Building And Other Construction Scholarship(BOCS)

The scheme has no fixed calendar. It opens on a departmental notice, closes on the date that notice names, and then gets extended, usually more than once.

Two things follow from that pattern. The opening has drifted between November and February across sessions, so a family waiting for a fixed month will miss it; and every session so far has been extended, which makes the first announced date a working deadline rather than the real one. The safer habit is to watch the announcements for the Skill Development and Technical Education Department and apply in the first window rather than the last.

The qualifying fact is the parent's registration, and it has to have run for a continuous year before the claim. The 2018 resolution restricts the benefit to children of beneficiaries carrying that unbroken year under the Welfare Board, and it confines the courses to government institutes rather than any recognised ITI or polytechnic in the state.

Category is not the filter that several listings suggest. Every departmental opening notice since the 2020-21 session invites general, ST, SC, OBC, SEBC and EBC students alike, the notices from the 2022-23 session onward add fresh applicants and renewals in the same breath, and the 2026 extension notices describe the beneficiaries plainly as trainees pursuing diploma education and ITI training in government institutions of the state, in the department's notices.

One more limit runs at the household level rather than the student level. The resolution extends the assistance to two children of a beneficiary and no more, and it says so even where both parents are eligible beneficiaries in their own right.

A student already drawing similar educational assistance from the central government, the state government or any organisation aided by either is outside the scheme, and the resolution states that as a condition of eligibility rather than as a recovery clause.

That bar has one published carve-out. The portal's record for the BOC Scholarship notes that an applicant may still claim it while applying for or holding the Post Matric Scholarship run by the ST and SC and MBC Welfare Department, which is the single overlap the state has written down, in the scheme list.

The harshest exclusion is not aimed at students at all. Where fraud is detected at any stage, the resolution provides for recovery of the money under the Odisha Public Demands Recovery Act and for cessation of the parents' membership as construction workers, so a wrong claim can cost the family the registration that every other board benefit depends on.

Renewal is not a separate scheme or a separate form. Since the 2022-23 session the opening notice has invited fresh and renewal applications inside one window, so a second-year or third-year trainee applies again inside the dates the department announces for that session.

What decides whether a renewed claim actually pays is attendance. The resolution ties the release of funds to a minimum compulsory attendance and to the information the principals send in, and it makes the maintenance allowance for the second and every later semester subject to the recommendation of the institute's principal. A trainee whose attendance has slipped can be eligible on paper and still see nothing released.

There is no headline figure to quote, because the award is assembled from what a particular course actually costs. The portal states the award as being per year, as per course duration, and the number of scholarships as per applications received, in its scheme record, which means the value follows the trainee's own course rather than a flat annual sum and no fixed quota is held back.

What the money buys is set out by head of expenditure. Admission fee and charges, tuition fee, hostel seat rent and other institutional charges go to the institution's account, and where the institution has already collected them at admission the amount is refunded to the registered parent instead; the maintenance allowance goes to the account of the beneficiary, and the beneficiary in this order is a registered parent rather than the trainee, per the 2018 resolution.

The per-student rates for those heads are not in the body of the order at all. The 2018 resolution places them in Annexure-A (I) and (II), and the copy the directorate hosts on its BOC worker page runs from the background note to the forwarding memos without either annexure attached, so a family reading the order online will not find the rate that applies to their trade in it. The order it modified, the 2016 scheme listed on the same page, does print its component rates in its own text: an admission fee and charges head, a hostel seat rent head charged per boarder, and a monthly maintenance allowance fixed separately for a day scholar and for a hosteller, with SC and ST trainees paid only the difference above what the ST and SC Development Department already provides them. Both orders let the Skill Development and Technical Education Department revise that fee structure, with the Labour and ESI Department notifying the change.

The first release is the one worth planning around. It reimburses the tuition fee and the admission fee, including development fees and charges the student has already deposited at admission, and adds six months of maintenance allowance at the prescribed rate for a hosteller or a day scholar.

The scanning list in the resolution is short and it is built around the parent. A self-attested copy of the student's identity card, a self-attested copy of the parents' BOC card showing the registration of the beneficiary, a self-attested copy of the receipt of annual contributions, and the first page of the bank passbook carrying the savings account number and the IFSC code, with the directorate free to ask for anything further.

The annual contribution receipt is the quiet failure point. The order asks for it alongside the card, not instead of it, so a card produced without a current contribution receipt does not by itself carry the claim, and the continuous-registration test the scheme rests on is what that receipt is there to evidence.

Aadhaar decides the rest. Registration on the portal runs on Aadhaar authentication with an OTP to the mobile number linked to the Aadhaar, and name, gender and date of birth are pulled from the Aadhaar record and cannot be edited afterwards, per the portal's help answers. Spelling errors are worth fixing in the Aadhaar record before the window opens, not after.

Applications are online only, on the Odisha State Scholarship Portal, and the sequence starts with registration rather than with the scholarship. The order puts the application in the registered worker's hands, while the portal opens on the student's own Aadhaar, so in practice the parent supplies the proof and the trainee holds the login. Aadhaar authentication produces a unique applicant ID and password by SMS and email; the form can be saved and edited across as many sittings as the applicant wants until it is submitted, and once it is submitted it locks.

If the institute or the trade does not appear in the dropdown, the fix runs through the institute and not the student: the institute contacts the District Welfare Officer of the district it sits in, and the registration is made in the portal before the application can be completed. A mistake spotted after submission is handled the same way, by asking the institute to revert the application so it becomes editable again in the student's login.

The application then leaves the student's hands. Principals of the ITI or polytechnic validate the documents, drawing on the district labour officers where they need to, and forward the case to the directorate with their recommendation; the directorate scrutinises against the eligibility conditions, compiles the eligible applications district-wise and institution-wise, and sends the resulting financial requirement to the Welfare Board along with the list of names.

That handover is why every notice the department has published gives institutes longer than students. In the last extension of the 2025-26 session, students had until 26 March 2026 while institutes had until 31 March 2026 to scrutinise and forward, so a form submitted on the final evening still depended on the principal acting inside the following week, per the department's notices.

To track a filed application, use the Know Your Status tab on the portal home page and enter the Aadhaar number; the portal returns the current status of the application at any stage. That tab tracks the application, not the money: the sanction, when it is made, is intimated to the beneficiary by SMS to the mobile number registered with the scheme, and the credit follows the half-yearly release, so a status that reads sanctioned is not yet a credit in the passbook. Technical trouble with the form or the upload goes to the Sanjog helpline on 155335, and anything about the application's substance goes to the nodal person handling scholarships inside the institute, per the portal's help answers.

There is no ranking and no cut-off. The resolution describes a two-stage verification instead: the principal validates the authenticity of the application and the uploaded documents, taking the district labour officer's help where needed, and the directorate then scrutinises every forwarded case against the eligibility conditions before compiling it for funding.

Payment itself is a third gate rather than part of selection. Money moves to beneficiary accounts through the electronic funds management system on a half-yearly basis, against the sanction and against attendance, which is why a sanctioned application and a credited account are not the same event.

The funding route is fixed by the resolution and it explains several of the delays families report. The Welfare Board places funds with a dedicated account opened for the scheme by the directorate at Cuttack; sanction and remittance are made by the director or an authorised officer not below the rank of deputy director, and the sanction is intimated to the district labour officer, the district collector, the labour commissioner as member secretary of the Board, and to the beneficiary by SMS to the registered mobile number.

Responsibility for what happens inside the institute is personal. The resolution makes principals of government ITIs and polytechnics personally responsible at their institution level, and requires the directorate to share a performance report with the Board's member secretary every quarter.
