About DDSKPDFS
Research funding usually comes with a window: a call opens, it fills, it closes. The Dr. D.S. Kothari Post Doctoral Fellowship in Sciences is built the other way round: the University Grants Commission keeps a standing advertisement running, reads each application when it arrives, and aims to decide it within 6 weeks. That design exists because a thesis is submitted and a Ph.D. is awarded whenever the work is finished, not in March. It also means the thing that decides your timing is not a notification date. It is the day your degree lands and the day a mentor agrees to take you.
This is a fellowship for someone who has finished, not someone still enrolled. The applicant holds the doctorate, holds no job, and arrives with a host department and a mentor already willing to sign. Nothing about the scheme fits a student, and nothing about it fits a working scientist either.
Administratively it belongs to UGC's Basic Scientific Research programme, and that placement is not a formality. The Empowered Committee on Basic Scientific Research is the body that approves who gets in, and UGC posts its numbered recommended and not-recommended lists for the fellowship on the Basic Scientific Research page, where the selected-candidate lists have reached the 90th and the not-recommended lists the 75th. Those lists are the scheme's public record of itself.
One number is worth settling early because two versions of it circulate. UGC's guidelines put the tenure at three years and state that no extension beyond that period is permissible. Two-year descriptions of the same scheme are common online. Where the two disagree, what binds a fellowship is the award letter read with the guidelines in force, not a summary.

Calendar
Important dates
No opening date, no closing date, no annual cycle: the absence of a calendar here is the scheme's design, not something missing from the record. Two clocks replace it, and your own file starts both of them.
One begins when the application reaches UGC, and the guidelines answer the wait with a 6 week target for completing selection. The other begins the day the award letter is issued and runs for three months, which is the window inside which the fellow has to join; let it lapse and the guidelines treat the award as cancelled. That second clock is the one that quietly destroys awards already won, so if a host department cannot release space or a degree certificate is still moving through a university office, deal with it before anything else.

Eligibility criteria
The hard bar is employment. UGC restricts the award to Ph.D.-awarded candidates who are unemployed, and it does not treat that as a starting condition you can quietly outgrow: being found employed during the fellowship is listed as a ground for cancelling it. A part-time teaching contract taken to bridge the gap is therefore a real risk to the award, not a neutral line on a CV.
The second bar is age, with the relaxations Government of India norms allow for SC, ST, OBC and women candidates. The third is subject: the doctorate has to be in the relevant science subject, and published work from it is preferred rather than required.
What the eligibility list does not say out loud is that you are not the only thing being assessed. The selection weighs the professional standing of the mentor and of the institution where the post-doctoral work will be done, alongside what you did at Ph.D. level. The guidelines also say candidates are encouraged to move to other institutions and into newer areas of research. An application to stay in your own doctoral lab on a continuation of your own thesis is the weakest version of this application, and it is weak by design.

Who cannot apply
Exclusions
The scheme publishes no list of excluded categories. What it publishes instead is the list of things that end an award once it exists, and reading that list backwards tells you who should not apply.

The fellow is also barred from accepting or holding any appointment, paid or otherwise, and from drawing emoluments, salary or stipend from any other source while the award runs.
Continuation
Renewal conditions
There is no renewal application to file, because the award is sanctioned for its full tenure and then verified in instalments. The verification that carries real weight is annual: the fellow submits a yearly progress report through the senior faculty member supervising the work and through the head of department, a departmental research committee constituted by the host university examines it, and the committee's recommendations go to the DSKPDF cell. Money follows the same rhythm on the contingency side, where the next year's grant is released only after the previous year's utilisation has been accounted for.
Nothing here can extend the award. At the end of the tenure the awardee ceases to be a UGC fellow with immediate effect, and the guidelines call any claim to the contrary illegal.
What you get
Award & benefits
The package has four moving parts, and only one of them is a flat monthly figure. The fellowship itself steps up in each year of the tenure rather than staying level. A contingency grant is paid annually on top of it and is meant for research expenses, accounted for year by year. House rent allowance is not a fixed add-on: it depends on how you are housed, and hostel accommodation provided by the institution removes the entitlement while a fellow renting independently draws HRA by city category. There is no separate medical assistance at all, only whatever facilities the host university, institution or college already offers its people.
A guideline rate is not permanent, and this one has already been overtaken. A Government of India letter to the bank that disburses these fellowships records that UGC considered and approved revised amounts for its fellowship schemes by a public notice dated 16.10.2023. What that notice does to this scheme's own slabs is settled in the notice and on the award letter, not in the guidelines document, which still carries the older rates. Coaching sites and news reports quote a revised monthly figure for this fellowship; none of them is UGC, so treat any amount you are shown outside those two documents as provisional.
Leave has one clause worth reading twice. Academic leave without fellowship or contingency can be granted in special cases, on the head of department's recommendation, so that a fellow can take up a teaching assignment or travel abroad for academic work. It carries two catches: the travel cost cannot be claimed from UGC, and the unpaid period still counts against the tenure, so the fellowship ends on the original schedule with fewer paid months inside it.
- Financial Assistance: The tenure of the award is three years with no provision for further extension. The financial assistance available under the scheme is as follows:
- Fellowship: @ Rs. 43,800/- pm for I year
- @ Rs.45,000/- pm for II year
- @ Rs. 46,500/- pm for III year
- Contingency: HRA: Suitable hostel accommodation may be provided to the candidates in the institutions. In such cases, the fellow is eligible to draw only hostel fees excluding mess, electricity, water charges, etc. A certificate to this effect is to be furnished through the Registrar/Director/Principal. HRA is not permissible for those candidates who are staying in Hostel accommodation.
- In case of non-availability of hostel accommodation, the fellow may be provided with single accommodation by the host institution. In such cases, the rent paid by the fellow on an actual basis may be reimbursed subject to the ceiling of HRA as per Govt. of India norms.
- If the fellow makes her own arrangements of accommodation, he/she may be entitled to draw HRA as per the categorization of cities by the Govt. of India.
- Medical: No separate/fixed medical assistance is provided. However, the Post-Doctoral Fellow may avail of the medical facilities available in the University/Institution/College.
- Leave: Leave for a maximum period of 30 days in a year in addition to public holidays may be taken by the Post-Doctoral Fellow with the approval of the Head of the Department. However, they are not entitled to any other vacations, such as summer, winter, and pooja vacations.
- Candidates are eligible for maternity/ paternity to leave at full rates of the fellowship as per Government of India rules once during the tenure of the award.
- The fellow, in special cases, may be allowed by the Commission, academic leave without fellowship and contingency for a period not exceeding one year during the tenure of the award on the recommendation of the Head of the department of the institution concerned to undertake academic/ teaching assignment or foreign travel in connection with academic work. The expenditure on travel cannot be claimed from UGC. The period of leave without fellowship will be counted towards the tenure.
What to prepare
Documents required
The identity, qualification and bank documents go in with the online application, and they are the easy half. The paperwork that decides whether money actually moves comes later, after selection, and most of it needs signatures you do not control.
The joining report is the first of these: it certifies the department, the institution and the date you started, and it carries the head of department's signature countersigned by the registrar, director or principal. It goes to the designated bank branch along with the award letter. After that the cycle is quarterly and repetitive, and the proformas for the certificates UGC wants, including the HRA and utilisation certificates for this scheme, are published on the Basic Scientific Research page rather than mailed out.
One requirement sits outside the paperwork chain entirely. Aadhaar seeding is mandatory for the disbursement of government scholarships and fellowships paid directly into a beneficiary's account, so an unseeded bank account stops the payment regardless of how complete the certificates are.
Step by step
How to apply
The whole process runs online through the designated application website UGC maintains for the scheme. There is no offline route, no postal application and no departmental forwarding of a paper form.
Two things should be settled before you touch the form. The mentor has to have agreed, because the mentor's standing is part of what gets graded. The host institution has to be a place you can defend as a step away from where you did your Ph.D.
Tracking the outcome works differently here from schemes that email a result. Decisions surface as numbered lists of recommended and not-recommended candidates on the Basic Scientific Research page, each list carrying its own number, so the reliable check is to open the one covering your round instead of waiting for a message that is not coming. Tracking the money is a different job with a different owner. The designated bank branch holds an awardee's file from the moment the joining report reaches it, and the portal UGC built for fellowship and scholarship legacy cases opens on an administrator login used by universities, not a dashboard a fellow can sign into, so a question about a missing instalment starts at that branch and at your own registrar's office.

How winners are picked
Selection process
There is no interview panel sitting on a scheduled date. A standing core peer group accesses applications on the web and grades them electronically, and the chair of that group takes the final decision on the grades received. That is why the scheme can promise a turnaround in weeks rather than months.

The stated target is that selection is completed within 6 weeks of an individual application being received. The guidelines also cap how many awards can be made in a year, which is why a strong application can still fail in a crowded round rather than on merit alone.
Fine print
Terms & conditions
Two conditions catch fellows out often enough to be worth stating plainly.
You get one change of research place across the whole award and no more. Filing it is the university's job, with UGC informed rather than asked, so a fellow who wants to move has to convince an institution before the Commission ever sees the request. Nothing reopens that door on any ground, which makes the one move worth spending carefully.
The closing instalments are tied to a deposit rather than to a date. The completed research work and the papers published from it have to go into INFLIBNET and the scheme's own repository, and the last two instalments are released only after that submission. A fellow who finishes the research, takes up a job and leaves the deposit for later has left money behind.
Resignation is handled cleanly if it is handled openly: a fellow leaving before the end of the tenure informs the identified agency under intimation to UGC, and the grant is released up to the date of relinquishment.
