About EA(SPPSCCWRMBOCWWB)

Two rate tables sit inside the Meghalaya Building and Other Construction Workers Welfare Board's scholarship regulation, and they do not cover the same children. One sets a stipend per month and opens at Class V. The other is a single book and uniform grant, and it reaches back to Class I. Read only the first and a Class III pupil looks ineligible. Read only the scheme summary, which says enrolment from Class I upwards qualifies, and the same pupil's family expects money every month that is never coming.

This is the Board's own scheme, written into its own regulations rather than routed through a national portal. Its formal name is the Scheme for the Pre-Matric and Post-Matric Scholarship to children of Construction workers registered with the Board, and the claim runs on Form No. XLIV under Rule 288 of the state's construction workers rules (Application for Educational Scholarship, Form No. XLIV).

Three features of the regulation shape everything that follows. A committee appointed by the Board screens applications, fresh and renewal alike. The number of stipends awarded each year at each level is fixed by the Board on that committee's recommendation, and the regulation says plainly that the number may be increased or decreased depending on the availability of fund (Regulations governing the award of Scholarship). And the Board announces the details of the scheme at the appropriate time of the year as it deems fit, which is why no fixed calendar window exists.

Educational Assistance sits on a list of welfare items that runs from Medical Assistance and the Awards cash prize through to Death Benefit, Marriage Benefit and Welfare Pension (MBOCWWB schemes). It is the only one of them that pays a student a recurring amount for studying.

Calendar

Important dates

The regulation hands the calendar to the Board instead of fixing one, stating that the Board will announce the details of the scheme at the appropriate time of the year as it deems fit. Nothing more specific sits behind that line. Both date fields on the scheme's public record are blank (myScheme record for the scheme), and the two fresh application forms leave the academic session unprinted for the applicant to write in.

That makes the timing a local question rather than a published one. Since a late application is rejected outright rather than carried over, the useful move is to ask the District Labour Office when the current session's applications close.

Who can apply

Eligibility criteria

Section 12 of the Building and Other Construction Workers (RE&CS) Act does the first round of filtering, and it filters the adult. A worker qualifies for Board registration on completing 18 years but not 60 years of age, having worked more than 90 days in building or other construction work during the preceding 12 months, and not being a member of any other welfare fund (MBOCWWB enrollment). Meghalaya counts engagement outside the state towards that threshold for its own migrant workers, and days spent on MGNREGA work count towards it as well. Deputy Labour Commissioners act as the Registering Officers.

Form No. XLIV then spends its first four blocks on the student and its fifth on the parent, and the fifth is the one that decides a file. It wants the parent's registration number and a subscription record rather than a single receipt, and it closes with a line the other forms do not carry, asking whether the member has received the scholarship and, if so, the period of revival (Application for Educational Scholarship, Form No. XLIV). Active membership is a condition of the scheme, and the regulations put no minimum instalment count beside it, so what that block produces is a payment history for the Board to read rather than a number to clear.

The cap of two children per set of parents or guardians is enforced through the form itself. Both the pre-matric and post-matric fresh application forms carry a proforma in which every child of the same parent who has received, is receiving, or is applying for the scholarship must be named, with age, year, class, course and institution (Application for the Pre-Matric Scholarship).

One line on the pre-matric form is worth knowing before it confuses somebody. It asks for the previous year's marks and percentage, then adds that in the case of students of Class I the income criteria alone would apply. The regulations publish no income ceiling for this scheme at all, so treat that as an instruction printed on a form, not as a limit the scheme sets.

Note 01: These scholarships will be awarded for the study of all recognized Pre-Matric and Post-Matric courses pursued in recognized institutions, with the exception of courses with a duration of 6 (months) or less.
Note 02: The children of workers applying for Post-Matric scholarships should possess the relevant qualification from any recognized institution. An original certificate from the institution of study must be produced by the children of workers.
Note 03: The scholarship shall be tenable for the prescribed duration of a course. A student who is in receipt of the scholarship, but failing to pass in a particular year shall not receive further scholarship till he/ she passes the specific year of the course. The institution shall certify to that effect.
Note 04: Special provision is provided for exceptionally meritorious students.
Note 05: Special relaxation for physically handicapped children in cut-off mark obtained.
Renewal of AwardsThe children of workers will have to apply afresh for renewal of the scholarship from year to year, provided that the student secures promotion to the next higher class irrespective of that fact whether such examination was conducted by the institution.
Other ConditionsIf a student is found to have obtained a scholarship by misrepresentation, his/her scholarship will be cancelled forthwith and the amount of the scholarship paid will be recovered, at the discretion of the Building & Other Construction Workers Welfare Board.
Other ConditionsA scholarship awarded may be cancelled if the student changes the subject of the course of study for which the scholarship was originally awarded or changes the institution of study without prior approval of the Building & Other Construction Workers Welfare Board.
Other ConditionsA student may have to refund the scholarship amount at the discretion of the Building & Other Construction Workers' Welfare Board if during the course of the year, the studies for which the scholarship has been awarded, are discontinued by him/her.
Other ConditionsThe Rules & Regulations of the Scheme can be also altered/modified at any time at the discretion of the Building & Other Construction Workers' Welfare Board.

Who cannot apply

Exclusions

The bars here are about what is being studied, and the regulation prints them rather than leaving them to be inferred.

A student who has passed one stage of education and is studying that same stage in different subjects is out, and the regulation supplies its own examples: Class XI Arts after Class XI Science, BA after BSc, MA in one subject after MA in another. So is a student who completes an educational career in one professional stream and starts professional studies in a second, with LLB after BEd named as the case; one professional stream per student is the rule.

Three further bars leave no room to argue. Full employment during the period of study disqualifies. Part-time courses do not qualify. Neither does any course of 6 months or less, however recognised the institution behind it.

  • The children of workers who after passing one stage of education, are studying in the same stage of education in different subjects for instance Class XI Arts after Class XI Sc or B.A. after BSc or M.A. in one subject after M.A. in another subject will NOT be eligible.
  • The children of workers who, after having completed their educational career in one professional stream, continue professional studies in a different stream for instance LLB after BEd will NOT be eligible. Students will be allowed to take up only one professional stream.
  • The children of workers under full employment during the period of study shall not be eligible for the scholarship.
  • The children of workers pursuing part-time courses will not be eligible.

Continuation

Renewal conditions

Each year of study is filed as a new application, and the regulation attaches one condition to it: the student has to secure promotion to the next higher class, and that binds irrespective of whether the examination was conducted by the institution.

Failing a year does not end the award, but it suspends it. A student already receiving the scholarship who does not pass draws nothing further until that specific year of the course is passed, and the institution has to certify that it has been. Renewal applications go before the same screening committee as fresh ones, so a second-year claim is examined rather than waved through.

A blind student draws an additional Rs 200 per month as readers charges, against a disability certificate issued by the competent authority, on top of whichever level rate applies (Regulations governing the award of Scholarship).

The one-time book and uniform grant is set at two months of stipend and covers a wider band of classes.

Put the two tables side by side and the gap shows itself. From Class V upwards the grant is exactly twice the level's monthly rate, which is what the regulation's two-months formula produces. For Class I to Class IV there is no monthly rate for the formula to double, and those two rows are the only money the regulation sets for a child that young.

The Board's own portal manual points the same way from the other direction: it requires a bank account number and IFSC code for children in Class V and above for Educational Scholarship benefits (Worker's User Manual, MBOCWWB portal). The regulation also states that the rates and the courses they cover are subject to revision from time to time, so confirm the current slab with the Board before budgeting on it.

  • Payment: The stipend will be paid to the selected students by the Building & Other Construction Workers Welfare Board in accordance with the procedure laid down by the Building & Other Construction Workers Welfare Board.

What to prepare

Documents required

The paper route and the online route ask for different things, and that catches people out.

Filed on paper, the application has to reach the Board already signed by the student, the parents and the Principal of the institution, and forwarded by the employer, with two passport photographs signed across, attested copies of the certificates for examinations passed, an attested copy of the parent's registration card, and both a clearance certificate and a verification certificate from the head of the institution (Educational Assistance, MBOCWWB). A student who held the scholarship the previous year also has to attach the receipt for it, on the form attached to the application, countersigned by the employer.

Filed through the portal, the enclosure list is much shorter: the MBOCWWB identity card, the student's marksheet, a birth certificate, a bank passbook, and a bonafide certificate downloaded from the portal itself and signed by the principal of the school, college or university (Worker's User Manual, MBOCWWB portal).

Step by step

How to apply

The online route is opened by the worker; the paper route needs four signatures before the Board will look at it. That, more than anything on the enclosure lists, is what separates them.

Online, the registered worker creates an account on the Board's services portal, where the login is the registered mobile number used as the user ID, and picks Educational Scholarship from a dashboard that also carries Cash Award, Medical Benefit and the pension claims (MBOCWWB online portal). The child has to exist in the worker's family details record before any of that, with a bank account and IFSC code entered for a student in Class V or above, because that is the account the stipend is paid into.

On paper, the regulation sets the order of signatures. The completed application goes first to the employer, who countersigns it, and only then to the Board. Incomplete applications, and applications received after the last date of submission, are not considered, and both fresh application forms repeat the warning across the top of page one: late, incomplete or defective applications are rejected immediately. Fill the pre-matric or post-matric form for the level being claimed (Application for the Post Matric Scholarship). For anything the forms do not answer, the Board's own membership advertisement directs enquiries to the office of the Labour Commissioner in Shillong and to the District Labour Offices (MBOCWWB scheme announcement).

What the Portal Will and Will Not Tell You

Status lives inside the worker's login. Track Application Status sits on the portal menu, View Details opens the application, Application History shows what has happened to it, and the manual warns that once an application is under process it can no longer be updated. What the manual sets out step by step is the registration chain: an application is processed by the Block or District LDA, verified by the Block or District Labour Inspector and approved by the District Labour Commissioner before a registration certificate is generated (Worker's User Manual, MBOCWWB portal).

For a benefit claim the manual stops at Submit. It documents no payment view and no public sanction list, so a family waiting on money is waiting on a credit to the account entered against that child in the family details record. The only escalation the manual publishes is the Board's support centre, at mbocwwb@gmail.com or 0364 2501224.

How winners are picked

Selection process

A committee appointed by the Board does the screening, and both fresh and renewal applications go to it. The same committee recommends how many stipends should be awarded at each level in a given year, and the Board settles the final count keeping in mind the availability and allocation of fund, a figure the regulation expressly allows to move up or down.

Two clauses in the eligibility list point at a filter the Board never publishes. One makes special provision for exceptionally meritorious students. The other allows special relaxation for physically handicapped children in the cut-off mark obtained. A relaxation needs something to relax against, so the wording suggests a cut-off is applied somewhere in the screening, but that is an inference drawn from the clause and nothing more: the regulations set no percentage at any level, and no figure should be quoted as if they did.

Fine print

Terms & conditions

The award runs from the stage at which it is granted to the completion of the course, conditional on good conduct and regular attendance, and the Board may discontinue it at any time if an eligibility condition or rule stops being met.

The regulation then sets out how the money can be taken back. A scholarship obtained by misrepresentation is cancelled forthwith and the amount already paid is recovered, at the Board's discretion. Changing the subject of the course, or the institution, without the Board's prior approval can have the award cancelled. Discontinuing the studies part way through the year can oblige the student to refund the amount, again at the Board's discretion.

The Board also reserves the right to alter or modify the rules of the scheme at any time, which is the reason to read the current regulation before filing a renewal rather than to assume last year's terms still hold.
