About GSPHS

Grant of Stipends to the Physically Handicapped Students is a state scheme run by the Directorate of Social Welfare, Government of Goa. It pays a monthly cash stipend to school students with disabilities, routed to their parents or guardians, so that a disability and a tight household budget do not push a child out of school.

The stipend is meant for families who find it hard to keep a disabled child in school for economic reasons. To qualify, the student has to be a bonafide resident of Goa studying as a regular student at a recognised school, and the household has to fall within an income ceiling. A student who already draws another stipend or scholarship, or who is maintained in a government or grant-aided institution, is not covered.

The amount is fixed by the standard the child is enrolled in and is paid monthly through the school year. To apply, the family submits an application to the Directorate of Social Welfare in the prescribed format, along with the documents the scheme asks for.

Who can apply

Eligibility criteria

The applicant must be a bonafide resident of the State of Goa
The applicant must be a regular student of a recognized school
The applicant's parents/guardian's combined annual income should not exceed ₹25,000
The applicant must be physically handicapped as specified under Rule 4 read with Rule 5
The applicant should not be a repeater in the current standard (one failure can be condoned at Director's discretion)
The applicant should not be residing in or receiving maintenance from any government institutions, local bodies, or grant-receiving private organizations
The applicant should not be receiving any other stipend or scholarship
Multiple handicapped children from the same family are eligible if other conditions are met

  • Monthly Stipend Rates
  • Standards 1 to 4: ₹200 per month
  • Standards 5 to 8: ₹200 per month
  • Standards 9 to 12: ₹300 per month
  • Duration: 11 months (full academic year)
  • Disbursement: Two installments (September and January)
