About CMBCCAY

The Chief Minister BC & EBC Chhatravas Anudan Yojana pays a cash grant, set per student per month, to Backward Class (BC) and Extremely Backward Class (EBC) students who live in the Bihar BC and EBC Welfare Department's own hostels. myScheme and the department's own scheme page still quote Rs 1,000 a month, but the department revised the rate to Rs 2,000 from the 2025-26 financial year. The part that trips students up is procedural: the grant has no application form of its own that a student can open.

Bihar started the scheme in the 2018-19 financial year, according to the department's page for it on the state portal, which presents the grant as help with the costly needs of hostel life and as a way to raise the higher-education rate among weaker sections (BC and EBC Welfare Department, scheme page). The same page budgets Rs 840.00 lakh for the scheme in 2025-26 (scheme page).

The grant is tied to a building, not to a course: it goes to residents of the department's two hostel networks, the Jannayak Karpoori Thakur Chhatrawas and the Anya Pichhda Varg Chhatrawas (hostel portal). The scheme page words the grant for students living in BC and EBC hostels, while myScheme uses the looser phrase "a government hostel", so a student in any other hostel should confirm coverage with the District Welfare Officer before counting on the money.

Important dates

The grant has no deadline of its own. The date that matters is your district's hostel admission window, since the grant begins only once you hold a bed, and those windows differ from district to district across the year. The portal's notice list for the 2026-27 session runs from a Jamui window that opened on 20-01-2026 to an Araria window open from 21-09-2026 to 05-10-2026 (hostel portal).

The money itself moves by financial year. The 2026-27 sanction was issued on 22 April 2026, and the department posts such orders on its approvals page, which is where to look once a new financial year begins (approvals).

Eligibility criteria

The three tests myScheme lists below (caste category, family income, hostel residence) all pass through one gate in practice: a district admitting you to a department hostel. A student who never secures a bed has nothing to claim under this scheme, however clearly they meet the category and income tests.

The income test is the loosely anchored one. The caste, income and residence certificates are compulsory uploads in the hostel application, as the Darbhanga district notice for the 2026-27 session sets them out, yet that notice states no income ceiling (Darbhanga admission notice), and neither does the department's scheme page (scheme page). The limit printed below comes from myScheme alone, so a family close to it should ask the District Welfare Officer how it is applied to the grant.

Residence has to be current. The department's page extends the grant to students who study while living in these hostels (scheme page), so it is framed around the months you actually stay, not around a one-time approval.

Who cannot apply

Exclusions

The scheme publishes no exclusion list. Neither the department's scheme page nor myScheme states a rule on part-months, on long absences from the hostel, or on what is paid in the month a student moves out, so those questions go to the District Welfare Officer rather than to any written term.

Renewal conditions

There is no renewal application for this grant. Its rate is fixed per month for students living in the hostels, so it lasts as long as your stay in the hostel lasts; whether you keep the bed from one academic session to the next is a hostel matter that the grant's own terms do not address.

What you get

Award & benefits

The rate that applies today is Rs 2,000 per student per month. The department's register of approvals records the change: letter no. 225 of 3 February 2026 revised the Chhatravas Anudan rate from Rs 1,000 to Rs 2,000 per student per month with effect from the 2025-26 financial year, and put the estimated annual cost at the new rate at Rs 19,56,00,000 (BC and EBC Welfare Department, approvals). Letter no. 54 of 22 April 2026 then sanctioned Rs 15,00,00,000 for 2026-27 at the Rs 2,000 rate (approvals).

The table sets the two rates against the orders behind them.

The hostel portal already shows the new figure, describing the hostel grant as Rs 2000 of monthly assistance per student (hostel portal). The department's own scheme page still carries the old Rs 1,000 a month, as does the myScheme record printed under this section (scheme page).

Two other things reach residents through the same hostels. The 15 kg of wheat and rice each resident gets every month comes from the Hostel Food Grain Scheme, which has its own module on the portal (hostel portal). The scheme page also lists what residents are given in kind: cots, tables, bedsheets, chairs, a generator, an RO water purifier, sports equipment, cooking utensils and stoves, and a library-cum-digital study centre. It does not say whether any of that is bought out of the per-student grant (scheme page).

What to prepare

Documents required

The portal gives students no upload of their own for the grant; the certificates myScheme lists are the ones a hostel application already carries. The item on that application with a bearing on a cash payment is the bank account: Darbhanga's list of documents required for admission includes savings bank account details, naming the bank, the account holder's name, the account number and the IFSC code (Darbhanga admission notice). myScheme records the grant as a direct benefit transfer, a payment into a bank account rather than cash, so keep a savings account in your own name active for as long as you stay.

Step by step

How to apply

There is no student-facing application for the grant. On the department's hostel portal, "Chhatrawas Anudaan Yojana" is one of the choices inside the Hostel Login, next to Hostel Admission, the food grain scheme and hostel website management; the screen asks for a user ID and password and offers only a forgotten-password button, with no sign-up link (hostel login). The e-Kalyan link in myScheme's registration steps opens this same login form (myScheme).

What a student does in practice runs in this order:

1. Apply for a bed through "Apply Online for Admission in Hostel" on the portal, inside the window your district has advertised (hostel portal).
2. Upload the certificates and bank details with that admission form.
3. Once admitted, ask your district's BC and EBC District Welfare Officer to confirm you are on the grant; the portal's standing notice sends students to that officer for further details (hostel portal).

Checking on a Payment That Has Not Arrived

The BC and EBC hostel portal publishes no beneficiary list or payment report. Its menus cover the hostel list, vacancies, a help desk, grievances and logins (hostel portal). The route it does provide is the grievance form: choose your district and hostel, file it as a complaint (the complaint types offered are Education, Health, Food and Other), attach any proof as a PDF, JPG or PNG, and keep the Feedback ID (grievance form). That ID is the only thing the tracking page asks for when you check on the complaint later (grievance tracking).

How winners are picked

Selection process

The grant has no selection round. The department extends it to BC and EBC students living in its hostels at one rate (scheme page), so the only competitive step is hostel admission, which each district runs on the conditions in its own notice. Because vacant seats can go to EBC and BC students interchangeably across both hostel types (hostel portal), a BC student placed in an EBC hostel draws the same grant as the EBC student in the next room.

Terms & conditions

The two official descriptions of the grant differ in emphasis. The department's scheme page describes the per-student monthly amount as support for running the hostel (scheme page), while myScheme records the benefit as a direct benefit transfer to the individual student. Neither source states a rule on attendance, recovery of an overpayment, or deductions.

For any month from the 2025-26 financial year onwards, the order in force sets the grant at Rs 2,000 per student (approvals). If a payment for that period arrives at the old Rs 1,000 figure, the revision order of 3 February 2026 is the document to quote in a grievance.
