A name collision is worth clearing before you apply. UGC separately runs a Dr. D.S. Kothari Postdoctoral Fellowship, listed on its Basic Scientific Research page, which is an award for post-doctoral researchers rather than for people who already hold a teaching post. A shared name does not make it the same application.

Important dates
Neither the myScheme record nor the guidelines fixes a calendar for this grant. The guidelines commit only to online applications being invited by the UGC, which makes the notice on the Commission's website and its grant portal the thing to watch. The limits that do bind are set by two documents in your own hands: the letter that appointed you, and later the letter that awards the grant.

Who can apply
Eligibility criteria
Two filters run at once, and both have to clear: the institution has to be of an eligible kind, and the teacher has to be inside the joining window.
On the institution side, the guidelines admit universities under Section 2(f) of the UGC Act, 1956, including their constituent and affiliated colleges, deemed to be universities under Section 3 of the same Act, institutions fully funded by the Central or a State Government and empowered to award degrees, and Institutions of National Importance. Read the accreditation condition closely: valid NAAC accreditation is written into the first two categories only, and the government-funded degree-awarding institutions and the Institutions of National Importance are listed without it.
On the applicant's side, the post has to be a permanent Assistant Professor position, the applicant has to hold a Ph.D. with at least five research papers in journals of international repute, and the application has to be made within two years of joining that post. The publication bar is about where the work appeared, not how recently it appeared, so papers from the doctoral years count towards it.

Who cannot apply
Exclusions
Nothing is disqualified in the source record, because that field is empty. The guidelines do the work instead, in two separate clauses that catch different people.
One clause is about who never qualifies at all. An appointment that is not against a permanent post falls outside it, because the eligibility test is built around regularly appointed faculty, and so does a teacher already in the third year after joining or one whose publications do not meet the international-journal test.
The other clause is about what the money may not buy. The guidelines bar international travel, furniture, and the appointment of a project assistant or a research fellow. That last bar shapes the kind of project worth proposing: the grant buys equipment, consumables and fieldwork, not hands.

Renewal conditions
Nothing renews. The tenure runs two years from the release of the first instalment, and the guidelines state that no extension is permissible beyond that period, at the end of which the grant ceases with immediate effect and any claim on expenditure incurred afterwards is treated as illegal. The only clock in this scheme that can be stretched at all is the activation clock, and that one is measured from the award letter, not from the end of the project.

What to prepare
Documents required
At the application stage the portal asks for a photograph and signature, the research proposal with its abstract, and the auto-generated form printed, signed by the head of department or registrar, and uploaded before submission. That set is what myScheme lists, and it is not the whole paperwork of the scheme.
Three annexures in the guidelines arrive later and each needs an institutional signature, which is why they are worth reading at the start rather than at the end:
- Annexure I, the joining report, signed by the awardee, the head of department and the head of the institution, carrying a certificate that the awardee draws no emoluments from any other source after joining the award.
- Annexure II, the utilisation certificate, stating the amount spent out of the sanctioned grant and the unspent amount carried forward, with the Commission's letter number quoted.
- Annexure III, the undertaking from the university, confirming that the applicant joined as permanent faculty at the Assistant Professor level and will be given laboratory space, infrastructure and support for the sanctioned project, forwarded by the head of department and the registrar.
Step by step
How to apply
Applications are invited online by the UGC, and there is no offline route. The guidelines promise nothing beyond that invitation, and the application link on the scheme's record points to the Commission's fellowship and research grant portal at frg.ugc.ac.in. Until the invitation appears there, no form exists to fill.
Two portal habits matter more than they look. A submitted application cannot be edited afterwards, and hard copies of the form are not accepted at any stage, so the signed upload has to be right the first time. Draft the research proposal outside the form and paste it in once it is final.
How to Check Where an Application or an Instalment Stands
There is no per-applicant status screen described in the scheme documents. The guidelines route the outcome through the UGC website, where the result is declared and selected candidates download their award letter, and they say plainly that no interim queries will be entertained while evaluation is under way, because the process is run the way a journal handles a manuscript.
An instalment leaves a different trail from an application. Because the grant is released to the university and never to the teacher, the paperwork after selection moves between the department, the registrar and the Commission instead of through any beneficiary account: the first tranche follows the joining report, and each later one follows a utilisation certificate. Whoever in your university's accounts or research section holds those certificates is the person who can say where the money has reached.

How winners are picked
Selection process
Every application goes to a minimum of three referees whom the UGC assigns according to the area of research proposed. They weigh three things: the merit of the proposed project, the professional standing of the candidate, and the institution where the work would be carried out. The final merit list is generated from those referee scores, and the result is declared on the UGC website.
Two limits sit inside that process. It is a paperless exercise with no interim correspondence, and the Commission reserves the right to withdraw or cancel the award of a research grant without assigning a reason. A strong publication record does not carry a weak proposal through on its own, because the proposal is what the referees actually read.
Fine print
Terms & conditions
An award letter is not the grant. The faculty member has to join or activate it within three months of the letter being issued, failing which it is treated as cancelled, and only in special circumstances, with the approval of the competent authority, can that be pushed to a maximum of six months.
Reporting is built in at both ends. The beneficiary submits a feedback report on the research work through the web portal, and after the work is finished the institution submits a summary of it along with the papers published from it.
The grant is liable to be terminated for misconduct, for the awardee being found ineligible later, for false or misleading information or fraud, for plagiarism or unethical practice, for corrupt practice, and for violation of the terms of the award. Fraudulent activity also invites penal action. Before a grant is terminated or cancelled, the guidelines require that the faculty member be given a reasonable opportunity to defend themselves.

Every document this grant runs on carries a signature that is not yours, the head of department's on the joining report, the registrar's on the undertaking, both on the utilisation certificate, and the Commission has paid the university rather than you. Annexure II also asks that the Commission's letter number be quoted on anything sent about the grant, which is the reference that lets a file be found at all.
