Clearing a preliminary examination is not usually a payday. Under the Chief Minister EBC Civil Seva Protsahan Yojana it can be, if your caste sits on Bihar's notified Extremely Backward Class list and you move quickly, because the BC and EBC Welfare Department pays a one-time cash award on the strength of that prelims result alone. The department's advertisement allows 45 days from the day the result is published. Nobody is paid twice, and a later, better-paying result does not top up the first one.

This is an award, not a scholarship: no course, no college and no attendance record enters into it. The Backward Classes and Extremely Backward Classes Welfare Department of Bihar operates it under departmental Resolution 1064 dated 17 May 2018 and Resolution 155 dated 24 January 2024, and the advertisement it publishes for the scheme records that more than 8,150 candidates have already been assisted under it (scheme advertisement, BC and EBC Welfare Department).

The department's own portal puts the money at Rs 30,000 to Rs 1,00,000 for candidates who clear the PT stage of examinations such as UPSC, BPSC, NDA, SSC, banking or railway recruitment (BC and EBC Welfare Department portal). The advertisement describes the payment as help with the onward preparation for the main examination and the interview, which is why the qualifying event is a preliminary result and not a final selection list. A candidate who has just cleared a prelims is standing between two exams with months of mains work ahead, and that is the point at which this claim opens.

This scheme has no season. There is no annual opening date to wait for and no shared last date to circle. Your deadline is set by your own result: the application has to be finally submitted within 45 days of the publication of the preliminary or first-stage result, and the advertisement states that applications received after that period will not be considered (scheme advertisement, BC and EBC Welfare Department).

Two candidates in the same district can therefore be on completely different clocks, and a result that lands while you are still sitting another examination is easy to let slide. The department's standing notice adds the other half of the warning: finalise the application before the last date, because one left unfinalised by then is rejected (BC and EBC Welfare Department portal).

Eligibility criteria

Residence and category are tested together. The applicant has to be a permanent resident of Bihar and belong to a caste the state has notified in the Extremely Backward Class list, which is a narrower test than describing yourself as backward class. The qualifying event is the published result of the preliminary or first-stage examination itself, so there is no marks threshold above the qualifying mark, no separate merit test and no institution to be enrolled in.

What the conditions leave out is worth as much as what they contain. The department's advertisement builds its eligibility test out of four things only, residence, notified EBC category, the prelims result and prior government employment, and no family income ceiling appears among them (scheme advertisement, BC and EBC Welfare Department). No income certificate appears in the upload list either.

Who cannot apply

Exclusions

Employment is the disqualification the advertisement states outright. A candidate already working in a government service, or in a board, corporation or public undertaking financed by a state government or the Union government, is outside the scheme, and the department says the same thing in plain English on its scheme card: the incentive supports aspirants not employed in government sectors and not previously benefited from similar incentives (BC and EBC Welfare Department portal).

The other bar is your own history with the scheme. Having taken this incentive once, from this department or from any other source, ends the entitlement permanently.

There is no second year to apply for. The award is a single payment triggered by a single result, and the applicant login screen prints the condition that closes it: the applicant should not have received the same incentive from any other source previously (applicant login instructions, CSPY portal). Clearing the preliminary stage of a different listed examination in a later year does not reopen the claim, and the advertisement rules out any claim for the difference between the slab already paid and a higher one qualified for afterwards.

The figure follows the examination, not the candidate. Two people from the same district who cleared the same paper are paid the same amount, and a higher score changes nothing. Across the listed examinations the department's portal describes the band as Rs 30,000 to Rs 1,00,000 (BC and EBC Welfare Department portal), with the Union Public Service Commission's Civil Services preliminary examination at the top of it and the railway, staff selection, banking and insurance preliminary papers at the floor. Each listed examination carries one fixed figure rather than a range of its own.

One row is worth reading from the department rather than from a summary. The advertisement's own rate table places the Combined Geo-Scientist examination in the same band as the Indian Engineering, Indian Economic and Indian Statistical Services, one step above the rate the widely copied secondary listings of this scheme carry for that row (scheme advertisement, BC and EBC Welfare Department). Where two versions of the table disagree, the departmental advertisement is the sanctioning document.

There is no second instalment. The event written into the scheme is the preliminary or first-stage result, and the advertisement lists no further payment for clearing the mains, reaching the interview or being finally selected. Payment reaches the applicant's own bank account through direct benefit transfer.

What to prepare

Documents required

Two upload limits are the first hard constraint you meet, and they are published before you log in. The photograph has to be under 50 kb at a preferred 200 x 230 px and the signature under 20 kb at 140 x 60 px, so a phone camera image needs resizing before you start (applicant login instructions, CSPY portal).

Two papers then carry the actual weight of the claim. The caste certificate has to name a caste that appears on the state's notified EBC list, and the examination itself is evidenced twice over, since the record asks for the proof of passing and separately for the admit card of that same examination. The BC and EBC wing also publishes its own affidavit format for the declaration, distinct from the formats the SC and ST wing and the Women and Child Development Corporation wing publish on the same portal (CSPY scheme portal).

How to apply

Step zero is choosing the correct wing. One portal carries four departments' versions of the civil service incentive, each with its own registration, advertisement, affidavit format and helpline, and the declaration you accept before the registration form opens is that more than one application filed by the same candidate can get the candidature rejected (steps to apply online, CSPY portal).

After registration the form runs as a fixed sequence the portal names in advance: personal details, educational qualification, photo and signature upload, document upload, then finalise and submit (steps to apply online, CSPY portal). A draft can be printed and corrected; a finally submitted application cannot be touched again, the Application ID is generated only at final submission, and only a finally submitted application is considered (applicant login instructions, CSPY portal).

Following the Claim After You Submit

Outside the applicant login, what the CSPY portal publishes is a written query route rather than a status page. The Request Query form asks for the department wing, the examination and sub-examination passed, the name, the user ID and the mobile number, while leaving the Application ID optional, which is what makes the form usable by someone whose application never reached final submission and so never generated one (request query form, CSPY portal). The answer is then read on the Request Status screen, which returns the position against a reference number and the mobile number the query was raised with (request status screen, CSPY portal).

Read the heading those routes sit under before you expect too much of them. The wing's helpline number and the query link are both published on the scheme portal under technical problems in filling the application form (CSPY scheme portal), and the department publishes no separate channel for a question about money.

A sanctioned claim still needs one thing no screen can do for you. The transfer runs on DBT, and the department warns that seeding Aadhaar into the bank account and linking Aadhaar to the account are different things, and that an account which is not Aadhaar-seeded will not be paid (BC and EBC Welfare Department portal). Its instruction on that is to contact the bank at once, which is where the seeding is done rather than on the portal.

Selection process

Nothing about this award is decided by comparison. The advertisement sets no cut-off above the qualifying result, no ceiling on how many awards a year can carry and no ranking between applicants, which follows from tying the money to an examination result already decided somewhere else. Verification is done by the wing you registered under, whose officials work through a separate official login on the same portal (CSPY scheme portal).

Terms & conditions

The condition that matters most applies after approval rather than before it. The benefit is allowed once in a candidate's lifetime, and once taken, a later pass in the preliminary examination of any other listed exam brings neither a second payment nor a claim for the difference in amount (scheme advertisement, BC and EBC Welfare Department).

The portal adds a rule of its own. No modification is possible after final submission, so an error in the exam name or the account number has to be raised as a query rather than edited out (applicant login instructions, CSPY portal).

The advertisement also declines to be the last word on itself. It states that the eligibility conditions and the detailed instructions live on the departmental portal, and that applicants are expected to read those instructions carefully before submitting (scheme advertisement, BC and EBC Welfare Department).

Trouble with the form itself goes to the BC and EBC wing's own technical helpline, 0612-2215406, which is the number printed against that wing on the scheme portal (CSPY scheme portal). Each of the four wings prints a different number against its own block, and those wings are four different departments, so a call placed against the SC and ST block or the Women and Child Development Corporation block is a call to another department's staff.

For anything that needs a record rather than a conversation, use the written query link in the same block. That route is what generates the reference number the Request Status screen later works from, and a phone call generates nothing you can quote back.
