Green Passage Scheme(GPS)

Neither an opening date nor a closing date exists anywhere in the scheme's texts, and that is the design rather than a gap: the claim rides on admission and readmission, not on a campaign calendar. The dates that bite are the institution's own - the admission day, when the certificate and papers must be in hand for the exemption to apply, and any collection window the institution announces for portal registration and hardcopies, like the round Government Polytechnic Balasore ran in November 2024 (Green Passage scholarship notice, Government Polytechnic Balasore). A student who misses an institute window takes it up with the scholarship section, because there is no portal season to wait for.

The test is the child's care situation, never marks or category. Four situations qualify: a child with no biological or adoptive parents, a child who lost both parents, a child who lost the single parent who earned for the family, and a child living in a Child Care Institution or under foster care, a guardian or a fit person. One income condition sits on top: whoever now answers for the child - guardian, fit person or surviving parent - must stay under the annual-income ceiling the scheme sets, counted from every source; the record on this page carries the exact figure (Green Passage Scheme, myScheme).

Proving the situation is the real work, and the notification names who does it. The District Child Protection Officer, the DCPO, issues the qualifying certificate. For a child under foster or guardian care, the DCPO acts on a recommendation from the Child Welfare Committee plus an income certificate from the Tahasildar. A child orphaned by the pandemic skips that chain and instead produces the Specially Cared Child Certificate or I-Card issued for such children, again with the Tahasildar's income certificate (Notification, Higher Education Department, Government of Odisha).

On the study side, the scheme reads "higher education" its own way: a general, professional or technical course of at least a year after Class-12, in any government or non-government college or university in Odisha (Green Passage Scheme, myScheme). A B.Tech, an MBBS, a pharmacy course and a plain +3 degree all sit inside that definition.

Neither the myScheme record nor the Department's notification publishes an exclusion list for the Green Passage Scheme. The boundaries are the definitions themselves: a course shorter than a year after Class-12 falls outside the wording the notification uses, and a guardian household above the income ceiling fails the one financial test the scheme has.

None of the scheme's published texts sets out a renewal application, and the wording shows why. Readmission fees sit in the exempted list alongside admission fees, so the year-two student is covered by the same switch as the fresher, and the reimbursement ceiling for unaided institutions is worded for the entire duration of the course, not per year (Green Passage Scheme, myScheme).

What continuation actually requires is staying enrolled and keeping the DCPO certificate with the institution. The Department's own disbursement record carries second-year and third-year names, so the cover demonstrably continues past the first session.

No slab table exists to quote, because the scheme's texts fix no annual amount. The award is the bill that never arrives: each fee head the institution would have raised, from the application form to the college development fee, plus free accommodation and food at the institution's cost. What that is worth depends entirely on the institution's own fee card - modest at a government degree college, heavy at a private engineering or medical college.

Who carries the cost, and how it settles, depends on the type of institution.

The Department's list of beneficiaries under the scheme for 2023-24 names 18 students and shows what the reimbursement route pays in practice: first-phase amounts run from Rs 14,485 for a second-year Arts student at a Nayagarh degree college to Rs 2,70,000 for a first-year B.Tech student at a Bhubaneswar institution, with an MBBS student at Fakir Mohan Medical College and pharmacy students at Puri and Berhampur colleges on the same list (List of beneficiaries 2023-24, DHE Odisha).

The paperwork splits into two stages, and mixing them up is the commonest source of delay. The certificate stage runs on the child's history: the application annexure asks for the birth certificate, the Child Welfare Committee's recommendation, a passport photograph and, where a guardian or fit person is in the picture, that person's income certificate from the competent authority (Application for availing benefits under Green Passage Scheme). The admission stage runs on the student's present rather than the past: Aadhaar, residence certificate, bank passbook, the parent's death certificate, proof of enrolment and the previous marksheet.

Institutions add their own asks on top. When Government Polytechnic Balasore collected applications, its notice wanted the 10th certificate, an orphan certificate issued by the District Welfare Officer, the front page of the bank passbook showing the account number and IFSC, a caste certificate from SC and ST applicants, and the student's college identity card (Green Passage scholarship notice, Government Polytechnic Balasore). Ask your own institution's scholarship section for its list before the window opens.

The application has never been a single form on a single portal. Stage one wins the certificate: the application under the scheme's annexure goes to the DCPO of the district, who hands back an acknowledgement slip and, once the Child Welfare Committee's recommendation and the income certificate check out, issues the certificate that colleges honour (Application for availing benefits under Green Passage Scheme). A pandemic-orphaned child spends the Specially Cared Child Certificate or I-Card here instead of the DCPO's paper, with the Tahasildar's income certificate alongside (Notification, Higher Education Department).

Stage two spends the certificate at the institution. In a government college the fees are simply never charged once the papers are submitted at admission. An aided college does the same and settles with the government behind the scenes. In an unaided institution the student pays first and then claims reimbursement from the government in the Higher Education Department, voucher by voucher (Green Passage Scheme, myScheme).

The offline design has also grown a portal limb: Government Polytechnic Balasore's notice directed its eligible students to register on the State Scholarship Portal at scholarship.odisha.gov.in and then submit the hardcopy at the institute's scholarship section (Green Passage scholarship notice, Government Polytechnic Balasore). That notice also shows the polytechnic strand of the benefit running under the Department of Skill Development and Technical Education, while degree and university students deal with Higher Education - same scheme name, two administering departments.

Neither the notification nor the Department's scheme pages describe a public status tracker for this scheme. After submission the file sits with the institution's scholarship section, so follow-up runs through the college office, and for the certificate, through the DCPO office that stamped the acknowledgement.

There is nothing to win and nobody to beat. The scheme publishes no selection rule beyond the eligibility test: no merit list, no quota of awards, no cut-off. The DCPO's certificate is the decision; the scheme's texts place nothing between a certified student's admission and the exemption except the paperwork itself.

The money side does have a sequence. Reimbursement claims end in a sanction order issued against the individual student, and disbursement follows the order - the Department's 2023-24 beneficiary list records a sanction order number and date against every name it pays (List of beneficiaries 2023-24, DHE Odisha). A student in an unaided college should expect that rhythm: claim, sanction, then payment, rather than an instant refund.

The operative text is the notification dated 06.08.2022, which superseded the founding resolution and the follow-up letters that had extended it (Green Passage Scheme resolutions, DHE Odisha).

Four conditions do the real work. The exemption operates only on submission of the required documents - a certified student who never files the papers at admission has no claim. Reimbursement travels on documents and vouchers, whether the institution or the student is claiming. The income test counts the guardian's, fit person's or surviving parent's earnings from every source, not salary alone. And only the unaided-college route carries a stated money ceiling; the scheme's texts put no such cap on the government and aided routes (Green Passage Scheme, myScheme).

The Higher Education Department, Government of Odisha owns the scheme, and its website holds everything official: the About page, the notification, the application annexures and the beneficiary lists (Higher Education Department, Government of Odisha). The qualifying certificate comes from the District Child Protection Officer of the child's own district, and a student already enrolled should start at the institution's scholarship section.
