About DKY

Divyangjan Kaushal Yojana carries a target almost nobody quotes: 20,000 Divyangjans trained in 5 years. That figure sits in the expenditure notes for Demand No. 94, the Department of Empowerment of Persons with Disabilities (DEPwD), next to a fresh provision of Rs 200.00 crore for 2026-2027 in the Notes on Demands for Grants 2026-2027. What does not sit anywhere yet is a form, a portal, a last date or a set of guidelines. Knowing which half is fixed and which half is empty is the difference between getting ready for this scheme and waiting on a page that has not been built.

Divyangjan Kaushal Yojana is a skilling scheme rather than a scholarship, and it is still a budget commitment rather than an open programme. The Finance Minister introduced it in paragraph 85 of the Union Budget 2026-27 speech, naming IT, AVGC, hospitality and food and beverages as sectors whose task-oriented and process-driven roles suit Divyangjans, with training customised to each divyang group. Weeks later the department was still calling it proposed: DEPwD hosted a breakout session on it during the Post-Budget Webinar that the Prime Minister addressed on 9 March 2026 (Press Information Bureau). On 6 September 2026 the department's own website still carried no scheme by that name, in neither its Schemes menu nor its What's New notices, whose dated entries ran no later than a consolidated list of accessible auditors as on 25 June 2026 (DEPwD).

The scheme has its own line in the department's demand for grants, which settles a question the name invites. It is not a component of the Deendayal Disabled Rehabilitation Scheme, not a slice of the Scheme for Implementation of the Persons with Disability Act, and not part of the scholarship umbrella. Each of those is funded separately in the same document.

The objective note printed under that line is the only official statement of scale, and it is worth reading in full: dignified livelihood opportunities for 20,000 Divyangjans in 5 years through industry relevant and customised training, specific to each divyangjan group (Notes on Demands for Grants 2026-2027). Set that against what DEPwD already runs. The counters on its live skilling portal, for the Divyangjan Kaushal Vikas vertical, stand at Rs 138.33 crore of budget expenditure, 1.44 lakh PwD beneficiaries, 94,193 PwDs trained and 28,000 placed, with no period stated against any of them (PM-DAKSH DEPwD). On those numbers the new scheme reads as a narrow, sector-targeted addition rather than a replacement for anything.

The only dated commitment in force is the money. The Rs 200.00 crore provision is a budget estimate for 2026-2027, so that financial year is the window inside which the department has to stand the scheme up if the provision is to be spent (Notes on Demands for Grants 2026-2027).

Eligibility criteria

One condition has been published, and it is the one myScheme carries: the applicant is a Person with Disability seeking employment-oriented skill training. No disability percentage floor, no age band, no minimum qualification and no family income ceiling appear in the budget documents or in the department's announcements, so anyone quoting such a limit for this scheme is quoting something that has not been notified.

The department's live skilling registration is stricter than the announcement, and it is a fair guide to what will be asked. The PM-DAKSH DEPwD candidate form does not open without a UDID Card Number or a UDID Enrolment Number and the matching date of birth, and it asks the candidate to name a condition from the portal's own disability list, which runs from acid attack victim and autism spectrum disorder through to thalassemia (PM-DAKSH DEPwD candidate registration). A candidate with multiple disabilities is told to select more than one entry from that list. That form records a percentage of disability without stating a minimum, and the contrast with the department's scholarship side is worth holding on to: those schemes are open only to students with benchmark disability, put at 40% or more under the Rights of Persons with Disabilities Act, 2016 (Scheme of Scholarships for Students with Disabilities guidelines). Nothing published for Divyangjan Kaushal Yojana imports that floor. If a UDID has not been applied for, that is the gap worth closing while the scheme's own rules are drafted.

myScheme publishes no exclusion list for this scheme, and with no guidelines notified there is no document that defines who is ruled out. The only boundary stated officially is a sectoral one: the announcement names IT, AVGC, hospitality and food and beverages, and is silent on training outside them (Union Budget 2026-27 speech).

This is not an award that runs year to year. myScheme records the benefit type as In Kind, which is a training place rather than a recurring payment, so no fresh-versus-renewal split arises and no continuation rule has been written for one (myScheme).

The benefit is a seat in a training course, not money in an account. The Rs 200.00 crore in the 2026-2027 budget is the department's provision for running the scheme, not an entitlement any individual can claim, and the objective note attaches it to a training target rather than to a per-head payment (Notes on Demands for Grants 2026-2027).

Four things a trainee would want to know are missing from every official document so far: course duration, whether any stipend or travel allowance is paid, which body certifies the training, and whether a placement follows it. None of these has been stated for Divyangjan Kaushal Yojana.

What does exist is a running catalogue of job roles written for Divyangjan candidates in the same four sectors the budget speech names. The department's live portal already lists Animator (Divyangjan), Editor (Divyangjan), Sound Designer and Visual Communication Designer (Divyangjan) on the AVGC side; Software Developer IT Services (Divyangjan), Data Entry Operator (Divyangjan) and Office Executive (Divyangjan) on the IT side; and Barista Executive (Divyangjan), Bartender (Divyangjan), Hospitality Associate (Divyangjan) and Food & Beverage Service Associate (Divyangjan) across hospitality and food and beverages, with several of them carried as a separate Visual Impairment variant (PM-DAKSH DEPwD candidate registration). Each entry shows its training hours, centre and classroom code before a candidate picks it, which is exactly the level of detail the new scheme has yet to publish for anything.

Documents required

The document list on myScheme is indicative rather than notified, because no guidelines exist to notify one. The more useful list is what DEPwD's live skilling form actually demands, since a candidate who assembles that has assembled the harder set.

Two of those go beyond the myScheme list. The UDID number is the one that takes the longest to obtain, and the bank details step exists on the live portal even though the scheme itself is not a cash transfer.

How to apply

There is no application to make. myScheme records the application mode as Online and leaves the application URL blank, with no opening date and no closing date against the scheme (myScheme). No departmental notification has created a form, a window or a portal for it, and pages that publish an application link, a set of steps or a deadline for this scheme are not reflecting one.

The route that is open today is the department's existing skilling registration, and it is deliberately built to accept people before a course exists. The PM-DAKSH DEPwD candidate form runs in four steps, Basic Details, Training Details, Bank Details and Finish, and a candidate whose job role or location has no course available is told to preregister and create a profile, with the department to inform them once the course is available (PM-DAKSH DEPwD candidate registration). Training preferences are chosen two at a time, by job role, by location or by training organisation.

Tracking works by contact rather than by a lookup screen, which is worth knowing before hunting for a status page. The portal publishes no candidate dashboard and no application status check (PM-DAKSH DEPwD). Instead, every training preference row on the registration form carries the contact details of that centre's SPOC, and that named person is the follow-up route if nothing arrives after registration (PM-DAKSH DEPwD candidate registration). There is no payment status to track at all, because no payment is promised to a beneficiary under this scheme.

How winners are picked

Selection process

Nothing published so far says how a place will be rationed if more people want one than the scheme funds. The single allocation principle stated anywhere is the phrase repeated in the budget note, training specific to each divyangjan group, which points at matching by disability type rather than at a merit list or a means test (Notes on Demands for Grants 2026-2027).

On the department's live portal that principle is already visible in how courses are offered. Job roles are tagged to disability types, with separate entries for visual impairment on several roles, and a candidate is placed against a course by preference and availability rather than by score (PM-DAKSH DEPwD candidate registration). Whether Divyangjan Kaushal Yojana adopts the same mechanism will be settled by its guidelines, not by the announcement.

A trainee has no rulebook to read yet. The only legal frame the department has named for the scheme is the Rights of Persons with Disabilities Act, 2016, cited by DEPwD when it described the proposed initiative ahead of the Post-Budget Webinar (Press Information Bureau). Course duration, attendance rules, certification and any placement or bond obligation are the conditions that will bind a trainee, and none of them exists in published form yet.
