About FASSAMEU

Of the five student awards the Directorate of Welfare of Scheduled Castes and Backward Classes advertised together for 2025-26, three are settled by a percentage on a marksheet. This one is settled by a result of an entirely different kind. A candidate becomes eligible the day the Union Public Service Commission declares that they have got through the preliminary stage, and the money is meant for the Mains attempt that follows. The Directorate of Welfare of Scheduled Castes and Backward Classes puts the ceiling at Rs 50,000 for each beneficiary, and ties it to what the budget allows.

The grant pays for an examination attempt, not for a course. Nothing in the eligibility asks where the candidate studies or what they scored, and the enrolment condition attached to the three merit incentives on the same advertisement, that the applicant be currently enrolled as a student, is not repeated here (Directorate advertisement). The qualifying event is a UPSC preliminary result, and the stated purpose is to help the candidate sit the Mains.

The Directorate of Welfare of Scheduled Castes and Backward Classes, Government of Assam, runs it from Sarumotoria, Dispur, Guwahati. Its scheme page sets the benefit at "an amount upto Rs. 50,000/- ... to each beneficiary, subject to budget provision" and carries a last-updated stamp of July 09, 2025 (Directorate of Welfare of Scheduled Castes and Backward Classes). That stamp is the vintage of every rate and condition below; no later revision has been published on it.

The operating cycle behind those conditions is the advertisement the Directorate issued for the academic year 2025-26 under memo SCBC/15/2025-GEN-DWSCBC, which set the window, the mode and the instructions to applicants. That memo number is what a copy should be checked against, because the Directorate never served the notice as readable text on its own site. The version quoted here comes from Birangana Sati Sadhani Rajyik Vishwavidyalaya, a state university that reposted it, and every page of that file still carries the Directorate's own e-office stamp against the memo (Directorate advertisement, memo SCBC/15/2025-GEN-DWSCBC). Nothing in the text is the university's; only the server it sits on is.

The 2025-26 round opened and closed on dates the Directorate later revised in writing.

That advertised close did not hold. The Directorate put out an extension notice against the same memo, carrying every scheme on that advertisement to a later last date and printing a revised application timeline scheme by scheme. The notice exists only as a scanned image in the Quick Access panel of the Directorate's front page, with no text layer behind it, so the revised date is best read off the notice itself at that link rather than taken second-hand.

Its own dateline is legible enough. The notice is signed by the Director on 31 October 2025, and it supplies one thing the advertisement never did: the round was put before the public in a newspaper on 6 July 2025, two days after the portal had already started taking forms.

The portal listing never caught up with either date. Its description of the window closes on 31 October 2025, the question-and-answer block on the same listing prints a different pair again, and neither matches what the Directorate signed. A candidate reading only the portal would have shut their file early.

A round is not open now. The scheme page is still up and still stamped July 09, 2025, the scheme is still tagged New in the Directorate's What's New list, and the site's own last-updated line reads 28-Aug-2026 with no advertisement for a later academic year behind any of it (scheme page, Directorate home).

The cohort that would apply next already exists on paper. UPSC notified its Civil Services Preliminary Examination for 24 May 2026 under Examination Notice No 05/2026-CSE (Union Public Service Commission). Nothing has been advertised for them, so the front page and the portal listing are the two places to keep an eye on.

Who can apply

Eligibility criteria

Three tests decide it, and they are short.

First, community and domicile: the applicant must belong to the Scheduled Caste community of Assam. Second, the examination: the applicant must have cleared the UPSC preliminary examination. Third, household means, measured through the parents or guardians rather than the candidate, whose annual income must not exceed Rs 5,00,000 (Directorate advertisement).

Worth reading closely: the published wording says "UPSC Preliminary Examination" and "Mains Examination of UPSC". Civil Services Examination appears nowhere, on the scheme page or in the advertisement, and the Commission runs more than one examination with a preliminary stage in front of it. Nor is the shorter phrasing a house habit in Assam. Another directorate in the state, advertising off the very same trigger, writes it out in full and conditions its grant on the "Civil Services Preliminary Examination conducted by the UPSC/APSC" (Directorate of Tea Tribes and Adivasi Welfare). This one has not, so a candidate holding a preliminary pass from a UPSC examination other than the Civil Services should settle the point on the helpdesk number before uploading anything.

Two limits that other exam-support schemes carry are simply absent here. No age band is stated, and no cap on how many times a candidate may claim after successive preliminary passes. The scheme page speaks of a "recent" preliminary examination without fixing a year to it. The portal record is tighter than the Directorate on exactly that point, describing the qualifying event as the preliminary examination held in 2025 (myScheme scheme listing). Which of the two wordings would govern a claim carried over from an earlier cycle is published nowhere.

Who cannot apply

Exclusions

The Directorate prints no exclusions heading. That job falls instead to the numbered instructions printed at the foot of the 2025-26 advertisement: an application that is incomplete, or that arrives after the deadline, is rejected; false information brings immediate disqualification; and nothing submitted on paper is entertained under any circumstances (Directorate advertisement).

The three eligibility tests are themselves the boundary. A candidate from outside the Scheduled Caste community of Assam, one who has not got past the preliminary stage, and one whose parental income crosses the ceiling are all outside the scheme, and no relaxation clause is published for any of them.

Continuation

Renewal conditions

Renewal is not a stage in this scheme. The payment attaches to one preliminary result and ends there. No continuation clause, no second-year form and no undertaking that a beneficiary stays on any roll appears on the scheme page or in the advertisement. Nor is a repeat claim barred in so many words. A candidate who clears the prelims again in a later cycle would be applying afresh, under whatever terms the Directorate advertises for that year, because there is no standing entitlement for the terms to attach to.

Rs 50,000 is a ceiling, not an entitlement. The scheme page qualifies it twice over: the words are "upto", and the payment is "subject to budget provision", which puts the number at the mercy of the year's allocation (Directorate of Welfare of Scheduled Castes and Backward Classes).

One detail is easy to miss. The advertisement that opened the 2025-26 round carries the eligibility, the timeline and the application steps, but never states an amount for any of the schemes it lists. The figure lives only on the scheme page and in the portal listing, which is why a reader who works only from the notice finds no money in it at all.

The Directorate runs a matching arrangement for Other Backward Classes candidates at the same ceiling, on its own page and its own portal code.

How the money reaches the beneficiary is not described. The document list asks for the front page of the bank passbook, which is the only clue the sources give about the payment route.

What to prepare

Documents required

Two of the items exist purely because of what triggers this grant: the admit card of the preliminary examination, and separate proof of having qualified it. They are listed as distinct requirements, so an admit card on its own does not evidence the pass.

Income is not self-declared. The scheme page names one issuer for the parents' annual income certificate, the Circle Officer, and offers no alternative for it. Caste is proved by a valid Scheduled Caste certificate that carries the sub-caste, and identity by the Aadhaar card together with a Voter ID or PAN card, which the scheme page lists as separate rows rather than as one choice (Directorate of Welfare of Scheduled Castes and Backward Classes). The portal record folds those rows together and prints "Aadhaar Card/PAN Card", as though either would do on its own (myScheme scheme listing). Between the two, the Directorate's page is the stricter list and the safer one to prepare against.

Everything is uploaded rather than handed over, so the practical constraint is scan quality. The advertisement asks that documents be uploaded in a clear and legible format, and it is the applicant who carries the consequence of a bad scan.

Step by step

How to apply

One route, and the advertisement shuts the others in two consecutive lines: only applications submitted through the myScheme portal are accepted, and no offline application is entertained under any circumstances (Directorate advertisement).

DigiLocker is the part that trips applicants, because that account has to exist before the scheme form will open at all. Registration there wants Aadhaar, a working mobile number, an email address and the applicant's name and gender, and it finishes by setting a six-digit PIN. Those two credentials, the mobile number and the PIN, are then what myScheme signs the applicant in with, a consent screen has to be allowed once, and only after that does the scheme form load for the mandatory fields, the uploads and a last check before submission. Success shows as a single line on screen, "Form Submitted Successfully!" (Directorate advertisement).

Anyone reading up before applying should skip one link. The Guidelines address printed on the portal record points at a broken path on the Directorate's site and does not resolve; the conditions actually live on the scheme page linked throughout here.

After that, tracking is by telephone rather than by dashboard, and two desks split it between them. The scheme, the decision and the payment belong to the Directorate's helpdesk at assamdirectorateofwelfareofsc@gmail.com or 8638922415 (Directorate advertisement). A sign-in that fails or an upload that will not stick belongs to myScheme's own support line, (011) 24303714 (myScheme scheme listing). Neither an acknowledgement number nor a status page nor a district counter is published for this scheme, which leaves the submitted form as the only artefact the applicant holds.

How winners are picked

Selection process

Nobody is ranked. The scheme page is blunt about what the grant is not: assistance under it is "not a matter of right", and it is extended depending on the applicant satisfying the eligibility criteria and the documents submitted (Directorate of Welfare of Scheduled Castes and Backward Classes).

So the decision is a verification, taken against a budget line, and the advertisement supplies the last word on it: the decision of the Directorate shall be final and binding (Directorate advertisement). No scrutiny committee is named, no marks-based tie-break is published, and no appeal route is described for a rejected application.
