Scholarship
Educational Study Scheme(ESSG)
Overview
About ESSG
The Educational Study Scheme is a loan, not a scholarship. The Gujarat Unreserved Education and Economical Development Corporation (GUEEDC) lends a student the tuition fee of a professional course, capped at Rs 10 lakh for the whole course, at simple interest its scheme page states as "વાર્ષિક ૪ ટકા લેખે સાદુવ્યાજ", four per cent a year, and repayment starts a year after the course ends (GUEEDC Education Scheme page).
Much of what decides whether a family can use it sits outside the eligibility list: the property that has to be pledged, the marksheet and fee receipt needed before each later year's instalment, and a visit to the district office after approval.
GUEEDC was set up by a Social Justice and Empowerment Department resolution in September 2017, and its schemes were put into effect through resolutions of August 2018 and January 2019, as the Educational Study Loan page on e-Samaj Kalyan records. The corporation's own page names the scheme શૈક્ષણિક અભ્યાસ યોજના, the Shaikshanik Abhyas Yojana (GUEEDC Education Scheme page).
Inside Gujarat, the loan is for self-financing graduate courses, and the corporation's page names them: medicine, dentistry, engineering, technology, pharmacy, architecture, Ayurveda, homoeopathy, physiotherapy, veterinary science and graduate nursing. It also funds, in Gujarat or in any other state or union territory, a medical graduate or postgraduate course, or postgraduate study at an institute such as an IIM, IIT, NID, NIFT, IRMA or TISS (GUEEDC Education Scheme page).

Important dates
The last dated cycle the corporation announced for this loan is 2021-22, and it ended with the portal left open rather than closed:
| Stage | Date | Announced by |
|---|---|---|
| Portal opens for 2021-22 applications | 1 November 2021 | GUEEDC, on e-Samaj Kalyan |
| Original closing date | 10 December 2021 | GUEEDC notice |
| Extension notice issued | 8 December 2021 | GUEEDC notice |
| New position | Portal kept open continuously through the year | GUEEDC notice |
As of September 2026, the e-Samaj Kalyan notice board carries no later window for the educational study loan, though it has posted fresh dates for the corporation's self-employment loan as recently as July 2026 (e-Samaj Kalyan notice board).
Who can apply
Eligibility criteria
The e-Samaj Kalyan scheme page adds two conditions that the summary record does not carry. The loan goes only to unreserved-caste families "ગુજરાતમાં ૧૫ વર્ષથી સ્થાયી થયેલા", that is, settled in Gujarat for fifteen years, and only one person from a family can take it (e-Samaj Kalyan, Educational Study Loan).
The two official pages also word the schooling rule differently. GUEEDC's own page asks for Class 12 passed from a school in Gujarat (GUEEDC Education Scheme page), while the e-Samaj Kalyan page asks anyone who studied Class 10, Class 12 or graduation outside Gujarat to attach supporting proof (e-Samaj Kalyan, Educational Study Loan). A student schooled outside the state should put that question to the district office before applying.
The castes that count as unreserved were settled by government resolutions of December 2018, January 2019 and February 2019, with a further order in August 2019 adding to the list, and GUEEDC posts all four on its resolutions page (GUEEDC resolutions).
| The applicant must be from Gujarat | |
| The applicant must belong to the unreserved category. | |
| The applicant must have passed Standard 12 with 60% or more from any school in the state of Gujarat. | |
| The annual family income limit for state educational loan schemes will remain at ₹6,00,000/- or less. | |
| Note | Priority is given to widows and orphans when sanctioning loans under this scheme. |
| Note | The loans of those who drop out mid-studies or fail to obtain a degree within the stipulated time frame will be subject to recovery at once and interest subsidy will not be available. |
Who cannot apply
Exclusions
GUEEDC's scheme page and its application rules shut out these cases:
- General degrees such as BBA, BCom, BSc and BA, which the corporation's page names as not covered (GUEEDC Education Scheme page).
- A course outside Gujarat that is neither a medical graduate or postgraduate course nor a postgraduate programme at an institute of the IIM, IIT, NID, NIFT, IRMA or TISS kind (GUEEDC Education Scheme page).
- A second student from a family that has already used the loan (e-Samaj Kalyan, Educational Study Loan).
- A loan file whose hard copy and documents never reach the district implementing office, which the corporation says will not be accepted (GUEEDC district implementing officer list).
Continuation
Renewal conditions
The in-principle sanction covers the whole course, but the money is not released in one go. It is paid year by year against that year's tuition fee, and from the second instalment onward the student uploads the previous year's semester marksheet and the fee receipt online before the next payment (e-Samaj Kalyan, Educational Study Loan).
Interest follows the same rhythm. GUEEDC's page says simple interest is worked out on the amount actually lent each year, so it is charged on what has been released so far rather than on the full sanction from the start (GUEEDC Education Scheme page).
The portal also lists a separate Educational Study Loan - Second Level service, but that page carries the foreign study loan's Gujarati heading and no description of its own, so ask the district manager which entry a later-year claim should go through.
What you get
Award & benefits
The loan equals the tuition fee for the whole course or Rs 10 lakh, whichever is lower. What the family must offer as security, and how long repayment runs, both change with the total borrowed:
| Total loan for the course | Security GUEEDC asks for | Repayment, starting one year after the course ends |
|---|---|---|
| Up to Rs 5 lakh | A charge recorded on own or a relative's property worth one and a half times the loan | Equal monthly instalments over five years |
| Above Rs 5 lakh, up to seven and a half lakh rupees | The same charge, worth one and a half times the loan | Equal monthly instalments over six years |
| Above seven and a half lakh rupees, up to Rs 10 lakh | A mortgage, in the corporation's favour, of own or a relative's immovable property equal to the loan | Equal monthly instalments over six years |
The two lines in that table fall at different points. Repayment stretches to six years as soon as the loan passes Rs 5 lakh, while the security hardens from a charge into a full mortgage only past the higher line, which the commission's copy of the rules spells out as "અંકે રુપિયા સાત લાખ પચાસ હજાર", seven and a half lakh rupees (GSCUC Education Scheme page).
- Financial Assistance: A loan of the total tuition fee of the entire course or ₹10,00,000/-, whichever is less, will be provided by the Corporation at a simple interest of 4%.
- Collateral: For loans of total loan amount of ₹7,50,000/- or less for the entire course, a charge of one and a half times the loan amount will have to be registered on the beneficiary's own or relative's property.
- If the total loan amount for the entire course is more than ₹7,50,000/-, the immovable property of oneself or any other relative equal to that total amount will have to be mortgaged in favor of the Corporation.
- Loan repayment: In case of total loan up to ₹5,00,000/-, the loan amount along with interest will have to be repaid in equal monthly installments over 5 (five) years, 1 year after completion of studies.
- In case of loan of more than ₹5,00,000/-, the loan amount along with interest will have to be repaid in equal monthly installments over 6 (six) years, starting 1 year after completion of studies.
- The loan amount being repaid will be credited first as interest.
- The borrower can repay the loan even before the specified time limit.
What to prepare
Documents required
The e-Samaj Kalyan page and the application manual ask for papers that the summary record does not list, most of them about the course and the property (e-Samaj Kalyan, Educational Study Loan):
- The university or college admission letter.
- Proof of the fee payable or paid each year, and the fee structure for the whole course.
- A consent letter from the father or guardian agreeing to the charge or mortgage on the property, in the prescribed annexure format.
- The first page of the applicant's bank passbook, showing the IFSC code.
- Marksheets and degree certificates for graduation and any later course already completed.
- The IT return with all its pages, together with Form 16, listed on the scheme page as "આઇ.ટી.રીટર્ન,(તમામ-PAGE) ફોર્મ -૧૬" (e-Samaj Kalyan, Educational Study Loan).
The property section of the online form asks for the owner's name and relationship to the applicant, the survey number, khata number and TP number, and the value as assessed by a government-approved valuer, whose certificate has to be uploaded with the property papers (e-Samaj Kalyan application manual).
The unreserved-class certificate can come from a Collector, Assistant or Deputy Collector, District or Deputy District Development Officer, Mamlatdar, Taluka Development Officer, or the district's Developing Castes welfare officers (GSCUC FAQ).
Step by step
How to apply
This loan is filed on e-Samaj Kalyan, not on GUEEDC's separate assistance portal: the Apply Now link for the educational study loan on the corporation's site opens e-Samaj Kalyan, while the food bill and coaching schemes go to gueedconline (GUEEDC Education Scheme page). The manual walks through it in this order (e-Samaj Kalyan application manual):
- On e-Samaj Kalyan, open the Corporation menu, pick Gujarat Unreserved Education and Economical Development Corporation, and register as a new user with the name as on the Aadhaar card, date of birth, Aadhaar number, mobile number and a password. In the caste dropdown an unreserved applicant selects General.
- Log in with the User ID, password and captcha, and choose the Educational Study Loan.
- Fill the tabs for personal details, address, the unreserved and income certificate numbers, education, the admitted course and its tuition, the loan amount sought, the property offered and the bank account. The form also asks whether the university pays a scholarship or fellowship, and whether any bank or state body has already given a loan or aid for the same purpose.
- Upload the documents, save, and give the final submission.
- Note the application number and print the application, because later messages about it come by email or SMS against that number.
After submission the corporation checks the uploads and sends in-principle approval, rejection or a list of deficiencies by email or SMS. The student answers a deficiency list by uploading the papers it names, and the file then travels back to the corporation through the district's login; the scheme page warns that a list left incomplete past the time allowed turns into a rejection on its own (e-Samaj Kalyan, Educational Study Loan).
An approved applicant uploads any further papers the approval letter asks for and hands the printed application with its supporting papers to the district manager's office for their home district "૩૦(ત્રીસ) દિવસમાં", within thirty days; the mortgage documents and five cheques follow, and the money is paid into an Aadhaar-linked active bank account (e-Samaj Kalyan, Educational Study Loan).
Tracking the Application
The Your Application Status link on e-Samaj Kalyan needs only the application number and the date of birth. After logging in, the Application List shows each application with a View Application option, and a file sent back for correction shows an edit button so it can be fixed and resubmitted; a forgotten User ID is recovered with the Aadhaar number and date of birth and arrives by SMS (e-Samaj Kalyan Citizen Help Manual).

How winners are picked
Selection process
No merit list or ranking rule is published. Files are cleared by document scrutiny and in-principle approval at the corporation, inside a yearly head-count target; the only one the scheme page shows was set "વર્ષ ૨૦૨૧-૨૨ માટે", for 2021-22, at 700 beneficiaries (e-Samaj Kalyan, Educational Study Loan). Widows and orphans get priority, and the application form asks directly whether the applicant falls in that category (e-Samaj Kalyan application manual).
Fine print
Terms & conditions
The official pages agree that every borrower hands over five cheques in the corporation's favour, but not on what kind. GUEEDC's page says five signed post-dated cheques (GUEEDC Education Scheme page), the commission's copy says five signed blank cheques (GSCUC Education Scheme page), and e-Samaj Kalyan asks for five cheques with the printed name (e-Samaj Kalyan, Educational Study Loan). Ask the district office which kind it wants before writing them.
The charge on property is a corporation-wide rule rather than one written for this loan. The commission's page applies the one-and-a-half-times charge to all of GUEEDC's loan schemes up to seven and a half lakh rupees (GSCUC Education Scheme page), and the corporation's resolutions list includes a December 2019 order specifically on registering that charge on property (GUEEDC resolutions).
Because approvals, deficiency lists and other news about the application travel by SMS and email, a borrower who changes mobile number or email has to tell the corporation's office (e-Samaj Kalyan, Educational Study Loan).

Contact
GUEEDC's head office is on the seventh floor of Karmyogi Bhavan, Sector 10-A, Gandhinagar 382010, in the D-2 wing of Block No. 2 (GUEEDC Contact Us). The two numbers that page lists, 079-23258688 and 079-23258684, are the same pair printed as the helpline in the footer of the education scheme page (GUEEDC Education Scheme page).
For the paperwork after approval, the office that matters is the district manager for the applicant's home district. The corporation's list of district implementing offices for its loans groups some districts under one office, so the Rajkot office also serves Morbi, the Surat office serves Tapi and the Valsad office serves Navsari (GUEEDC district implementing officer list).
