Devnarayan Scooty Distribution And Incentive Scheme(DSDAIS)

Two calendars matter, and they are nearly a year apart. The application window opens in the middle of the year and the result of it lands the following summer.

For the application itself, the pattern the colleges publish is a summer opening and an autumn close. Government College Degana's notice for the 2023-24 session put the form start at 1 July 2023 and the last date at 31 October 2023 (Government College Degana). The department has reopened the window after an announced last date more than once, so a missed date is worth checking rather than assuming.

The institution matters as much as the caste certificate. A girl must be a Rajasthan domicile from one of the named groups, and she must be studying regularly after admission to a government college, a department of a state-funded university, an agriculture university or agriculture college, or a Sanskrit university or Sanskrit college (scheme rules, Commissionerate of College Education). A private college seat takes her out of the scheme, however good her marks are.

Her Class 12 pass has to be from the Rajasthan Board of Secondary Education or CBSE with a full 50 percent or more, and the parents', guardian's or husband's annual income has to be under Rs 2.5 lakh (Government College Kaman). Where CBSE issues a marksheet without a computed percentage, the rules require that the percentage has been worked out on the marksheet itself before the claim is made.

Two eligibility rules are rarely quoted anywhere and decide a lot of borderline cases. Marital status is not a bar: unmarried, married, widowed and abandoned girls are all covered. A study break is: where there is a gap between Class 12 and regular first-year graduation, or between the final year of graduation and regular first-year postgraduation, the rules say the benefit is not payable (scheme rules).

The single-benefit rule is the one that catches people. A girl already drawing the Devnarayan Chhatra Uchch Shiksha Aarthik Sahayata, or any other scholarship of any kind, cannot be sanctioned a scooty or the incentive under this scheme, and the application asks her to swear an affidavit that she is not. The rules also let her out the other way: if she does not get anything here, she is free to apply elsewhere (scheme rules, Commissionerate of College Education).

The second exclusion is a trap of the applicant's own making. The rules say plainly that a girl of these Most Backward Class groups is not eligible to apply under the Kali Bai Bheel Medhavi Chhatra Scooty Yojana, and that if she does apply there, the application is liable to be cancelled on its own (scheme rules). Filing in both places is not a hedge. It is a way to lose one of them.

The scooty is a one-time award and there is nothing to renew. The incentive is the opposite: it is re-earned every year. The first, second and third year of graduation each pay only where the qualifying examination for that year was cleared with a full 50 percent or more, and the second postgraduate year is paid only if the first postgraduate year cleared the same bar (Rajasthan state scheme record, scheme 339). A year below the bar breaks the chain for that year, and the income and institution conditions have to hold each time.

What travels with the scooty is worth knowing before anyone budgets for it. The state bears one year of insurance, two litres of petrol as a one-time fill, and the cost of transporting the vehicle up to the point it is handed to the girl (scheme rules, Commissionerate of College Education). Running costs after that year are hers.

The cash track pays on a fixed ladder rather than a single figure.

The vehicle at the top of the list is no longer always a vehicle. The order releasing the most recent final merit list tells colleges that the girls above the cut-off get the scooty or an e-RUPI voucher, and that everyone below it is paid the incentive as per rules (final merit list order, Commissionerate of College Education, published on Online Scholarship, Department of College Education).

The published document list is short, and three of its items carry conditions that fail applications quietly.

The income certificate cannot be older than six months on the date it is attached, and the rules set out who has to produce it: a salaried parent or husband attaches the employer's prescribed salary certificate, counting salary plus all allowances, with state and central government staff, board and corporation staff, bank and LIC staff and factory employees all treated as salaried; a pensioner attaches the pension order along with proof of pension and dearness allowance; anyone with income from other sources who is liable to income tax attaches a certificate from the Income Tax Department showing last year's actual income; everyone else uses the prescribed state format (scheme rules, Commissionerate of College Education). A guardian's income certificate is accepted only when the girl also files proof that she has no parents, no husband, or has been abandoned.

The bank passbook has to be a nationalised bank savings account in the girl's own name with the IFSC code legible on the copy. And the Jan Aadhaar card is not one document among eight, it is a precondition: without one already made, the online form cannot be submitted at all (scheme rules).

Pick the right scheme entry first. On the Rajasthan Scholarship Portal, the College Education Department lists the Devnarayan Girls Student Scooty Distribution Scheme and the Devnarayan Girls Student Scholar Incentive Scheme (Graduate and Postgraduate Level) as two separate entries (Rajasthan Scholarship Portal). The scheme is usually written up as one composite award. The application portal does not treat it that way. A girl in her first year of graduation applies under the scooty entry; a girl further along, who was never in a scooty list, applies under the incentive entry.

The form itself is filed from the student's own Rajasthan single sign-on account, under the Scholarship (CE) option, or through an e-Mitra kiosk for anyone without reliable internet access (Government College Degana, Department of College Education).

Submitting the form is only the first of three steps, and the other two are done by other people. The college principal checks the papers, records the girl's name, father's name, class, faculty, address and marks percentage on the application, signs it, and forwards it online to the District Nodal Officer. The District Nodal Officer verifies the documents and the stated facts and forwards the file online to the Commissionerate of College Education, Jaipur, by the prescribed date (scheme rules, Commissionerate of College Education). An application sitting unforwarded at either desk is not in the running.

If any of those three checkers finds a deficiency, the girl has to cure it within the period allowed, and the rules put the consequence on her: an uncorrected deficiency cancels the application, and the responsibility is the student's and the guardian's, not the college's (scheme rules).

Tracking the Application

There is no public status lookup for this scheme. Two things stand in for one. The department's college pages tell applicants to enter their own phone number on the form and keep checking it, because scholarship messages go out only by SMS to the number given (Government College Degana, Department of College Education). And the Commissionerate publishes the merit list itself in stages on the Department of College Education's scholarship page, each entry carrying the applicant's own application number, institute and district, so a girl can find her own row and her recorded percentage (Online Scholarship, Department of College Education). The gap between the provisional list and the final one is the window in which a wrong percentage or a missing document can still be objected to and fixed.

Selection is arithmetic, not discretion. The Commissionerate takes the applications forwarded by the district nodal officers, builds one merit list ordered by the Class 12 percentage of girls studying regularly in the first year of a degree, and sanctions the scooty down that list to the target number. Applications below that point are sanctioned the incentive amount as per rules and paid into bank accounts, and so are the correct applications from girls in the second and third years of graduation and in postgraduation (scheme rules, Commissionerate of College Education).

The target is a floor rather than a ceiling. In the most recent cycle the band of ranks the department placed in the scooty and voucher group ran well past the annual number the rules name, so a percentage that looks short against the written target is not a reason to skip the form (final merit list order, Commissionerate of College Education).

The list is issued in stages rather than once. For the 2025-26 session the Commissionerate put out a provisional list, then a revised provisional list, then the final list, with objections invited in between (Online Scholarship, Department of College Education). At the final stage the order instructs each principal and district nodal officer to match the percentage printed against a girl's name with her original Senior Secondary marksheet and her other original documents before anything is handed over.

A sanctioned scooty is locked. The rules bar the girl from selling or transferring it for three years from the date of its registration, which makes it an asset she has to keep and run, not a windfall she can convert (scheme rules, Commissionerate of College Education).

Concealment is treated as recoverable, not merely as a rejection. The final list order names the specific lie the department watches for, a parent employed by the centre, the state, a government undertaking, a corporation, a board or a financed institution whose employer salary certificate or income tax return was never filed with the application, and says that if the sanctioning officer learns of the false facts by any route after the benefit has been given, action follows against the girl and the guardian under the rules (final merit list order, Commissionerate of College Education).

Where the rules are ambiguous, interpretation rests with the Additional Chief Secretary or Principal Secretary of the Higher Education Department, and that decision is final.

The state scheme record publishes a helpline on 01412703897 for this scheme, and names an Additional Director of the Social Justice and Empowerment Department as the state-level officer answerable for it (Rajasthan state scheme record, scheme 339).

For anything about a specific application, though, the district nodal officer is the right desk, not the state office. The Commissionerate appoints the principal of one named government college in each district as the nodal officer for the Devnarayan and Kali Bai scooty schemes and the widow and divorcee B.Ed. Sambal scheme, and publishes the district-wise list with a phone number against each name (district nodal colleges, Commissionerate of College Education, listed on the Department of College Education's scholarship page). Inside the college, the scholarship in-charge named on the college's own scholarship page is the first person to ask.
