About ELS-CL1MC

The Education Loan Scheme – Credit Line 1 for Minority Community is run by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, a state undertaking under the Welfare of Scheduled Caste and Backward Classes Department, Government of Haryana. It provides an education loan rather than a grant, so the amount is repaid over time.

The loan supports general, professional or technical courses, or training, at the graduate level and above. The Nigam lends up to ₹20 lakh for study in India and up to ₹30 lakh for study abroad, at an interest rate of 3%. Applicants must already hold admission to a course approved by a recognised agency such as AICTE, the Medical Council of India or the UGC, and have scored at least 50% in the relevant qualifying examination.

Eligibility is limited to students from the minority communities notified by the Government of India, namely Muslims, Sikhs, Christians, Buddhists, Parsis and Jains, who are permanent residents of Haryana. Applicants must be between 16 and 32 years of age, and annual family income must stay within ₹98,000 in rural areas or ₹1,20,000 in urban areas. Applications are made online through the Antyodaya-SARAL portal.

Eligibility criteria

The applicant should be a permanent resident of Haryana.
The applicant should be between 16 and 32 years old.
The annual family income of the applicant should not exceed ₹98,000/- (Rural Area) and ₹1,20,000/- (Urban Area).
The applicant should belong to a minority community, i.e. Muslims, Sikhs, Christians, Buddhists, Parsis, and Jains.
The applicant should have obtained admission to any professional and technical course approved by an appropriate agency such as AICTE, Medical Council of India, UGC, etc., in a duly accredited/recognized institute.
The applicant must have secured a minimum of 50% marks in the qualifying exam i.e., the exam whose qualification is a pre-requisite for the course.
The applicant should have a Parivaar Pehchan Patra (PPP ID).

  • Under this scheme, Nigam provides loans up to ₹20,00,000/- for studies in India and up to ₹30,00,000/- for studies abroad at an interest rate of 3%.
