Read the name and you expect a loan. Financial Assistance to the Teachers/Lecturers Children who taken loan from Nationalised Banks for studying Medical/Engineering Courses lends nothing, pays no tuition and covers no hostel bill. It settles one line item and only one: the interest a nationalised bank has charged on an education loan the family already took, refunded up to a maximum of Rs 50,000 in the year the course is completed, in the words of the fund's own benefit list (Teachers Services, Karnataka State Teachers Benefit Fund).
The body paying it is not a scholarship directorate. The National Foundation for Teachers' Welfare was set up in 1962 by the Government of India under the Charitable Endowment Act 1890, and Karnataka built its own Teachers' Benefit Fund and Students' Welfare Fund on that model in 1963, run by a State Committee chaired by the Minister for Primary and Secondary Education with the Commissioner for Public Instruction as ex officio Secretary and Treasurer. Its money is raised from token flags sold around Teachers Day and from a life membership fee of Rs 1500 paid by teachers, of which 10% of the flag collection goes to the national foundation in New Delhi (About Us, Karnataka State Teachers Benefit Fund).
That origin explains the shape of the scheme better than any summary of its rules. It is a welfare benefit a teacher has bought into, so the qualifying test runs through the parent's membership and service record rather than through the family's income, and the child's own school history is treated as evidence that the household belongs to the government school system the fund exists to look after. A family holding the same loan for the same MBBS seat, with no life membership behind it, is simply outside the fund.

This benefit opens by circular rather than on a standing calendar. Each circular names the academic year whose final year students may claim, and fixes its own last date for the proposal to reach the office through the controlling officer, closing within weeks of the day it was issued (circular of the Secretary and Treasurer, Karnataka State Teachers Benefit Fund). Because the announcement is a circular rather than a calendar entry, the reliable habit is to watch that circulars page and the school education department's circulars page in the months after the course finishes, and to have the schooling certificate and the bank attestation ready before the circular appears rather than after.

Eligibility criteria
Eligibility here is a double test, and the half that surprises applicants is the child's, not the parent's. The parent has to be serving, not retired, in a government or aided primary school, high school, degree college or postgraduate college, and has to hold life membership of the fund, evidenced by the LMS card that the application asks to be attested; a teacher in an aided institution has to add an HRMS record or the appointment approval, countersigned by the head of the school or college. The child's half is a schooling test: study from the first to the tenth standard in government or aided schools in Karnataka, certified by the head of that school and countersigned by the Block Education Officer of the taluk (circular of the Secretary and Treasurer, Karnataka State Teachers Benefit Fund).
How narrowly the service condition is read shows in the attestation format the circular prints for it, which asks the head of the teacher's own institution to certify permanent service in that institution and the date it began, not merely that the teacher works there.
Where the child studies afterwards is deliberately left open. A medical, engineering or postgraduate course anywhere in India counts, as long as the loan behind it came from a nationalised bank, so a Karnataka teacher's child at a college in Maharashtra or Tamil Nadu is inside the scheme while the Karnataka schooling condition still binds.
The academic condition is stricter than most state schemes ask. Every year and every semester of the professional course has to have been cleared at the first attempt, which means a single backlog closes the file for good rather than delaying it, and the mark sheets proving it must be attested by the head of the institution.
No income ceiling appears anywhere in the fund's conditions. The circular that governs the scheme sets a membership test, a schooling test, an academic test and a loan test, and stops there, which is unusual enough among Karnataka education benefits to be worth saying plainly.

Who cannot apply
Exclusions
A retired teacher's child is outside the scheme, and the circular states the bar as a parenthesis inside its first condition rather than as a separate rule, so it is easy to miss when reading quickly. The point at which the parent stopped serving, not the point at which the loan was taken, is what decides it.
The exclusion that costs families the most money is quieter. If the interest has already been paid to the bank, the application cannot be submitted at all, so a family that clears the accrued interest early to keep the loan account tidy has disqualified itself from the one thing the fund would have covered.
Three more situations fall outside. The circular names nationalised banks and nothing else, which leaves out a co-operative bank, a private bank and a non-banking finance company alike; one student in a family may be assisted and no more, with a single application between them where the father and the mother are both teachers; and a loan raised for a course outside India is not covered, however the interest on it is structured.
- The retired teacher's children are not eligible for this scheme.

Renewal conditions
There is nothing to renew. The refund is a one time payment made in the year the course ends, so a family gets one shot at it and there is no annual re-application, no continuation certificate and no second instalment in a later year.

Award & benefits
The ceiling is the interest, not the loan. Whatever the size of the education loan sanctioned by the bank, the fund pays only the interest the bank has charged, up to a maximum of Rs 50,000, once. The sanctioned amount is credited directly into the account of the person who borrowed, at the bank that gave the loan, so the money lands against the loan rather than in a student's scholarship account.
It helps to see the refund next to the fund's other benefits for a teacher's child, because the three are separate schemes with separate applications and are routinely confused with one another.

Documents required
Almost none of this paperwork is generated by the applicant. Every substantive document is somebody else's signature: the head of the college on the mark sheets and on the certificate that each year was cleared at the first attempt, the head of the teacher's own institution on the service certificate, the head of the school attended between the first and tenth standards together with the Block Education Officer on the schooling certificate, and the manager of the lending branch on the loan account number, the interest charged and any amount already paid to the bank.
The bank's papers carry a second signature that catches people out. The circular asks for the passbook copy to be attested by a gazetted officer, and the proforma repeats that requirement beside the fields for the account number, the IFSC code and the MICR code, where the scheme's national record describes the same attestation as a notary's; carry the circular's own wording to the branch rather than the summary. The proforma then wants the sanctioned loan amount, the interest charged, the interest already paid and the interest still outstanding entered as separate figures, and it ends with a line warning that an incomplete application will not be considered (circular of the Secretary and Treasurer, Karnataka State Teachers Benefit Fund).
Of that set, the schooling certificate takes longest to assemble, because it reaches back to a school the student may have left a decade earlier and needs a countersignature from the taluk after the school has signed. Teachers in aided institutions carry one document more, the HRMS record or appointment approval, which teachers in government service do not need.

There is no online form. The application is the printed proforma annexed to the fund's circular, downloadable along with the model attestation formats from the school education department's website, filled in with the teacher's and the student's details, the LMS card number, the course and the loan account, and submitted with the recommendation of the teacher's controlling officer to the office of the Secretary and Treasurer at Shikshakara Sadana in Bengaluru (circular of the Secretary and Treasurer, Karnataka State Teachers Benefit Fund). That paper route is what the national scheme record shows too, with the mode marked offline and the field for an application website left empty (myScheme record for the scheme).
Tracking the claim afterwards is the part with no good answer, and pretending otherwise would waste a family's time. The fund's own Online Services page carries a single line saying the online services work is in process (Online Services, Karnataka State Teachers Benefit Fund), so there is no status screen, no application number to key in and no SMS trail. What exists instead is a paper trail worth keeping: the controlling officer's dispatch record of the day the proposal left for Bengaluru, and the fund office itself, which publishes a direct phone number, a mobile number and an email address for the officer in charge (Contact Us, Karnataka State Teachers Benefit Fund). Two references identify a file on that call: the reference number the circular carries, which names the year it was issued for, and the LMS card number the proforma asks for.

Nothing here is decided by comparison. The controlling officer signs a recommendation that the assistance may be considered and sanctioned, the fund office at Shikshakara Sadana checks the life membership, the schooling certificate, the first attempt record and the bank manager's attestation, and it sanctions the files that clear every condition the circular lists. A file that satisfies them is paid and a file that misses one is not; marks above the pass requirement buy nothing here, which is precisely what the fund's separate merit scholarship is for.

Terms & conditions
The refund is a grant against interest, not a loan, and nothing is recovered later. It is paid once in a family, into the account of the person who borrowed, at the bank that lent, and only where the interest is still standing on the books. Life membership is the door rather than employment: the circular gives the assistance to the children of teachers who hold that membership from the fund office and are serving in a government or aided institution (circular of the Secretary and Treasurer, Karnataka State Teachers Benefit Fund).
One condition is worth reading as a timing rule rather than a status rule. Only a student in the final year of the medical, engineering or postgraduate course may be considered, and the fund's benefit list describes the payment as falling in the year the course is completed, so an application made in the second or third year is premature and an application made long after the course ended has no circular to attach itself to (Teachers Services, Karnataka State Teachers Benefit Fund).
