About DPMSC

The money in this scheme is small and the rules around it are specific. Rajasthan pays a monthly amount to a schoolchild from five named Most Backward Class communities, for ten months of the session, and the state's own scheme record puts the payment in the hands of the school rather than a student login. Almost every page that ranks for the scheme copies the same eligibility block and stops there, which leaves out the two things a parent actually needs: how long the rate runs, and what stops it.

The award reaches a child in Classes 6 to 10 whose family is on the Rajasthan list of Ati Pichhda Varg groups, which the scheme names as Banjara, Baladiya and Labana; Gadia-Lohar and Gadolia; Gujar and Gurjar; Raika and Raibari (Debasi); and Gadariya (Gadri) and Gayari. The parent or guardian's annual income from every source has to stay at or below Rs 2,00,000, and the child must be studying full time in a government school or one recognised by the State Government and the Board of Secondary Education (Jankalyan Portal, Government of Rajasthan, scheme record 342).

Two departments sit behind it, which explains why parents find contradictory contact details. The Social Justice and Empowerment Department owns the scheme, while the executive department named against it in the state record is the School and Sanskrit Education Department, and the deliverable is recorded as financial assistance paid as cash through the school and disbursed by DBT (Jankalyan Portal record 342). One line in the benefit block is worth settling before anyone budgets around it. The myScheme entry promises free education, accommodation, meals, dress, writing material and books, which is the wording that record carries for Devnarayan Gurukul Yojana, the state's residential scheme for the same communities (myScheme, Devnarayan Gurukul Yojana). Against this scheme, Rajasthan's own record lists one deliverable and one rate table, and nothing about boarding, meals or uniforms (Jankalyan Portal record 342).

The scheme has no annual closing date to miss. myScheme carries an opening date and leaves the close date blank, and the state record classifies the scheme's duration as continuous rather than fixing a yearly window (myScheme, Devnarayan Pre-Matric Scholarship Scheme; Jankalyan Portal record 342).

The state record gives the scheme's start as 2011-12 and carries a last-modified stamp of 2024-03-16, which is the most recent date the department itself has put on these rules (Jankalyan Portal record 342). Because the completed form goes to the principal or head teacher rather than into a portal queue, the only calendar a family can act on is the school's own, which makes the class teacher a better source at the start of a session than any deadline circulating elsewhere.

The community test is written as a test of the certificate rather than of the family. What the rules ask for is an Other Backward Classes certificate with the specific community written on it, issued by a Tehsildar or by a revenue officer senior to one, so a certificate that records only a broad category does not satisfy the clause. Alongside it, the child has to be a regular, full-time student of Classes 6 to 10 and must not have failed the previous class (Jankalyan Portal record 342).

The income test has a route around a missing income certificate that few pages mention. Where the family cannot produce one, the rules accept an income declaration together with an affidavit and the evidence certificates of two responsible persons, all attached in original. If the parent or guardian is in employment, that proof has to come from the head of the office or the head of the department instead (Jankalyan Portal record 342).

One clause runs in the household's favour and is easy to read past. Every child of the same parent or guardian is eligible for the benefit, so more than one child in a family can be on the scheme in the same session (myScheme, Devnarayan Pre-Matric Scholarship Scheme).

Rajasthan files no separate list of disqualifications for this scholarship. The eligibility clauses do that work instead, and the sharpest of them is the single-benefit rule: a child receiving any scholarship or study allowance from a central, state or public source cannot hold this one alongside it (Jankalyan Portal record 342).

Two other clauses end a claim just as firmly. Failing the previous class puts the file outside the rule, and so does study that is not regular and full-time in a government school or in one recognised by the State Government and the Board of Secondary Education (Jankalyan Portal record 342).

Renewal conditions

Nothing renews on its own here. The scholarship is held back the year a child fails the annual examination, and the state record then does something unusual: it restores the award if the child clears that same class in a later examination, on condition that a fresh application is filed (Jankalyan Portal record 342).

So a failed year is a pause rather than a permanent loss, but the paperwork restarts from the beginning. Families who assume the school will simply resume the payment after a repeat year are the ones who lose it.

For a sense of what the state actually moves, its own Economic Review 2025-26 counts this award inside a group of secondary-education scholarships that it lists as the Most Backward Classes pre-matric and post-matric awards, the Scheduled Caste and Scheduled Tribe ones, an Other Backward Classes pre-matric award for Classes 9 and 10, a scholarship for children of families in hazardous occupations, and the special pre-matric scholarship known as Devnarayan Gurukul. Together those paid 2.93 lakh students a total of 67.50 crore rupees in 2025-26 up to December, while pre-matric scholarships under elementary education, covering Scheduled Caste, Scheduled Tribe, extremely backward class and sanitation-occupation children, accounted for a further 20.04 crore rupees of expenditure in the same period (Economic Review 2025-26, Finance Department, Government of Rajasthan). Those figures pool several schemes, so they show the scale of the pre-matric machinery rather than this award's own spend.

Documents required

The document set is short, and the rules care more about the form of the papers than their number. Copies of the caste certificate and of the previous examination's marksheet are to be self-attested, and the income declaration route described above has to be attached in original rather than as a photocopy (Jankalyan Portal record 342).

Every document listed against the scheme on the state record is flagged mandatory, including the self-attested copies of the Aadhaar and Jan Aadhaar cards, so there is no optional item to leave for later (Jankalyan Portal record 342).

How to apply

The application is filed online. myScheme lists the mode as online and points at registration on the Rajasthan Single Sign On portal, which is where a Jan Aadhaar based login is created (myScheme, Devnarayan Pre-Matric Scholarship Scheme; Rajasthan SSO registration). The state record adds the two things the portal page does not say: the completed application is submitted to the principal or head teacher of the child's own school, and e-Mitra is recorded as an accepted mode of application alongside the scheme website. No service fee is charged for the scheme (Jankalyan Portal record 342).

Where the state record names a website for the scheme, the link it gives is the Integrated Shala Darpan portal run by the school education department, whose entry points are a school or office login and a staff login (Jankalyan Portal record 342; Integrated Shala Darpan, School Education Department, Rajasthan). That is the clearest signal of how the scheme is built: the school is the first place a file can stall.

Tracking the Application and the Payment

There is no screen a student or parent can log into to see this scholarship move. Between them, the two links the state record carries are a registration page on the SSO portal and a Shala Darpan portal that opens on a school or staff login, and neither shows a sanction or a credit against a child's name. The department's post-matric scholarship is built the other way round, with a scholarship portal of its own recorded against it (Jankalyan Portal, scheme record 323).

So the school is where you ask first, and the state record names the Additional Director as the designated officer who receives applications at state level (Jankalyan Portal record 342). Beyond the school, the record points to the Jan Soochna Portal as the place where beneficiary data for the scheme is published (Jan Soochna Portal, Government of Rajasthan). Selection process

Rajasthan does not rank applicants for this scholarship. There is no merit list, no test and no cut-off anywhere in the record, so a file that satisfies the domicile, community, income, school and pass-in-previous-class conditions and reaches the school in order is what qualifies (Jankalyan Portal record 342).

In practice the filter is documentary. The school verifies the papers before the file moves on, which is why the wording on the caste certificate and the form of the income proof decide more outcomes than anything about the child's marks.
