This scheme is settled in an admission office, not on a scholarship portal. Goa's notification tells the institution to process the application and sanction the waiver at the time of admission itself, and the Directorate of Higher Education then asks the college to send it a proposal covering those students. A student who has lost both parents is therefore dependent on the college doing the paperwork correctly, which is where most of the practical questions about this scheme sit.

The benefit is a waiver of fees, not money paid to a student. The scheme record lists the benefit type as in kind with no direct benefit transfer, and the notification defines it as a full waiver of the fees the beneficiary was supposed to have paid at the institution where admission was sought.

Goa's Department of Education, Art and Culture notified the scheme through the Directorate of Higher Education, and it was published for the public in the Official Gazette, Series I No. 11, dated 14 June 2012 Government of Goa Official Gazette. The same gazette page carries the state's separate fee waiver scheme for SC and ST students, which is why the two are so often mixed up.

One field on the scheme record will send you to the wrong counter if you read it literally. Its department line says Social Welfare Department, but every primary document belongs to education: the gazette notification is issued by the Department of Education, Art and Culture, the annual circulars go out on Directorate of Higher Education letterhead, and the record's own description names the same department. No part of this file is handled at a welfare office.

Subject decides which directorate owns the file. If the phrase the notification uses for your course is General Education, it belongs to the Directorate of Higher Education; if the phrase is Technical Education, at degree or postgraduate level, it belongs to the Directorate of Technical Education. The notification brought the scheme into operation from the academic year 2012-13, and it is written for students in the first year of a degree or postgraduate course Government of Goa Official Gazette.

Important dates

No opening date and no closing date exist here at all: the record leaves both fields empty, and the notification never fixes a window. The calendar that does exist is administrative, and it is not written for students: each year the Directorate writes to Goa University and to the principals, encloses the guidelines and the annexures, and fixes the date by which the college's proposal has to reach it. Those letters travel to college offices and surface publicly, when they surface at all, as scanned notices on individual college websites Government Polytechnic. The year's cut-off is therefore something you ask your office for, not something you can look up.

That leaves one date you can act on, and the notification supplies it. The form belongs with the admission paperwork, and the college's internal cut-off will fall earlier than the Directorate's because the principal has to scrutinise every file before the statement goes out. Treat admission week as the deadline, and in the same conversation ask the office which date it is working to this year.

Who can apply

Eligibility criteria

Read clause 3 of the notification and it names two conditions, neither of them about being an orphan. The student has to have been born in Goa or been a resident of Goa for at least the last fifteen (15) years, and has to have passed the qualifying examination from any of the institutions located in Goa Government of Goa Official Gazette.

The orphan condition lives in clause 1, the objectives clause, which frames the scheme around children who are orphaned of both parents, father and mother. Nothing certifies that status directly. What proves it is the pair of death certificates the application format demands, one for the father and one for the mother, each attached against a line asking for the date, month and year of that parent's death. Clause 4 supplies the remaining condition the scheme record lists, restricting the entitlement to students enrolled for the first year of their degree or postgraduate course.

Of the two, the examination condition is where applications actually come apart. A student with a lifetime in Goa who sat Class 12 at a school outside the state does not satisfy it as the notification is worded, and the Directorate's own document list repeats the requirement, asking for the passing certificate of the last qualifying examination from any institute from Goa.

Nothing in the notification fixes an income ceiling, a minimum percentage or an age limit, and nothing in it reserves a number of places or ranks one applicant against another. A student who clears the residence, examination and first-year tests, and can produce both death certificates, is inside the scheme as written.

Who cannot apply

Exclusions

The source publishes no exclusion list. The nearest thing to one is the undertaking at the foot of the application format: a false entry costs the student the benefit after it has been granted rather than at the point of scrutiny, since the wording withdraws every benefit already given.

The other practical limit is who the Directorate writes to. Its annual letter is addressed to the Registrar of Goa University and to the principals of all aided and government colleges, so a student at a self-financed institution should ask that institution whether it files a proposal at all before assuming the waiver is available there.

Renewal conditions

There is no separate renewal clause. The notification describes the scheme as taking care of such children from their undergraduate course to the postgraduate course, but it attaches the entitlement to first year enrolment and never sets out what a second or third year student has to do again.

In practice the cycle is annual. The Directorate issues a fresh circular for each academic year and the college builds a new proposal for that year, so a continuing student stays inside the scheme only if the college includes them in the statement it files that year. Raise it with the office at the start of the academic year, in writing, and keep the reply.

There is no fixed rupee figure. The waiver equals the fees of the course at the institution the student is admitted to, which is why the Directorate makes the college attach the fee structure and the total fees of the course to its proposal.

What the waiver covers is wider here than in the state's fee waiver scheme for SC and ST students. Both cover tuition, library, laboratory and development fees. This scheme adds other charges payable to the institution such as lodging or boarding, food (hostel charges) or transport.

The blank in the right hand column matters if you live in a hostel. Annexure B, the sheet the college prepares in Excel and mails to the Directorate, sets out money columns headed library, laboratory, tuition and development fees, then a total fee waiver amount, and stops. Hostel, food and transport have no line on it even though clause 5 names them. Where those charges are part of what you pay, get the college to tell you in writing how it proposes to claim them.

• A full waiver of the fees that were supposed to have been paid by the beneficiary in the Institutions where they have sought the admissions.
• The amount of fee waiver shall consist of Tuition fees, Library fees, Laboratory fees and Development fees, if any plus other charges payable to Institution like Lodging/Boarding, Food (Hostel charges) or Transport, etc.

What to prepare

Documents required

The Directorate's guidelines number the file from one to nine and split it between two hands. Items one to three are the college's work: a covering letter, the Annexure B statement prepared in Excel and mailed to the Directorate's development section, and a copy of the fee structure showing the total fees of the course.

Items four to nine are yours, and the guidelines want them in that order rather than loose. They are the application form, a residence certificate proving birth in Goa or fifteen years of residence, the passing certificate of the last qualifying examination from an institute in Goa, the death certificates of the parents, a copy of the Aadhaar card, and the fee receipt for fees paid by the student. The Aadhaar copy is the one to notice, because the scheme record's own document list does not carry it and a student working from that list alone will arrive short.

One instruction deserves attention before you pay anything. The notification says the institution sanctions the waiver at the time of admission itself, while the guidelines and the application format both ask for a fee receipt for fees the student has already paid. Those two instructions pull in different directions, and only your institution can tell you which one it follows at its counter.

Step by step

How to apply

Application is offline and runs through the institution. The scheme record carries offline as the mode with the application link left empty, and clause 6 of the notification asks for the Annexure A format to be submitted at the time of admissions.

The sequence is: fill the Directorate's application format, sign the declaration and have it countersigned by the parent or guardian, attach the documents in the order the guidelines set, and hand the file to the institution where you have taken admission. The institution scrutinises it, enters the student on its Annexure B statement, and submits the proposal with the covering letter and fee structure to the Directorate of Higher Education.

If your course is technical, the route is the same but the published trail has gone quiet, so do not rely on the prospectus to find the scheme. The Directorate of Technical Education's prospectus for professional degree courses 2023-24 told admitted candidates to obtain details of the scheme and avail it through the institution in which they are admitted Directorate of Technical Education. Its prospectus for 2026-27 keeps the tuition fee concession section but no longer mentions the scheme anywhere in the document Directorate of Technical Education, and its schemes page reads that schemes are currently not available Directorate of Technical Education. The institute office is the reliable desk on that side.

Tracking is a question of who is holding your file, because nothing about this scheme generates a reference number or a portal login. Two questions settle it. Ask the college office whether your name appears on the Annexure B statement it mailed to the Directorate, and ask for the date the proposal went out. If the college says yes and nothing has moved, the Directorate of Higher Education takes the query on 0832-2410824 or 0832-2415585 Directorate of Higher Education. Keep your own copy of the submitted form and the fee receipt, because they are the only evidence you hold that the file existed.

How winners are picked

Selection process

Nothing is ranked. The notification tells the concerned institution to process the applications of all such beneficiaries and to sanction the fee waiver to them right at the time of admission, and it publishes no merit list, no quota and no cap on the number of students.

The one filter is scrutiny at the college. The Directorate's letter asks principals to ensure that all the applications and documents are thoroughly scrutinized before submission and that the proposal is prepared strictly in accordance with the enclosed guidelines, so a rejected file is usually a file that was incomplete rather than one that lost a contest.

Terms & conditions

The notification puts two duties on the institution. It must process and sanction the waiver at the time of admission, and it must announce the scheme through its prospectus and popularise it by adequate means within the institution. A student who was never told about the scheme by their college has a fair question to put to it.

The student's duty is the declaration. The form is signed by the student and countersigned by the parent or guardian, and a false statement withdraws every benefit already granted. Annexure B then carries the student's name, address, semester or programme, contact number, Aadhaar number and the fee heads claimed up to the Directorate, so what is written on the form and what the college files have to agree.
