About ELS-CL2MC
The Education Loan Scheme – Credit Line 2 for Minority Community is run by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, a state undertaking under the Welfare of Scheduled Caste and Backward Classes Department, Government of Haryana. It provides an education loan rather than a grant, so the money is repaid to the Nigam.
The loan supports general, professional or technical courses, or training, at the graduate level and above. The Nigam lends up to ₹20 lakh for study in India and up to ₹30 lakh for study abroad, at an interest rate of 8% for men and 5% for women. Applicants must already hold admission to a course approved by a recognised agency such as AICTE, the Medical Council of India or the UGC, and have scored at least 50% in the relevant qualifying examination.
Eligibility is limited to permanent residents of Haryana from the minority communities the scheme covers – Muslims, Sikhs, Christians, Buddhists, Parsis and Jains – who are between 16 and 32 years of age. Family income must stay within the scheme's 'creamy layer' band, up to ₹8 lakh a year, and applicants must hold a Parivar Pehchan Patra (Family ID). Applications are made online through the Antyodaya-SARAL portal.

| The annual family income of the applicant should be between ₹98,001/- to ₹8,00,000/- (Rural Area) and ₹1,20,001 to ₹8,00,000/- (Urban Area). | |
| The applicant should belong to a minority community, i.e., Muslims, Sikhs, Christians, Buddhists, Parsis, and Jains. | |
| The applicant should have obtained admission to any professional and technical course approved by an appropriate agency such as AICTE, Medical Council of India, UGC, etc., in a duly accredited/recognized institute. | |
| The applicant must have secured a minimum of 50% marks in the qualifying exam i.e., the exam whose qualification is a pre-requisite for the course. | |

- Under this scheme, Nigam provides loans of up to ₹20,00,000/- for professional degree courses in India and up to ₹30,00,000/- for courses abroad, with an interest rate of 8% for males and 5% for females.
