Search for this scheme and a rupee figure comes back first. Search for the rule behind it and none does. Rule 60 of the Haryana Building and Other Construction Workers Rules hands both the amount and the list of qualifying courses to the Board itself, to be settled by board decision from time to time, and asks only that the claim reach it in Form XXII, printed in the rules as an Application for Education Scholarship. The slabs therefore move when the Board moves them, which is why an old figure quoted on an aggregator page proves nothing about what will be paid this year.
This is the Haryana Building and Other Construction Workers Welfare Board paying for a member's child to stay in education, from the first year of school to the last year of a master's degree, at a rate fixed by the level of study rather than by what the household earns. The slabs in force came out of a revision the state's Minister of State for Labour and Employment announced at a Chandigarh press conference on 28 March: it raised all four of them, widened the Board's cover for professional and technical study from government institutions to private ones as well, and for the first time attached a one-time incentive to a strong Class 10 result, per the Directorate of Information, Public Relations and Languages, Haryana.
The applicant is the parent, not the student. A HBOCWWB education claim is filed by the registered worker from a login on the state's general service portal, Antyodaya SARAL, and never by the child on a scholarship portal, so a household waiting for the student to be old enough to apply is waiting for nothing. The second constraint is geographic: the study has to happen inside Haryana, and a worker registered here whose child has taken admission in another state is outside the scheme, however long the membership has run.

Important dates
The Board publishes no annual calendar for this scheme and no opening date, because the window is the academic session itself. What it does publish is a cut off: the Antyodaya SARAL scheme document fixes the last day of March as the closing date for applying in the session concerned. A second clock is the claim window, which the minister's announcement widened from six months to one year for the Board's welfare schemes, so a family that missed the certificate at the right moment is not automatically out of time. A third runs after filing, and that is the service limit described above.
Who can apply
Eligibility criteria
The gate is the parent's registration with the Board, and that registration has its own test before this scheme comes into view. A worker registering has to give proof of 90 days of work experience, certified by one of the authorities named on the work slip, and to enter an Aadhaar number carrying the same name as the application, per the Board's registration instructions; the fee is paid online and can be deposited for one, two or three years at a time. Only then does the waiting period start. The Board's own scheme page sets it at one year of regular membership before a child's education claim is admissible, on the Labour Department Haryana scheme detail.
Course coverage is wider than school and college. That same scheme page folds the teacher-training courses approved by the National or State Council for Teacher Education, naming NTT, D.Ed., JBT and B.Ed., into the higher education slab. The death of the registered worker does not close the file either: the page marks the benefit as one that continues after death, and the minister's announcement put education among the assistance a deceased worker's dependants keep drawing.

The myScheme record leaves the exclusions field blank here, so what disqualifies a claim has to be read out of the conditions the Board prints beside the slabs. Three of them decide most refusals: a student who is employed or self employed, a class being repeated after a failure, and a course being studied anywhere outside Haryana. The no-double-dipping test changed shape in the same revision. A student used to need a certificate attested by the head of the institution confirming that no scholarship, grant or other financial assistance was coming from any board, corporation or department; that became a self declaration signed by the student, per the state's announcement. Easier to produce, and no less binding.

Renewal conditions
There is no renewal box to tick. The slabs are annual amounts and each year of study is filed as a fresh claim, with every prescribed document uploaded again through the online form rather than carried forward from last year, per the Board's Antyodaya SARAL scheme document. Two conditions sit underneath that yearly cycle. The child has to move up: the same document stops the benefit where a student repeats the course or class after failing to reach the next year's course or class. And the parent's membership has to be live and regular on the day the claim is filed, since a lapsed registration takes the child's eligibility with it.

The rate follows the level of study, and the Board publishes no income ceiling against it. Set beside the figures the revision replaced, the current slabs read like this.

A strong Class 10 result adds a one-time incentive on top of the slab, and the scale is steep: Rs 21,000 at 60 per cent or more, rising to Rs 51,000 at 90 per cent or more, per the same announcement. Hostel costs are handled on a separate footing, with the Board bearing the actual hostel expenditure of a registered worker's dependent child up to a published annual ceiling. Worth checking before filing: the Board's own portal lists the professional and technical course expenses, the hostel assistance and the meritorious-children incentive as their own scheme entries next to this one, so a household may have more than one claim to make rather than one large one.

What to prepare
Documents required
The heavy document in this file is not an identity proof. It is the certificate from the head of the school or institution stating that the student is on the rolls and studying regularly, and the Board's scheme page makes uploading it mandatory. Two more items are downloads rather than things a family writes, an undertaking and a work slip, both offered on that page, with an education certificate listed among the documents the online form requires. The rest, the identity and residence proofs, the bank details and the photograph, is the ordinary set any Haryana service asks for, and the Antyodaya SARAL scheme document adds a declaration form to the education file itself.
Step by step
How to apply
Applications are online, filed by the registered worker on Antyodaya SARAL, which is integrated with the Parivar Pehchan Patra so that authentic and verified household details fill themselves in. The rules prescribe Form XXII for the claim and the online form is the version of it the Board accepts. The Board's own worker portal takes scheme applications as well, so a worker who already signs in there to renew the registration can start the claim from that account, per the registration instructions. For a household without a device or a connection there is an offline route: the schemes and services are available at Antyodaya Kendra, SARAL Kendra and CSC centres down to sub division level.
Tracking the Claim and the Payment
Submitting the form returns an application reference ID, and that ID is the whole tracking mechanism. It can be entered on the Antyodaya SARAL home page without logging in, or followed from inside the account under View Status of Application, and the portal sends an SMS at each step rather than waiting to be asked. What makes the wait bearable is that the clock is enforceable. Delivery of benefits under the Board's welfare schemes is a notified service under the Right to Service Act with a limit of 90 days, and the notification names who answers for a delay: the concerned Deputy Director decides, the Joint Secretary of the Board hears the first appeal and the Labour Commissioner cum Secretary the second, in the state's consolidated list of notified services. Breach that limit and the appeal starts itself: the portal runs an Auto Appeal System that files with the first grievance redressal authority automatically, escalates to the second and then to the Haryana Right to Service Commission when no final decision follows in 30 working days, and can end in a penalty on the designated officer, part of which may be given to the applicant as compensation.

How winners are picked
Selection process
There is no merit list and no ranking here. Every claim that clears the conditions is admissible, so the file is a verification exercise rather than a competition, and the outcome turns on whether the paperwork holds. One step separates the two kinds of claim. An application from a student enrolled in a private institution has to be attested by an officer drawn from a fixed list, which runs from Deputy and Assistant Labour Commissioners through Tehsildars and Naib Tehsildars to district and block education officers, per the Antyodaya SARAL scheme document. A government-institution claim carries no such counter signature, which means the private-institution file needs that attestation lined up before it is submitted, not after.

Terms & conditions
Because the amounts sit in a board decision rather than in the rules, the Board can revise them without the rules being amended, which is what happened at that press conference. Two further conditions shape the money rather than the eligibility. The Labour Department Haryana scheme detail caps the education assistance at three children of a worker. And for a professional course the money goes directly to the government institution rather than into the household's account, with the admission fee handled as a reimbursement. Read that routing before planning the year's spending: a claim can be approved in full and still put no cash in the family's hands.
