About CMEBCCSPY

The Chief Minister EBC Civil Seva Protsahan Yojana, also written as the Mukhyamantri Atyant Pichhda Varg Civil Seva Protsahan Yojana, is a cash incentive scheme run by the Backward Class and Extremely Backward Class Welfare Department of the Government of Bihar. It pays a one-time incentive to candidates from the state's Extremely Backward Classes who clear the preliminary stage of a civil services examination.

The incentive is released after a candidate qualifies the prelims, covering the civil services examinations conducted by bodies such as the UPSC and the BPSC. It is intended to ease the cost of the next stage, so that a candidate can spend the months between the prelims and the main examination or interview on study rather than on arranging funds. Applications open on the department's dedicated portal once the preliminary result is declared.

Support is limited to Extremely Backward Class applicants who are permanent residents of Bihar. The department's application portal is explicit on this point, noting that only Atyant Pichhda Varg candidates should register there.

Who can apply

Eligibility criteria

The applicant should be a permanent resident of Bihar.
The applicant should belong to the Extremely Backward Class (EBC) category.
The applicant should have passed the preliminary examination of a competitive exam, such as UPSC, BPSC, Bihar Judicial Service, NDA, CDS, Banking, Railway, SSC, etc.
The applicant should not have previously received the same incentive from any other source.

Who cannot apply

Exclusions

  • Candidates who are already employed in any government department, public sector undertaking, or state-funded institution are not eligible for this scheme.
