About FBDSVGAC

Two things settle this scheme, and a student controls neither of them. One is whether the family's community appears on Rajasthan's notified roll of denotified, nomadic and semi-nomadic tribes. The other is whether the head of the school opens the Beneficiary Scheme Portal in the weeks the department keeps it open, because no student login exists for this award at all. The documents, the marks rule and the class range only start to matter once both of those have gone the right way.

The Social Justice and Empowerment Department owns this scheme, but it does not run it. Implementation sits with the Directorate of Secondary Education at Bikaner, which is why every step of it happens inside the school education system instead of on a scholarship portal a family logs into. Children of the state's denotified, nomadic and semi-nomadic communities studying in Classes 6 to 11 are given a bicycle, on the reasoning that the distance to school should not be what ends a child's schooling.

It only became an online scheme when the Directorate carried a batch of its departmental schemes onto the Shala Darpan Beneficiary Scheme Portal together and told every district education officer to have institution heads enter their eligible students there (Directorate of Secondary Education, Rajasthan, departmental guidelines). Nothing about that arrangement has changed since, and it is why the scheme behaves like a school compliance task rather than like an application.

Blank date fields on the record are not an oversight here. This award has never had an annual calendar to publish: a window appears when the department decides to open one, and the only place it is ever announced is the portal's notice feed. Both of the sessions that feed still carries began in the second half of December.

The first announced deadline is the least reliable line in that table. It moved three times, carrying the window out of January and into the third week of May, and each move was posted on the portal and nowhere a household would think to check. Being told the date has passed is therefore not the same as being out of time, and in that session it was wrong three times over.

Who can apply

Eligibility criteria

Community membership is the first gate, and the roll is closed. The Social Justice and Empowerment Department publishes it caste by caste: nine Denotified Tribes, including Kanjar, Sansi, Mogia, Nut and Bhat; ten Nomadic Tribes, including Baldias (Banjaras), Gadia Lohar, Jogi Kalbelia and Shikkeligar; and thirteen Semi-Nomadic Tribes, including Rebaris and Raths (Social Justice and Empowerment Department, Rajasthan). A caste certificate for a community that is not on that annexure will not open this scheme, however real the disadvantage behind it.

Where the student studies matters far less than most Rajasthan school schemes allow. The portal accepts entries for this one from government secondary, elementary, model and Sanskrit schools, from SJE residential, TAD, KGBV, Maa Baari, minority affairs and military schools, and from private schools (Shala Darpan Beneficiary Scheme Portal, how to apply). The departmental guidelines qualify the private route: the institution has to be affiliated to the Rajasthan Board of Secondary Education, Ajmer.

There is also a marks condition, and it is worth reading as the guidelines write it rather than as a one-off qualifying test. The bar applies to a student's result in each class, so it is a filter the child has to keep clearing year after year while waiting to be entered (Directorate of Secondary Education, Rajasthan, departmental guidelines).

Who cannot apply

Exclusions

The scheme record leaves its exclusions field blank, which is not a statement that nothing disqualifies a student. Two bars operate anyway. A child who has already been given a cycle under this scheme is finished with it, so the pool inside any school refills only as new children reach Class 6. And an entry that has already been filed can still be struck out further up: the portal states that a district office may reject an application where scheme rules are violated (Shala Darpan Beneficiary Scheme Portal, FAQ).

Continuation

Renewal conditions

Nothing here renews, and no form exists for trying. The cycle is handed over once, and the guidelines carry no continuation clause, no annual re-verification and no second instalment of any kind. A child entered and left out in one session is entered afresh the next time the portal opens, which is a new application rather than the continuation of an old one.

The award is the bicycle itself and nothing beside it: the guidelines name the benefit payable under this scheme as a free cycle, with no cash alternative, no transport allowance and no reimbursement route for a family that bought one on its own (Directorate of Secondary Education, Rajasthan, departmental guidelines).

How the cycles are spread is fixed in advance, and it is not spread flat. The guidelines set a class-by-class target and give the middle school classes a distinctly larger one than the senior classes carry, with the boys' and girls' shares set almost level inside every class (Directorate of Secondary Education, Rajasthan, departmental guidelines). A school with far more eligible boys than girls cannot answer that by sending up a list of boys.

The scheme record below sets out the four papers. The one that decides whether an entry can be made at all is the Jan Aadhaar: the portal is blunt that no scheme application can be submitted successfully without a Jan Aadhaar ID (Shala Darpan Beneficiary Scheme Portal, FAQ), so an unauthenticated one ends the attempt before anything about merit is reached.

The caste certificate carries the second decision, because it has to name a community that sits on the department's published annexure and not merely a backward-class category (Social Justice and Empowerment Department, Rajasthan). Those two are the papers to settle in a single visit to the school office, well before a window opens rather than during one.

Step by step

How to apply

The institution head fills the online application for each eligible student on the school's Beneficiary Scheme Portal login and locks it. The district education officer (headquarters), elementary or secondary, forwards the whole district's applications, and they come to rest at the Directorate of Secondary Education in Bikaner (Directorate of Secondary Education, Rajasthan, departmental guidelines). On the portal's own scheme table, the column recording who applies reads School against this scheme, while a handful of the girls' awards on the same table are marked as student-filed with no login needed (Shala Darpan Beneficiary Scheme Portal, how to apply).

That difference is what makes tracking a matter of asking people rather than refreshing a screen, and there is an order worth following. Start with the school's scholarship in-charge and ask specifically whether the entry has been locked, since an unlocked entry has gone nowhere. Then ask the district education officer's headquarters office whether the district's file has been forwarded. Where an entry is in and the allotment is what has stalled, the portal directs allotment problems to its helpline rather than to any tracker (Shala Darpan Beneficiary Scheme Portal, FAQ). There is no payment to follow either way, because what arrives is a cycle at the school and not a credit in an account.

How winners are picked

Selection process

Nothing here is assessed. A student on the community roll, inside the class range and past the marks rule is eligible, and the scheme runs no test, no interview and no published state merit list. What limits it is the class-wise target, and where a class has more eligible children than places the guidelines publish no tie-break and no district-level formula, so the ordering is left with the offices that forward and sanction.

Terms & conditions

Nothing is asked of the child in return: no bond, no service condition, no repayment if the family later moves or the student leaves. The conditions the scheme does impose land on the school. The Directorate's circular makes the institution head and the school's scholarship in-charge officer responsible for getting eligible students entered online, and in the same breath instructs schools to advertise these schemes locally through newspapers, parent-teacher meetings and the prayer assembly (Directorate of Secondary Education, Rajasthan, departmental guidelines). A department that has to order schools to mention a scheme at assembly has already conceded how a household would otherwise hear about it, which is not at all.
