About DFFT SCHEME

Domestic Funding of Foreign Training (DFFT) is a central-government scheme run by the Training Division of the Department of Personnel and Training (DoPT), which sits under the Ministry of Personnel, Public Grievances and Pensions. The Training Division has administered it since 2001-02.

The scheme funds foreign training for serving government officers, so its benefit is in kind rather than a cash award. Its stated aim is to upgrade officers' knowledge and skills and give them exposure to international practice in policy and governance by deputing them to universities and institutes abroad. Support runs through long-term programmes of about 6 to 12 months, short-term programmes of up to 6 months, and partial funding of longer foreign study.

DFFT is aimed at serving officers of the government, not at students or the general public. It covers officers of the All India Services and the central and state civil services, with candidates nominated and selected on merit. A school or college student would not apply to it directly.

Who can apply

Eligibility criteria

All Indian Administrative Service (IAS) Officers / Group ‘A’ officers belonging to Central Secretariat Service (CSS), Central Secretariat Stenographer Service (CSSS), and State Civil Service (SCS).
Indian Police Service (IPS), Indian Forest Service (IFoS), and Group ‘A’ Central Civil Service Officers during the tenure of deputation under the Central Staffing Scheme of DoPT.

  • Under the scheme, different international training programmes will be offered to eligible government officers as mentioned below:
  • Long-Term Foreign Training Programmes (6-12 months)
  • Short Term Foreign Training Programmes (up to 6 months)
  • Partial Funding of Foreign Study (of more than 6 months)
