Chief Minister's Scholarship Scheme(CMSS)

The state has run one full cycle so far, and its shape is the best guide to the next one.

The extension is the useful precedent. The State government pushed the last date out to 31 October 2025, and the Education Commissioner, announcing it on 30 September 2025, said the scheme had drawn over 50,000 applications within a month of its launch. A first cycle that ran hot and then stretched is a reason to file early rather than a reason to count on a second extension.

For the cycle after that, no separate window notice has appeared: the alert on the Education Department's home page is still the one headed Chief Minister's Scholarship Scheme, 2025, and it still opens the portal. Watch that alert and the portal itself, because this scheme has announced its dates through the department rather than through the National Scholarship Portal calendar.

Two clauses in the notification do more work than the eligibility summary suggests. The first is the definition of a student: a domicile of Meghalaya enrolled in post-matriculation courses in recognised institutions within or outside the State. A Meghalaya domiciliary studying in Delhi, Guwahati or Bengaluru is inside the scheme, not outside it, and does not need to come home to claim.

The second is the income clause, which exists only to switch itself off. The guidelines state plainly that there shall be no income ceiling for applicants under the scheme, and the Education Commissioner called that the thing that sets CMSS apart, in the launch announcement. Families who have been turned away from a post-matric scheme on an income certificate should read that clause twice, and then read the document list, which does not ask for one at all.

The bank account, mobile number and email address the guidelines ask for are eligibility conditions in their own right, not form-filling. The notification directs the money into the beneficiary's own bank account, so an account the student does not hold, or cannot receive into, leaves an otherwise eligible file with nowhere to pay.

The myScheme record publishes no exclusion list for this scheme, so the bars have to be read out of the guidelines themselves, and there are three worth knowing before you start a form.

Course mode is the flat one: students pursuing part-time or correspondence courses are not eligible, whatever the institution. Institution type is the second, because the recognised list runs through UGC, AICTE, NCVT and State or Central recognition, so a course at an unrecognised private institute is outside the scheme even for a domiciliary with perfect marks.

The third is not written as an exclusion at all. The mark floor that the eligibility summary carries sits, in the notified guidelines, under Cancellation of Scholarship, alongside misconduct or disciplinary proceedings reported by the institution. Read where it actually sits and the rule reads differently: it is less a gate on entry than a condition on keeping the money.

Renewal is a fresh transaction, not an automatic carry forward. The guidelines put fresh applications and renewal applications on the same Meghalaya One portal but on separate tracks, with renewal following the steps specified for renewal of scholarship, so a continuing student logs in and files again rather than waiting for the previous year's sanction to roll.

What decides that renewal is the academic condition described above, applied to the preceding academic year, plus the Directorate's continuing right to cancel on a conduct report from the institution. Nothing in the guidelines caps the number of years a student may draw the scholarship, and nothing in them sets a renewal deadline separate from the fresh application window, so a continuing student should treat the announced window as their own.

One rate covers everyone. A Class XI student in a government higher secondary school and a doctoral scholar in a deemed university receive the same fixed Rs 6,000 per annum, paid into the bank account, as the Budget Speech for 2025-26 set out and the guidelines then fixed. There are no course-wise slabs, no hostel component and no fee reimbursement layered on top.

The guidelines do leave the door open on the figure: the amount may be revised from time to time by a notification of the Government, and such a revision may either keep a uniform rate across all courses or prescribe a differential amount by the nature and level of the course pursued. So a differential structure is permitted in principle and does not exist today.

A pair of clauses temper the promise, and both sit in the notification rather than in any listing. Disbursement is expressly subject to availability of funds, and the grant of assistance is stated not to be a matter of right, being subject to fulfilment of eligibility, availability of funds and any other conditions the Directorate specifies. A sanctioned application is a claim on a budget line, and the honest expectation is that credit timing follows the state's release, not the applicant's calendar.

The identity requirement is the part that surprises applicants, because it does not ask for a domicile certificate at all. Four household papers stand in for one, any single one of which establishes credentials: a parent's MHIS or MGNREGS card, an EPIC held by the applicant or a parent, or a PDS ration card. The guidelines then go further than they need to and encourage uploading more than one, because it makes verification easier, so a household holding two should send two.

Only one item on the list depends on somebody else's signature: the bonafide certificate issued by the head of the institution. Since the only window the scheme has run so far opened in September and closed in October, that is the piece to request first; the mark sheet and the photograph are already in the applicant's own hands.

Applications run online and nowhere else. The guidelines route fresh applications through the Meghalaya One portal at meghalayaone.gov.in, and the Education Department's own home page carries a standing CMSS alert whose Click here to apply link opens that portal, so the department itself supplies the route to the form.

Tracking the application afterwards happens on the same account, not through a separate status site. The National e-Governance Division describes MeghalayaONE as one digital gateway where citizens apply for schemes and services and raise grievances, built so that citizens can track the status of their applications and grievances, in its listing of the platform. In practice that means the login used to submit is the login used to check progress, and the grievance route sits behind the same door if a file stalls.

Because the notification pays by direct transfer into the account named in the form, the account number and the name on it are worth reading twice before submission: the guidelines set out no correction route once a file is in.

There is no selection contest to prepare for. The guidelines publish no merit list, no cut-off, no interview and no category quota, and the eligibility test plus document verification is the entire filter. That separates it sharply from the Gujarat scheme of almost the same name, which selects strictly on merit and funds a set number of students in each course category.

What replaces selection is verification, and it has a long tail. The Directorate may cancel where a student is found ineligible at any stage, whether during verification or thereafter, and in that event the student is liable to refund the entire scholarship amount received. An award is therefore reversible on a document that does not hold up later, which is the practical argument for uploading the strongest identity proof available at the start.

CMSS is additive by design, and the state has said so twice. The guidelines allow a student to avail this scheme in addition to other scholarships applied for through the National Scholarship Portal or like-wise portals, and the Education Commissioner reinforced it when he clarified that students availing CMSS remain eligible for the Post-Matric ST Scholarship and other central or state scholarship schemes, and that applying will not restrict or disqualify them from other benefits, in the extension announcement. Students who have been told to choose between schemes are being told something the state contradicts.

Beyond that, two conditions belong on any applicant's list. The refund liability described above attaches to a student found ineligible at any stage, not only at verification. And any relaxation of the published rules is reserved to the State Government in exceptional circumstances with the prior approval of the Chief Minister, so an institution or an office cannot waive a condition locally.

There is also a named officer to ask for. Shri F.B. Ramsiej, Joint Director of Higher and Technical Education, was notified as State Nodal Officer for scholarship schemes implemented by the Director of Higher and Technical Education, with effect from June 2026 and until further orders, in the department's notification. A written query about an eligibility ruling or a stalled file is better addressed to that office than to a general helpline.
