About ELSBCH
The Education Loan Scheme for Backward Classes is run by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, a state undertaking working for the socio-economic development of Backward Classes in Haryana. It operates under the Directorate of Welfare of Scheduled Castes and Backward Classes, Government of Haryana. The scheme lends money to Backward Class students in the state so they can pursue professional and technical courses at graduate level and above.
The benefit is an education loan rather than a grant. It can be used for study within India or abroad, and it carries a concessional rate of interest that is set lower for women applicants than for men. Repayment begins after a grace period that starts once the course ends or the borrower begins earning, whichever comes first.
To qualify, an applicant is expected to be a Haryana resident from a Backward Class who has won a seat on a professional or technical course through an entrance test or a merit-based process, subject to a family-income ceiling. That income condition is relaxed for MBBS seats secured through NEET and open counselling.

Who can apply
Eligibility criteria
| The applicant should be between 18 to 55 years of age. | |
| The applicant should be a permanent resident of Haryana. | |
| The annual family income of the applicant should not exceed ₹3,00,000/- in both rural and urban areas. | |
| The applicant should belong to Backward Classes. | |
| The applicant should have obtained admission for any professional and technical courses approved by an appropriate agency, such as AICTE, Medical Council of India, UGC, etc., in a duly accredited/recognised institute. | |
| The applicant should have a minimum of 50% marks in the qualifying exam, i.e., the exam whose qualification is a prerequisite for the course. | |
| The applicant should have a Pariwar Pehchan Patra (PPP ID). |
