About GSSY
The Higher Education Department's resolution for Gopabandhu Sikhya Sahayata Yojana begins with a description of the household. Seven family circumstances are named in it, and a student whose family answers to one of them, lives in Odisha and stays under a monthly income ceiling draws a fixed annual sum for as long as a degree or postgraduate course normally runs. The whole eligibility test sits in certificates, which is why the paperwork chapter of this scheme is longer than its money chapter.
The resolution introduces the scheme on its own first page by listing what the department was already running: e-Medhabruti, a means-cum-merit scholarship; the Kalinga Sikhya Sathi Yojana, an education loan at a subsidised rate of interest; and the Green Passage Scheme, free education for orphan students from +2 to postgraduate level (Higher Education Department, Government of Odisha). Gopabandhu Sikhya Sahayata Yojana was added to that list to widen access for students from under privileged sections, and the condition it attaches is a description of the family's circumstances sitting on top of a means test.
The Higher Education Department administers the scheme, invites the applications and releases the money, while the resolution separately hands OCAC, the state's IT agency, the job of building the software that implements the criteria. That division is visible to an applicant. The binding rules stay in the resolution; the dates, the extensions and the status screens all live on the state scholarship portal.

Important dates
The scheme carries no fixed calendar to plan around. Each cycle opens by advertisement, circulated on the department's website and published in newspapers (scheme guideline), and the windows are re-opened often enough that colleges publish their own extension notices for it (Government Autonomous College, Rourkela).
There is rarely one date to watch. In the 2024-25 renewal cycle, one Odisha university set 03.10.2024 as the last date for the online renewal application covering this scheme and e-Medhabruti, and opened its own counter for the printed hard copies from 15.09.2024, before the portal had closed (CV Raman Global University notice). Read every notice for both: the online submission, and the paper set that has to reach the institution behind it.

Eligibility criteria
The resolution sets the test out as a numbered list, beginning with the family and working outwards to the student. All of it has to hold at once.

Read the seven categories together and a shape appears: each one describes a standing condition of the household rather than an event that happened to the student. Two of them are defined tightly enough to settle a case on their own. A single mother family means a mother with a dependent child or dependent children who is widowed, divorced or unmarried. An HIV or AIDS affected family means the father, the mother or both, so what is being certified is a parent's status and not the student's.
Two readings of that list are common and both are wrong. Caste is not one of the gates: the eligibility text names no community, and a student from any category is measured on the same tests as everyone else. Bereavement and disability are not on the list either. A student who has lost a parent qualifies only where the surviving household independently answers one of the seven descriptions, most often the single mother clause.

Who cannot apply
Exclusions
Ask the resolution what disqualifies a student and it answers indirectly. The bars are written into the definition of the course and into who handles the file, not into a list of their own.
The course definition does the largest share of the work. Enrolment has to be on regular mode at a college, institute or university inside Odisha that the State Government recognises, which leaves distance and correspondence study, and study in another state, outside the scheme's reach rather than on a roll of refusals.
The institution stage does the rest. The Principal or Head of the institution may reject an application that is incomplete, one that arrives late, and one from a student who does not meet the criteria, and only complete applications from eligible students travel onward (scheme guideline).

Renewal conditions
Assistance runs with the course. The resolution limits it to the normal duration of the course and pays it each year until the course is completed, so a three-year degree carries three payments where nothing breaks (Higher Education Department resolution).
The department still treats each year as its own administrative step. Its yearly advertisement invites both fresh and renewal applications, and the portal is opened separately for validation of the renewal cases, the notice naming both the year being validated and the earlier year in which the student was selected (portal opening notice). For a continuing student that means a second gate sits behind the submission, worked in an office rather than on the student's own screen.

Award & benefits
The resolution fixes the annual financial assistance at Rs 20,000 for both graduate and postgraduate courses, with no slab by stream, by category or by institution, and no separate maintenance or fee head inside it (Higher Education Department resolution).
The money is paid out rather than adjusted against a fee bill. Once the district list reaches the department, the department transfers the amount electronically to the accounts named on that list, which is why the printed application form asks for a nationalised bank account and why the passbook copy has to carry the student's name, the account number and the IFSC code on one page. The account has to belong to the student.
- The annual Financial assistance will be ₹ 20,000/- for pursuing both Graduate and Post Graduate courses.
- The student can avail of financial assistance under this scheme even if the student is in receipt of financial assistance under other schemes.
- The financial assistance shall be limited to the normal duration of the course and will be given each year till the completion of the course.
What to prepare
Documents required
One certificate decides most of these applications, and it is the category certificate. The resolution names an issuing authority for every one of the seven: the concerned Medical Officer for HIV or AIDS, the competent Revenue Authority for a household without shelter, the District Social Welfare Officer for a single mother, the District Welfare Officer for a Particularly Vulnerable Tribal Group, the District Welfare Officer or District Labour Officer or any competent authority for a legally released bonded labourer, the local Sarpanch or Urban Local Body authority for destitute or living on alms, and simply the competent authority for a manual scavenger.
The printed application form is bound into the same document, and on several of those it names a different or narrower body: the NAC, Municipality or Municipal Corporation authority or the Block Development Officer for destitute or living on alms, the local NAC or Municipal Corporation authority for a manual scavenger, a Revenue Officer not below the rank of Additional Tahasildar for a household without shelter, and the District Labour Officer alone for a bonded labourer. The form is tighter on the two certificates every applicant files as well, asking for the residence certificate and the income proof from a revenue officer not below the rank of Tahasildar or Additional Tahasildar (guideline and application form). The college is the office that has to accept the file either way, so ask it which of the two versions it works to before queueing for a certificate.
A handling instruction aimed at the institution is worth reading as a student. The Principal is told to ensure every document submitted with the application is well tagged so that no paper is lost, which is a fair description of how these files come apart. Hand the set over fastened together rather than as loose photocopies.

How to apply
The form exists in one place: the Odisha State Scholarship Portal, open for the window the department advertises that year. Submitting it there is half the job. Print two hard copies of the submitted application, attach the documents, and give both sets to the Principal or Head of the institution where you are studying. One set stays in the college record and the other goes to the office of the District Collector.
Tracking sits on a separate screen of the same portal, Know Your Status, which identifies a claim by the Aadhaar number or the application number it was filed under, confirms that identifier by one-time password, and prints the stage the file has reached. The reply students misread most often is the one saying no application is attached to the number entered. That is the portal's genuine answer for an identifier it holds nothing against, so the useful next step is to establish which Aadhaar number the application actually went in under. The same portal runs an eligibility check, an IFSC lookup and a grievance page, so a file that has stopped moving has a written route that does not depend on the college office alone.

How winners are picked
Selection process
The file passes through the institution, the district and the state, and the district is where eligibility is actually settled.

The district committee's stated job is to apply the eligibility criteria to each request, not to score applicants against one another, so a complete and correctly certified file is the whole of the contest. The application form is blunt about who owns that decision: no authority except the Collector and District Magistrate may sign the certificate that goes back to the institution.
Selected students are not published as a list. The department's own year-wise beneficiary page for this scheme returns Content Not Available, which leaves the portal status screen and the college office as the two places an outcome shows up. The counts that do surface come from institutions reporting their own numbers: Gangadhar Meher University's scholarship data for 2023-24 records 13 students on this scheme drawing Rs 260,000 between them (Gangadhar Meher University), which is the flat annual figure multiplied out.
Fine print
Terms & conditions
The condition with the longest reach is the one that bites after payment. If it is found at any stage that a student submitted wrong or false information, the recipient refunds the entire amount to the Higher Education Department, and the resolution provides for no partial recovery and puts no limit on how late that finding can come (scheme guideline). A category certificate obtained loosely is therefore a liability that outlives the course.
The same text carries two conditions that shape the timing. Assistance is capped at the normal duration of the course, so a year lost to a backlog or a break is not funded, and the department, not the college and not the district, is named as the body that makes the funds available, which is why a verified application can still be waiting on a state disbursement cycle.
