About BSCCS

The Bihar Student Credit Card Scheme is an education-loan programme run by the Government of Bihar. It was launched on 2 October 2016 as part of the state's Saat Nishchay ("7 Nishchay") programme, under the commitment titled Arthik Hal, Yuvaon Ko Bal. The Education Department administers the scheme, and lending and disbursal are handled by the Bihar State Education Finance Corporation Limited (BSEFC) in Patna.

Its purpose is to keep students from dropping out of higher education for want of money. The support comes as an education loan rather than a grant, so it is repaid by the student once the course is over. Applications are made through the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (MNSSBY) portal, with verification completed at a District Registration cum Counselling Centre (DRCC).

The scheme is meant for permanent residents of Bihar who have passed Class 12 and secured admission to a recognised course of higher education. It covers general degrees such as B.A. and B.Sc. along with professional and technical programmes including engineering, medicine and management.

Eligibility criteria

The applicant must be a resident of Bihar state and should be at least 25 years.
The applicant must have passed the class 12th.
The applicant must get admission to a course in an authorized institute.
The applicant must complete the entire course.

What you get

Award & benefits

  • The eligible students will get the following benefits under this scheme:-
  • A maximum loan amount of ₹4 lakh.
  • Loan can be availed for polytechnic, technical and general courses.
  • This assistance may be utilized for purchasing of books and laptops or pay any kind of fees.
  • Repayment of the loan starts once the course has been completed and student have secured a job.
  • The interest rate of the loan is 1% for Divyang, transgender, and girl students.
  • The recovery procedures are flexible since the loan is government-owned.
