The Grant of Financial Assistance to the School Going Children of Industrial Workers/Employees for one set of uniform pays Rs 1,600 a year per child in Std 1 to 4, per the Scheme II guidelines. It is meant for an industrial worker in Goa whose salary does not exceed Rs 20,000 a month, and the claim goes in on paper, carrying one certificate from the employer and another from the head of the child's school.

The Goa Labour Welfare Board numbers this grant Scheme II. Scheme I, listed directly above it on the Labour Department's schemes page, pays for textbooks and notebooks in the same four classes, and the two are easy to confuse; the FAQ sets them side by side.

Take-up jumped in the latest full year. In 2024-2025 the board paid Rs 19,63,200 under Scheme II to 1,096 beneficiaries, up from 691 the year before, according to an annexure tabled in the Goa Legislative Assembly that carries figures to December 2025. The board's own year-wise returns go back to 2015-2016, and the two sources together give this record (neither covers 2020-2021):

30 September is the one date in the Scheme II guidelines: a form not submitted by then is liable to be rejected. The myScheme record words the same rule as the application having to reach the Secretary on or before 30 September every year. Because the form reaches the Secretary through the employer or the school rather than directly, a worker handing it over in the last days of September should ask how long that office takes to send papers on.

For the current round the last date is September 30, 2026, set by a Department of Information and Publicity press note of 18 June 2026 that names the one-set-of-uniform grant for 1st to 4th standard among the board's education schemes, without naming the academic year (GLWB press note, 18 June 2026). Who can apply

Eligibility criteria

The first page of the Scheme II guidelines and form sets only two conditions on the worker: at least six months of continuous service, and a salary not above Rs 20,000 a month. The narrower limits sit on the last page, in the employer's Part II certificate, which gives the worker's serial number in the establishment's register and describes the job as skilled or unskilled, manual or clerical labour "other than casual or contract otherwise than in position of supervision or management". An employer cannot sign that sentence for a casual hand, a contract worker or a supervisor, so those claims stall on page three even though the conditions on page one never name them.

The same certificate states the monthly pay "including all allowances and perquisites" but excluding bonus, and that certified figure is the one the board has in front of it when it applies the Rs 20,000 limit. At the margin this cuts both ways: a worker whose basic pay sits well below the line can cross it once allowances are added, while an annual bonus does not count at all.

Six months of service is counted on the date the application is submitted, not on 30 September, so a worker who joined after March has no Scheme II claim that year. The age window of 5 to 10 years that the myScheme record lists as a condition appears in the Scheme II guidelines under the criteria for selection, where it works as a ranking rule (see Selection Process).

Who cannot apply

Exclusions

The only written exclusion is a child in a Government school that already receives its uniform from the Government of Goa every year, per the Scheme II guidelines. The same guidelines name recognised, aided and private schools as eligible, so the question is whether the school is a Government school handing out the state's uniform, not how much the family earns.

The guidelines add a procedural bar: an application that is incomplete, lacks its supporting documents or is not submitted by 30 September is "liable to be rejected without any further correspondence". Beyond that, the claims that cannot go in are the ones the employer's Part II certificate cannot truthfully describe, set out under Eligibility.

Renewal conditions

Scheme II has no renewal clause. The grant is fixed per student per annum and the school's certificate covers a single academic year, recording whether the child passed, was promoted or was detained, per the guidelines and form, so each year's grant means a fresh form. The guidelines do not say that a detained child loses the grant; the certificate only records the result.

Cover ends with Std 4. From Class V the child can come under the board's Scheme III scholarship instead, and the Scheme I textbook grant stops at Std 4 as well.

The award is Rs 1,600 per child per year, intended for one set of uniform: shorts or trousers and a shirt for a boy, a frock for a girl, as the Scheme II guidelines put it. They ask for no bill or receipt for the uniform. They describe the assistance as paid to the worker, but name no channel for the payment, whereas the textbook grant's guidelines disburse its money to the worker through the head of the child's school (Scheme I).

The Scheme II PDF runs to three pages: one page of guidelines, then a two-page form in three parts, two of them certified by someone outside the family. What each part asks for:

A disability certificate has to come from a Government Medical Officer in the Directorate of Health Services or from Goa Medical College. The worker's own signature goes under a refund undertaking, covered under Terms & Conditions.

How to apply

The form is the Scheme II PDF linked from the Labour Department's schemes page. There is no online route; the myScheme record lists the mode as offline, and every form travels through either the employer or the child's school to the Secretary of the board.

Both routes carry the same form with the same two certificates, the employer's Part II and the school's, so the choice only decides which office sends the finished form on to the Secretary.

Checking on a Form After It Leaves Your Hands

The printed form has no acknowledgement slip and no application number, per the guidelines and form, so the only way to follow a claim is to ask. Start with whoever forwarded it, the establishment's office or the head of school, and get the date it went to the Secretary. Keep a photocopy of the completed form, so that you can tell the board exactly what was attached.

After that, the board's office in Panaji is the place to ask (numbers under Contact). The board's website carries a Public Grievance link to the Goa Online grievance service and names a Public Information Officer on its RTI page for a written request.

How winners are picked

Selection process

Eligible claims are ranked on two printed criteria: the lowest income of the parents, and the lowest age within 5 to 10 years for a child in Std 1 to 4, with preference to workers who have not more than two children, per the Scheme II guidelines.

"Income of the parents" reaches further than the eligibility test. The Rs 20,000 ceiling applies to the worker's certified salary, but Part I asks for the worker's income, the spouse's income and the total from all sources, which is the fuller picture a ranking by parents' income can draw on. The form also asks about disability and caste, yet neither appears among the selection criteria.

Youngest-first is the opposite of the textbook grant, whose Scheme I guidelines favour children in higher classes. Scheme II's guidelines fix no number of grants a year; the Assembly annexure shows between 574 and 1,096 beneficiaries a year from 2021-2022 to 2024-2025. The board publishes no list of selected children: its Benefits Disbursed page carries year-wise totals only, and the latest return posted there is for 2019-2020.

Terms & conditions

If a worker is found to have obtained the grant by fraudulent means, the whole amount is recovered forthwith, and the worker's signed declaration on Part I already undertakes to refund it in full if any particular proves incorrect, per the Scheme II guidelines and form. The money is stated to be for the cost of one set of uniform for the child named on the form.
