The Maharashtra Building and Other Construction Workers Welfare Board files this benefit as scheme code E02, and the code is the quickest way to keep it apart from the benefit printed directly under it. E02 is described as educational assistance of Rs. 10,000/- to the first two children of the registered construction worker securing 50% or more marks in 10th or 12th standard. E03, the next row down, is educational assistance of Rs.10,000/- per educational year to the first two children studying in 11th and 12th standard (board's scheme application forms). One is claimed on a result. The other is claimed on an enrolment.

That distinction decides who ever files. A child reading in Class 11 has E03 open to them for the year without producing a number; a child who sat the board examination has E02 open only if the number clears half. More than twice as many families end up on the enrolment side.

The amount itself is the part the board has not settled on paper. Its own pages state the same Rs 10,000 in two incompatible ways, and a family planning around a second payment needs to know which way the sanctioning office reads it before it counts on one.

This scheme runs without a calendar of its own: the board advertises neither a season for filing nor a cut-off after which a marksheet goes stale. The date that starts it is the result date, because the claim does not exist until the marksheet does.

What the state has fixed is the other end. Under the notification of 4 September 2025 this benefit is entry 4 of Schedule 5 and carries a time limit of 90 days, holidays excluded, while the registration and renewal decisions that must be in place before it carry 60 days each (notification). A family registering and claiming in the same season is therefore under two clocks rather than one, and only the second of them is about this scheme.

Eligibility criteria

Three separate tests stand between a marksheet and a sanction, and the child's result is only the first of them.

The result bar is arithmetic, and it is done on the application rather than accepted from the school. The E02 claim form closes the child's block with boxes for marks obtained, total marks and percentage, sitting under the seat number, the board of education and the passing year, so the percentage is worked out from the marksheet in front of the officer receiving it (E02 claim form, scheme application forms).

The household bar comes before the result and is stricter than most families expect. All the benefits under the education head are applicable only for the 1st two children of registered construction workers, printed at the top of that head rather than inside any one scheme (welfare schemes), and the state gazette that notified this benefit repeats the cap inside the entry for the scheme itself (notification under the Maharashtra Right to Public Services Act, 2015).

The third bar is the parent's standing, which the form treats as a single live fact rather than a document: registration date, renewal date and claim date are three boxes in one row at the head of the page.

One question the record answers two ways is the wife of a registered worker. The public listing of eligibility says children and spouse of registered construction workers may take educational assistance, while the board's own index writes E02 for the first two children and reserves the wife for the degree and the medical or engineering codes (scheme application forms). Put that to the taluka centre against your own registration number rather than to a helpline.

Exclusions

There is no bar list to read on this scheme. What refuses a claim is a box on the form that cannot be honestly filled.

A result below 50% leaves the percentage box short of the only figure the scheme accepts. A third child leaves the claim outside the cap that governs the whole education head (welfare schemes). A lapsed card leaves the renewal date box either blank or stale on the day the file is decided. None of the three is a discretionary refusal, which is worth knowing before an appeal is drafted on the assumption that somebody exercised judgement.

Renewal conditions

There is nothing to renew on the claim side. It is filed once against one marksheet, unlike the benefit under it, which the board itself describes as running per educational year (scheme application forms).

The registration underneath it is the thing that has to stay alive, and Maharashtra has taken the cost out of keeping it that way. A government resolution dated 13 August 2025 approved the board's proposal and made the registration and renewal fee payable to the board free of charge (registration fee resolution). A card that has gone stale on the day a claim is decided now costs a household time to fix, and nothing else.

Only one of the four places the board states this rate calls it annual. The English welfare schemes page prints it as Rs. 10,000/yr for securing 50% or more percentage (welfare schemes). The Marathi version of the same page prints the identical benefit with no per-year words on it at all, while giving the Class 11 and 12 benefit immediately below the phrase per academic year (कल्याणकारी योजना). The board's index of claim forms describes E02 flat and E03 per educational year (scheme application forms). And the state gazette of 4 September 2025 that notified this benefit as a public service carries it flat at entry 4 of Schedule 5, keeping the per educational year wording for entry 5 (notification).

Three flat readings against one annual one are not a ruling, but they are where the weight of the board's own paper sits. Plan on a single payment against a single marksheet, and get the sanctioning officer to say otherwise in writing before a family budgets for a second.

What to prepare

Documents required

The list on the board's own E02 form is not the list the public record carries, and the gap runs both ways.

The form asks for six things: the SSC or HSC marksheet, a school or college identity card, a bonafide certificate of the current academic year, the Aadhaar card of the applicable member, a self declaration and a ration card (E02 claim form). The self declaration is not a paragraph inside the form either; the board publishes it as its own download, an Education Self-Declaration, alongside the education claim forms (scheme application forms).

Three of those six are absent from the myScheme record, which instead asks for a passport photograph, the board identity card, a bank passbook and a proof of residence. The bonafide certificate is the one that catches people out, because it is evidence of a current enrolment attached to a claim about a finished examination. A student who has passed Class 12 and not yet joined anywhere has nothing to put against that line, and that is a question for the counter before the folder is assembled rather than after.

How to apply

The public record lists the application mode for this scheme as Offline. The board's own paper has said something different for years, and the divergence is worth naming rather than leaving a family to trip over it at a counter.

The resolution of 13 August 2025 states that since 2020 the registration, renewal and distribution of benefits of construction workers has been carried out online on the board's official website (registration fee resolution). A second resolution, of 9 September 2025, is more specific still: applications for registration, renewal and money benefits received on the integrated welfare board management system are what the new committees decide (monitoring committee resolution). Read the offline label as the counter step that still exists, not as the whole route.

On following a filed claim, the honest answer has two halves. There is no public lookup by registration number; the board's site sends a worker to its own login for anything specific to a file (board website), and the taluka centre that received the folder is the office that can see where it has reached.

What is published openly is the size of the queue your file is standing in. The board's service level page counts total claim applications, the number accepted and the number still pending across every benefit it runs, and says it is updated on an hourly basis. On 6 September 2026 it read 5,715,990 claims received, 2,748,399 accepted and 703,645 still pending (service level). That is a state-wide count and not a reading on your own claim, but it is the honest scale of the pile before anyone concludes their file has been singled out.

How winners are picked

Selection process

Nothing is ranked. There is no merit list, no cut-off and no district quota, because the marksheet either clears the board's bar or it does not. What decides the file is a named officer and, since September 2025, a committee with a timetable.

The gazette of 4 September 2025 makes this a notified public service and names who may decide it: the Shops Inspector, the Government Labour Officer and the Assistant Labour Commissioner. A first appeal runs upward from whichever of them held the file, a second appeal lies to the Deputy or Additional Labour Commissioner of the division, and the board's own Secretary and Chief Executive Officer is separately named as a second appellate authority (notification).

The committee is the part with dates on it. Under the resolution of 9 September 2025 the applications sitting on the board's system go to a local monitoring committee whose area is the assembly constituency, and the calendar is written down rather than left to practice: the month's applications are to be placed before it at a meeting held between the 1st and the 15th of the following month, three representatives make a quorum, and where no meeting has been held for two consecutive months the member secretary is required to examine that period's applications against the norms, sanction the ones that qualify and carry the refusals to the next sitting. The divisional committee that hears appeals meets once in three months (monitoring committee resolution). The difference between those two rhythms is the difference between a file that waits weeks and one that waits a season.

Terms & conditions

The binding conditions here are set around the education head, not inside the scheme. Every benefit under that head is available only for the first two children of a registered construction worker (welfare schemes). The merit document has to be a marksheet showing 50% or more, which is what the board asks for and all it asks for (scheme application forms). And the registration behind the claim has to be current, which is why the form puts the registration and renewal dates above everything it asks about the child.

One further condition comes from the notification rather than the scheme. Because this is a notified public service, an office that runs past its limit is not simply slow. The delay is itself appealable, up the rungs the notification names, and that is a materially different position from waiting on a discretionary grant.
