disagrees with the code on the board form. The portal adds an administrative one. Applications here run on Jan Aadhaar, and the district office can reject an entry for breaking scheme rules (Beneficiary Scheme Portal FAQ).

There is nothing to renew. The prize is a single payment against a single board result, and a girl who tops her district again in a later class enters that year's list as a fresh case rather than carrying an existing claim forward.

The money is a prize rather than a fee reimbursement, and it lands in a bank account rather than in a school ledger. Under the name the state portal now uses, it is fixed per class:

A certificate goes with the money. Where girls in a category finish on identical marks, each of them is paid and each is given the certificate. The certificates are prepared by the Secretary of the Balika Shiksha Foundation and routed to the District Education Officer for handing over, while the prize itself is transferred into the girl's bank account (Padmakshi Puruskar circular). That circular's benefit clause names prize money and a certificate and nothing else. The scooty that the Foundation's page still attaches to the senior secondary award does not appear in it, so a Class 12 topper should treat the vehicle as part of the older terms rather than as something owed to her now.

The paperwork is standard for a Rajasthan school scheme. What decides whether it works is matching. The category certificate has to agree with the code you entered on the board examination form, and the study certificate has to come from the institution you are enrolled in now, not the one whose result won you the award (Padmakshi Puruskar circular). Because payment is a direct transfer, the bank account that matters is the one sitting behind your Jan Aadhaar record, not whichever account gets written on a form (Beneficiary Scheme Portal FAQ).

You do not file this award yourself. On the portal's how to apply table the scheme shows as Active Now and is applied for by DEO Secondary, meaning the District Education Officer (Headquarters) Secondary Education enters it from the office login (how to apply, Beneficiary Scheme Portal). Your part happens earlier and on paper: collect the prescribed form from the District Education Officer or the nodal officer, attach the documents, and hand it in. The office then fills each girl's details into the Beneficiary Scheme Portal, verifies them, and locks the entry with an OTP before the money moves through Jan Aadhaar integration and DBT.

To see where your award stands, the Foundation publishes the certificate itself. On its certificate page, choose the award year, your district, your passout class of 8, 10 or 12, your name, and either your roll number or your application number, then answer the captcha and print (Indira Priyadarshini Puraskar certificate). A certificate that comes up is the portal confirming your name on the paid list. If nothing comes up and the year you want is one the page offers, the portal's own instruction for allotment trouble is the helpline, not a second application (Beneficiary Scheme Portal FAQ).

Nobody scores an application, because there is nothing to score. The list is manufactured out of the board result. Once results are declared, the District Education Officer (Headquarters) Secondary Education acts as the district nodal officer and sends up the category wise list of first position girls with name, father's name, school, address, category, class, stream and marks. Sanskrit Education routes its state level toppers through the divisional officer and its own Director, and the Swami Vivekanand model school names travel through the State Project Director of the Rajasthan School Education Council. The Director of Secondary Education at Bikaner then hands the district wise eligible list to the Secretary of the Balika Shiksha Foundation (Padmakshi Puruskar circular).

Every right under the scheme sits with the Balika Shiksha Foundation's Governing Council and Executive Committee, and the Foundation carries the whole cost of the prize out of its own funds rather than out of a departmental scholarship head. Girls in government schools and in private schools recognised by the Rajasthan Board are both covered, with the Swami Vivekanand model schools handled under their own clause. Payment stays conditional on regular study, and the category code on the board examination form is treated as settled (Padmakshi Puruskar circular).

The officer who actually holds your file is the District Education Officer (Headquarters) Secondary Education of your district, the nodal officer for distribution, and above him the Director of Secondary Education at Bikaner, who is the one to send the eligible list on.
