About FSDFG

Rajasthan pays for its merit scooties out of several departmental budgets, and this one is the line the School Education Department carries: girls of the general category who hold an economically weaker section certificate. It opened in 2017-18 with the bar above 90% and 305 vehicles, and the next year the department moved the bar to above 85%, when 790 girls were given one (Free Scooty Distribution for Girls, scheme 337, Jankalyan portal, Government of Rajasthan). The marks only buy a place in the queue. Which queue, and where in it, is settled by the certificate attached to the form and by the district the applicant sits in.

The scheme record dates the line to the financial year 2017-18 and marks it revised in 2018-19, with the whole cost payable by the state government and no central share at all (scheme 337, Jankalyan portal). What it hands over is a physical item, not a bank transfer, which is why the scheme has no disbursement pipeline to watch and no instalment calendar.

Those two years are the only distribution counts the scheme record publishes, but the line itself is still funded and still sized. Rajasthan's Output-Outcome Budget for 2026-27 lists Free scooty distribution under the administrative head School Education Department, budget centre Secondary Education Department, Bikaner, with a physical target of 2,095 scooties, an outlay of Rs 34.87 crore entirely from state funds, and 41 district education officers or institutions named as the machinery that will hand them out (Output-Outcome Budget 2026-27, Finance Department, Government of Rajasthan).

The result of that spending is not published on a School Education page. It surfaces as one sheet inside the Kali Bai Bheel Medhavi Chhatra Scooty Yojana stack that the Commissionerate of College Education releases, and the sheet a general-category EWS girl opens is the one headed School Education, EBC Category, sitting in a row with the Social Justice sheet for SC girls, a second Social Justice sheet for girls of nomadic communities, the Minority sheet, the Higher Education sheet and two College Education sheets for ST girls (Online Scholarship page, Department of Higher and Technical Education, Rajasthan).

Important dates

No opening or closing date is published in the scheme record, and a date from an old cycle should not be read across to a new one. The Commissionerate's release pattern is the only reliable public marker, and for the last completed session it released the merit sheets twice before the final one.

The offline route printed its deadline on the form itself rather than announcing it separately. The form issued on the 2018-19 examination results carried a last date of 08-02-2020 and named the place of submission as the school the girl passed the relevant examination from (Application form, Directorate of Secondary Education, Bikaner). That date has long passed and is on record only as evidence of how the offline window used to be announced.

Who can apply

Eligibility criteria

Four things are tested: that she is a girl studying in Rajasthan, that she holds the general-category EWS certificate, that the household income is under the ceiling, and that her result clears the bar. Two details behind those tests are not in the record and change who can file.

The first is which examination counts. The department's own application form sets the Praveshika examination beside Class 10, and the Varishtha Upadhyay examination beside Class 12 arts, commerce and science, all as conducted by the Board of Secondary Education, Rajasthan, Ajmer (Application form, Free Scooty Distribution for Girls, Directorate of Secondary Education, Bikaner). A girl on the Sanskrit-education side of the board is inside this scheme, not outside it.

The second is the word the department uses for the marks bar. Its eligibility text asks for family income from all sources below Rs 2,50,000 and for marks that are currently above 85% in Class 10 and Class 12, and then adds that girls are taken as per the preference list (scheme 337 eligibility, Jankalyan portal). Currently is doing real work in that sentence: the bar has already moved once, and clearing it puts a girl on a ranked list rather than on a delivery roster.

Exclusions

One scooty per girl, and the form checks it in three separate places rather than one. It asks for a self-attested affidavit that she took no scooty under any other announcement of the state government in the same financial year, a written report if she was given a scooty under any state scheme in an earlier year, and a further affidavit that she has not drawn the scholarship amount this scheme offers in place of the vehicle (Application form, Directorate of Secondary Education, Bikaner).

The form also carries a line for the girl who already has a scooty registered in her own name and asks for something else in its place. She is not simply struck off: she is sent to the cash route set out under Award and Benefits.

Renewal conditions

There is no annual form, because the award is handed over once and the file closes. What stands in place of a renewal is a re-entry rule for one specific girl: the one who was given a scooty by the education department on her Class 10 result and then clears the bar again on her Class 12 result. The form says she is eligible, and that what she receives the second time is a lump sum of Rs 40,000 rather than another vehicle (Application form, Directorate of Secondary Education, Bikaner).

The scooty comes with a helmet and two litres of petrol (scheme 337, Jankalyan portal). The bills a new owner would otherwise face on the first day are settled too: the form records that the registration, insurance and transport department charges on the distributed vehicle are borne one time by the state government (Application form, Directorate of Secondary Education, Bikaner). Past that single tank, no fuel, servicing or renewal-of-insurance line appears anywhere in the scheme papers.

Cash enters at two points, and both sit on the same page of the form. A girl may take a one-time Rs 15,000 with a citation under the scholarship option instead, which is why the form makes her state in writing that she has not, before a vehicle can be sanctioned. And where she already owns a scooty registered in her own name and asks for something else in its place, the form allows Rs 40,000 against production of that vehicle's registration papers (Application form, Directorate of Secondary Education, Bikaner).

Documents required

Everything goes in self-attested. Only two things carry somebody else's signature: the photograph, which the school head verifies and seals, and the certificate at the foot of the form, in which the head of the government or private school writes the class she studied in and the total percentage she scored (Application form, Directorate of Secondary Education, Bikaner).

The form's own attachment checklist asks for the caste certificate and the general-category economically backward class certificate as two separate items, so a file that arrives with only one of them is short a document even though both were issued by a competent authority. The income certificate is listed apart from either, and it has conditions of its own: it has to come from a competent revenue officer, it has to state income from all sources rather than salary alone, and it has to be for the financial year the application belongs to (Application form, Directorate of Secondary Education, Bikaner).

How to apply

Two counters exist for this scheme, and which one is open depends on the cycle being applied for.

What the scheme record still sets out is paper, carried by hand between a girl's school and her district education office. The blank form is issued by the office of the District Education Officer, Secondary; completed applications go in through the higher secondary and secondary schools and are deposited at the District Education Officer (Secondary) offices; nothing is charged at any stage; and the scheme is not notified under the Rajasthan Guaranteed Delivery of Public Services Act, so no statutory clock runs against the office holding the file (scheme 337, Jankalyan portal).

For recent cycles the paperwork is online, and the naming is what defeats people. On the Rajasthan Scholarship Portal this vehicle is listed by the College Education department as the Meritorious Girls Student Scooty Distribution Scheme; no entry on that portal carries the words free scooty at all. Registration and sign-in are not done on the portal either, both buttons hand the applicant to the state single sign-on service (Rajasthan Scholarship Portal, Department of Information Technology and Communication, Government of Rajasthan).

Checking on a filed application means looking in two places. Inside the portal, the help notes are blunt about what an applicant can and cannot fix herself: a submitted form cannot be edited until her school or college raises an objection on it, and even then only a limited set of fields reopens; a bank detail that will not refresh after a Jan Aadhaar update is corrected at an eMitra kiosk, or the head of the family's account is used instead (Rajasthan Scholarship Portal help notes). Outside the portal, there is no dashboard that says selected, only the published sheets, so the girl downloads the School Education, EBC Category file for her session and looks for her own application number in it (Online Scholarship page, Department of Higher and Technical Education, Rajasthan).

How winners are picked

Selection process

Nothing is scored except the board result. Girls above the bar are taken in the order of the department's preference list, and the record sets the service standard for handing the vehicle over at 45 days (scheme 337, Jankalyan portal). That 45 days is a stated intention rather than an enforceable one: the same record marks the scheme as not listed under the state's guaranteed services law.

The number that decides an individual case is never a single state-wide percentage. The Commissionerate issues the cut-offs for this list district by district and course by course, alongside the final selection (Online Scholarship page, Department of Higher and Technical Education, Rajasthan). Two girls with the same marks, one in an arts stream and one in commerce, or one in a different district, can finish on opposite sides of the line in the same year.

The reach of that cut-off set has widened. For 2024-25 and 2023-24 the Commissionerate published cut-offs for the 12th pass list only; the 2025-26 set is titled for 10th and 12th pass together, which matters here because this is one of the few slices of the merit stack that runs on a Class 10 result as well (Online Scholarship page, Department of Higher and Technical Education, Rajasthan).

Terms & conditions

The undertaking at the end of the form is heavier than a school form usually asks for. Signing it commits the girl to depositing the cost of the scooty back into the state treasury if any information or fact she supplied is later found to be untrue (Application form, Directorate of Secondary Education, Bikaner). What she promises to return is the cost of the vehicle, which is a sum that can only be demanded once it has been handed over.

Against that, the state carries the entire cost of the benefit and charges no fee for applying (scheme 337, Jankalyan portal). Anyone asked to pay for the form, for its submission or for a place on the list is being charged for something the department gives free.

That office cannot answer a question about the merit sheets, because it does not publish them.
