About HNSS

Goa runs two scholarships called Home Nursing, on the same government portal, and picking the wrong one costs a cycle. This page covers the one administered by the Directorate of Social Welfare, for Scheduled Caste, Other Backward Class, minority and disabled students whose parent or guardian earns no more than Rs 1.50 lakh a year; Scheduled Tribe students want the Directorate of Tribal Welfare's Home Nursing Scheme instead, which allows income up to Rs 6 lakh and carries the Rs 20,000 degree figure that scholarship listing sites run in their headlines (CM Scholarship Portal scheme guidelines).

Both reimburse a course fee and add a monthly maintenance allowance to a student who has already secured admission to a home nursing, health worker or nursing course at an institution recognised by the State or Central Government. "Home nursing" names the qualification the student is enrolled in, not care delivered in anybody's house, and the scheme neither teaches that course nor arranges the admission.

The award has three parts that arrive together: a capped reimbursement of the course fee, a monthly maintenance allowance that moves with the student's category and with hostel residence, and a single lump sum towards books, uniform and stationery. Each is fixed by course type, so the total a student can expect is knowable before the form is opened.

A course qualifies on its length as well as its subject. A certificate course in home nursing must run at least 6 months, a diploma in home nursing 1 year or more, a degree in nursing 3 years, and a health worker course 1 year or more, in each case at an institution recognised by the State or Central Government (Directorate of Social Welfare scheme guidelines, CM Scholarship Portal). The guidelines set the recognition test but publish no list of approved institutions, so a student has to confirm recognition with the institution itself before assuming the fee will be reimbursed.

Who the award reaches is where the portal argues with itself, and the disagreement is worth resolving before an eligible student talks themselves out of applying. The guideline block says these scholarships are awarded to SC, OBC, minority and disabled students, and the portal's own scheme directory files it under Social Welfare as "Nursing Scheme for SC,OBC,Minority and Disabled Students" (CM Scholarship Portal). The category-wise menu on the same site reaches it from three doors only, Scheduled Caste, OBC (EBC / OBC) and OBC (Dhangar); there is no Minority door on that menu at all, and the Person with Disability door carries the disability department's own stipend and scholarship instead (CM Scholarship Portal category-wise scheme list). The guidelines are the instrument that governs. A minority or disabled applicant who cannot find the scheme under their own category has hit a limitation of the menu, not an exclusion, and the question belongs with the directorate rather than with the browser's back button.

Scheduled Tribe students sit outside that argument. The Social Welfare objective does not name them, and the category menu routes Scheduled Tribe applicants to the Directorate of Tribal Welfare's Home Nursing Scheme; where a scheme summary lists Scheduled Tribe among this scheme's groups, it is describing a reach the directorate's own guideline block does not claim (CM Scholarship Portal category-wise scheme list).

Goa funds this one itself, and that settles which portal takes the application. The Directorate of Social Welfare runs its centrally sponsored schemes on scholarships.gov.in and keeps its own state schemes, "Scholarship to students pursuing Home Nursing courses" among them, on the CM Scholarship Portal (Directorate of Social Welfare press release, 14 May 2026).

The application counts say how lightly used this is. In the 2023-2024 cycle the portal recorded 65 applications for the Tribal Welfare Home Nursing Scheme, and for the Social Welfare one, 1 from Scheduled Caste students, 4 from OBC (Dhangar) students and 7 from the OBC / EBC group (CM Scholarship Portal scheme-wise applications). A scheme that draws a handful of applications a year is low-competition rather than dormant, and the paperwork is the only real barrier to it.

Important dates

The portal publishes a separate window for each participating department, and the Social Welfare window is not the same as the Tribal Welfare one. Applications open and close on these dates.

The 14 May 2026 instruction sets 30 November 2026 as the student deadline on the National Scholarship Portal and the state portal alike, and 5 December 2026 for institutions to verify and submit; its closing sentence, written about the National Scholarship Portal, adds that no further extension of date will be entertained (Directorate of Social Welfare press release, 14 May 2026). The state portal has carried an extension notice before, for the Directorate of Tribal Welfare's schemes, but that is another department's window (CM Scholarship Portal).

The guidelines put the origin test in a single line: the scholarship is awarded to a regular student of Goan origin, with no residence period written into it (Directorate of Social Welfare scheme guidelines). The upload list is stricter than that line reads, asking for a birth certificate or proof of Goan origin and, as a separate document, a 15 years domicile certificate or residence certificate (CM Scholarship Portal scheme documents). The Tribal Welfare scheme states its own test the other way round, requiring birth in Goa and 15 years of domicile together, which is one more reason not to read one scheme's rule across to the other.

The income test is the tightest condition in the scheme. The guidelines cap the parent's or guardian's yearly income at Rs 1.50 lakh counted across every source, with no relaxation written in for family size or for a household running on one earner (Directorate of Social Welfare scheme guidelines). For comparison, the Tribal Welfare Home Nursing Scheme on the same page sets its ceiling at Rs 6 lakh, so a Scheduled Tribe household and a Scheduled Caste household with identical incomes can get opposite answers on the two schemes.

Admission comes before the application, not after it. The guidelines award the scholarship to a student who has secured admission, and the scheme asks for the original fee receipt, which means the fee has usually been paid before any money comes back. The applicant must also be a regular student, so a part-time or open-learning enrolment does not qualify on the guidelines as written.

There is a practical gate the guidelines do not spell out. The application is submitted through the student's institution for verification, and only institutions registered on the CM Scholarship Portal with a nodal officer can perform that step; institutions are enrolled by sending their UDISE or AISHE code and contact details to the portal's technical desk (CM Scholarship Portal registration). A student at an unregistered institute is eligible on paper and stuck in practice, and the fix has to come from the institute, not the applicant.

Who cannot apply

Exclusions

The published exclusion is narrower than it first reads. Scholarship is not paid during internship, housemanship or practical training where the student is receiving remuneration during the internship or an allowance or stipend during the practical training (Directorate of Social Welfare scheme guidelines). The trigger is the payment, not the posting.

Double funding is barred outright. A scholarship holder may not take any other scholarship or stipend for the same course, which rules out stacking this award on top of an institute merit waiver or a second government scheme for the same enrolment. The guidelines also confine the award to studies in India only, so a home nursing or nursing qualification taken abroad is outside the scheme whatever the applicant's category or income.

Renewal conditions

The Social Welfare guidelines for this scheme set out an eligibility test, an assistance table and a document list, and stop there; no renewal clause, continuation form or year-on-year academic condition is published. What the portal shows instead is an annual cycle: applications are counted and tracked by academic year, and the tracking form asks for the academic year alongside the student's Aadhaar number and date of birth (CM Scholarship Portal). The only fresh-and-renewal process document the portal offers for download sits in the Tribal Welfare block; the Social Welfare block beside it carries an important dates PDF and nothing else. A student midway through a 3-year nursing degree should therefore plan on returning to the portal in each year the window opens rather than expecting an automatic carry-forward, and should put the question to the directorate before the window closes.

The fee component is a ceiling, not a flat grant. Each course type carries a maximum, and the scheme pays that amount or the actual fee, whichever is lower, which is why the original receipt is a mandatory document.

The maintenance allowance is where category and living arrangement change the outcome inside a single scheme. A Scheduled Caste student draws more than a student from the other eligible groups on the same course, and a hosteller draws more than a day scholar.

On top of the fee and the allowance, a one-time amount goes towards books, uniform and stationery, scaled to the length of the course.

The Tribal Welfare version pays more on every line, which is why its numbers are the ones that travel. It caps the certificate and health worker fee at Rs 7,000, the diploma at Rs 10,000 and the nursing degree at Rs 20,000; it pays a flat Rs 1,000 a month to day scholars and Rs 1,600 to hostellers with no category split inside it; and its books amount runs from Rs 2,000 to Rs 6,000, double this scheme's (Directorate of Tribal Welfare Home Nursing Scheme guidelines). Listing sites that headline a Home Nursing award at up to Rs 20,000 are quoting that column and usually say so in the small print. Applied to this scheme, the figure overstates the fee support by Rs 10,000.

What to prepare

Documents required

The checklist itself renders below, so the useful part is the handling rules around it, which is where applications actually fail. Photocopies are not accepted. The directorate has instructed institute nodal officers that most students upload xerox copies of mandatory documents, that this is not permissible, and that such uploads will be rejected; the same instruction makes nodal officers responsible for verifying the uploaded documents against the originals (Directorate of Social Welfare press release, 14 May 2026).

The fee receipt has to be the one issued by the institution, in original, which follows from the fee component being a reimbursement capped at the published ceiling. The income certificate is only accepted from a competent authority, and it has to state what the parents or guardians earn in a year across every source, which rules out a self-declaration or a letter from an employer (CM Scholarship Portal scheme documents).

Then there is the passbook, which decides whether an approved award ever lands. The directorate has told applicants that Aadhaar seeding is mandatory for releasing the scholarship amount, so an account that clears the paperwork test but not the seeding test leaves the sanction sitting unpaid (Directorate of Social Welfare press release, 14 May 2026).

How to apply

This scheme is applied for on Goa's own CM Scholarship Portal, cmscholarship.goa.gov.in. Its centrally sponsored cousins are the ones that sit on scholarships.gov.in, and an application filed there does nothing for this award.

Registering on the Portal

A student creates one account, using a short set of details, and everything after that happens inside the login (CM Scholarship Portal). The portal warns at the confirmation step that a completed registration locks two fields permanently: the Aadhaar identifier, and the name exactly as printed on that Aadhaar card (CM Scholarship Portal registration). For this scheme that matters more than usual, because the caste certificate, the domicile certificate and the original fee receipt all carry a name that has to reconcile with the frozen one; a spelling variant discovered later cannot be corrected from the student's side.

From Form to Directorate

After the account comes the form, then the scanned uploads, and only then the push to the nursing institute or the directorate, which is the point at which verification starts (CM Scholarship Portal). Filing is where the student's control ends. The institute has its own cut-off, later than the student's, so a form pushed on the closing evening still depends on somebody at the institute opening it in time.

Following the Application Through the Portal

Status checks need no password. The portal's landing screen carries a Track Application box that opens a file on the academic year, the applicant's Aadhaar number and the date of birth (CM Scholarship Portal). The year is a selection rather than a default and the list reaches back to 2024-2025, so a student chasing a fee reimbursement filed in an earlier session has to pick that session instead of the current one. A file that has not moved is almost always parked at the institute, since institute-level verification stands between submission and the directorate, and the institute's nodal officer is the person who can release it.

How winners are picked

Selection process

The guidelines set no marks threshold, no merit list and no quota of awards for this scheme. Selection is the eligibility test itself: category, Goan origin, the income ceiling, a qualifying course at a recognised institution, and no other scholarship for the same course, checked by the institution and then by the directorate (Directorate of Social Welfare scheme guidelines). Merit is where the two schemes part company: the Tribal Welfare namesake states its objective as financial assistance to poor and meritorious Scheduled Tribe students, while nothing in this scheme's objective or eligibility mentions performance.

Terms & conditions

There is no separate rulebook for this scheme; every condition that binds a holder is written into the guideline block itself. A holder may not draw another scholarship or stipend for the same course. The award covers studies in India only. Payment stops for any internship, housemanship or practical training in which the student is already being paid. The income ceiling of Rs 1.50 lakh is measured on the parent or guardian's income from all sources (Directorate of Social Welfare scheme guidelines).

No amount is released until the receiving account is Aadhaar seeded, and any document uploaded as a photocopy is refused, and neither rule appears in the guideline block (Directorate of Social Welfare press release, 14 May 2026).
