The largest single sum in the Maharashtra Building and Other Construction Workers Welfare Board's scheme-wise statement is not the benefit reaching the most families. It is this one: Rs 6,61,14,85,000 released to 97,765 beneficiaries up to April 2025, out of a Rs 21,46,74,08,840 total across every scheme the board runs, while the primary-school grant above it has paid 575,721 children (scheme wise beneficiaries and amount disbursed). Concentrated money, comparatively few files.

The board files this benefit as code E05, one of seven education codes it numbers E01 to E07, and it is the only one priced by which professional degree the student is enrolled in. Its entry on the board's index of claim forms reads as educational assistance to the wife or first two children of a registered worker, Rs.1,00,000/- for a Medical degree and Rs.60,000/- for an Engineering degree (scheme application forms).

The disbursement statement carries one condition the scheme page does not print at all, and it is the condition that settles most disputed files: the degree has to be taken in a Government recognized college or institute (scheme wise beneficiaries and amount disbursed).

Because the code is defined by the degree rather than by the year of study, what usually decides a claim is not the student's marks. It is which of the board's education codes the course belongs to, and that boundary is drawn across the index of forms rather than inside any single rulebook.

No filing season is published for this benefit. Neither the scheme page nor the index of claim forms carries an opening or a closing date, and the public record leaves both fields empty (welfare schemes, myScheme record).

What the board does date is the counter. Its homepage banner states that appointment dates for registration, renewal and claim have been extended till 31st dec 2026 (board homepage). That is an appointment window covering every claim the board takes, and aggregator pages that reprint it as a scholarship application deadline for this scheme are reading it as something it does not say.

Who can apply

Eligibility criteria

The claim belongs to the worker, and nothing under E05 moves until that registration exists and is live. The board's bar for it is an age of 18 to 60 years and more than 90 days of construction work in the last 12 months (workers registration). The piece of that most often prepared on the wrong paper is the 90 days work certificate, which the board publishes in two versions, one for a gramsevak to sign and one for a developer, with a note standing over both that the new certificate made available on the website is the one to use for registration and renewal (download).

On the student's side the board asks for two things and no more: enrolment in a government recognised medical or engineering institution, and a marksheet or certificate of passing at the previous academic level (welfare schemes).

How far the benefit reaches inside one household is written three ways. The index of forms puts it as the wife or first two children of the registered worker; the disbursement statement writes the children and spouse; the public record writes a maximum of two children or the wife (scheme application forms, scheme wise beneficiaries and amount disbursed). Whether a household with a claiming wife may still bring two children is the gap none of the three closes, and it is worth having answered by the office that holds the registration before a second file is prepared in the same year.

Exclusions

The board publishes no exclusion list against this code, and in practice the bars are the two codes on either side of it. Books and educational material for the first, second and third year of a degree is E04's row; a diploma at Rs. 20,000/- and a post-graduation diploma at Rs.25,000/- are E06's (scheme application forms). A claim in either shape is not refused here so much as lodged against the wrong code.

E06 also carries a restriction E05's wording does not, since the diploma rates are published as applying to Government approved courses only (welfare schemes). A family reading across the two rows should not assume the tests travel together.

Renewal conditions

There is no renewal application for the assistance itself. Both documents the board asks for are pinned to a single academic year, a marksheet for the level just passed and an admission acknowledgment for the year now beginning (welfare schemes), so the file is assembled again rather than carried forward.

What genuinely has to be renewed is the worker's registration underneath it. The board publishes a Construction Worker's Renewal Form on its download page and a Construction Worker Online Renewal tile on its homepage (download, board homepage), and a card that has gone stale on the day the claim is decided is the commonest way a correct student file still fails.

The amounts are flat per degree type, and reading them against the codes on either side is the fastest way to see where a course belongs.

Whether that is paid once or once a year is unsettled inside the board's own publications, and a family should treat it as open rather than decided. The Marathi welfare schemes page prints both degree rates as प्रतिवर्षी, per year (कल्याणकारी योजना). The English version of the same page prints /yr against the school, degree and diploma rows and leaves it off this one, and the index of claim forms does the same, writing per year into E04 and not into E05 (welfare schemes, scheme application forms). The scheme's public record answers its own question the other way and calls the assistance annual (myScheme record). Nothing the board has published reconciles them, so get the sanctioning office to put the year in writing before a second-year file is budgeted for.

Nothing ties either amount to what the college actually charges. This is a fixed sum against a degree type, not a reimbursement measured against a fee receipt, and the contrast sits inside the same block: E07, the MS-CIT code, is written as a reimbursement of course fees and this one is not (scheme application forms).

Documents required

The part of the file a family cannot produce on its own is the college's. The board asks the institution for an acknowledgment or bonafide of admission for the current academic year, and separately for the marksheet or certificate of passing the previous academic level (welfare schemes). Both carry a year on their face, which is what lets the board attach a claim to an academic year rather than to a course.

One document sits outside the claim form and is easy to miss because it has no scheme code against it. The board lists an Education Self-Declaration at the head of the education forms table, above E01, as its own download; it is signed by the applicant and applies across the education block rather than to E05 alone (scheme application forms).

How to apply

The public record still lists the application mode for this scheme as offline (myScheme record), which is how the printed form is built: the E05 form is its own download, separate from the other six education forms, assembled with the college documents and lodged through the district or taluka facilitation centre (scheme application forms).

The board's homepage now carries a Construction Worker: Apply Online for Claim tile and a Construction Worker: Profile Login beside it, so both routes are open (board homepage). Following a lodged claim runs through that profile login rather than through any public lookup, and the same homepage carries a Change appointment date for Claim tile, which matters because claims are taken against appointment dates and a missed date has to be moved rather than waited out. Where the login shows nothing, the board's toll free helpdesk on 1800-8892-816 runs from 10:00 to 18:00, with support@mahabocw.in as the written route.

How winners are picked

Selection process

Nothing is ranked here and no cut-off is published. Two codes above this one do carry academic conditions, E01 requiring 75% or more attendance and E02 a marksheet showing 50% or more, while the eligibility the board prints against E05 sets no attendance or percentage bar beyond passing the previous level (welfare schemes). The screen is documentary rather than competitive, which is why a rejected file here is almost always a paperwork problem and not a judgement about the student.

Four things stop a file that is otherwise correct: a registration that has lapsed and not been renewed, an institution that does not hold government recognition, a household position outside the wife and first two children wording, and an admission acknowledgment that does not name the current academic year.

Recognition is the condition families underestimate, because the phrase Government recognized college or institute appears in the disbursement statement rather than on the scheme page a family is likely to read first (scheme wise beneficiaries and amount disbursed). An otherwise sound medical or engineering admission can fail on a test the scheme page never showed the applicant.
