Bicycle Distribution Scheme for Girl Students of Economically Weaker Section(BDSGSEWS)

Neither an opening date nor a closing date is published in the scheme's record, which is why the portal's news log is the honest source for timing. The pattern it shows is a December opening and a late-January deadline, followed in the first year by repeated extensions.

The first year's deadline began slipping immediately. The Director's letter taking the scheme online fixed 20 January 2023 as the last date to apply, and the portal announced 31 January on that same day, then pushed the date three more times into the following summer (department guidelines on the portal; Beneficiary Scheme Portal news log).

Two things follow from that log. A family that has missed a January date should still ask the school, because in the first year the state kept reopening the window. And no fresh window has been posted for this scheme since the 2023-24 session, even though the portal's scheme table still shows it as active for schools to apply under, so the school and the district education office, not a dated notice, are where a family finds out whether a form can be filed this year (Beneficiary Scheme Portal, schemes and login list; Beneficiary Scheme Portal news log).

Four filters have to line up at once, and only one of them is about marks. The girl must be studying in Classes 6 to 8 in a government school in Rajasthan, her parents or guardian must earn less than Rs 1 lakh a year, she must have secured at least 60% marks, and she must come through in merit order within the fixed quota (Directorate of Secondary Education directive, reproduced). The marks test is stricter than it first looks: the directive applies that 60% bar to each class, not to one qualifying examination (Directorate of Secondary Education directive, reproduced).

What "government school" means here is fixed by the portal, not left to interpretation. The scheme accepts entries only from government Secondary, Elementary, Model and Sanskrit schools (Beneficiary Scheme Portal, schemes and login list). A girl in a government Sanskrit school is inside the scheme; a girl in a private school is outside it, which is the opposite of the department's Ghumantu cycle scheme running on the same portal, where private schools are listed too.

The marks bar is a floor, not a target. The quota is fixed and selection runs on merit, so where more eligible girls apply than a class can absorb, marks are what separate them.

There is one hard bar, and it is about double benefit rather than about income. A girl who has already been helped under the state or central government's Transport Voucher scheme, or under any other cycle distribution scheme, is not eligible here, and the department takes an affidavit from her to that effect (Directorate of Secondary Education directive, reproduced; ABP Live, July 2022). That single rule is what the non-judicial affidavit in the document list is actually for.

The eligibility tests do the rest of the excluding: a private school enrolment, a household income at or above the ceiling, or marks under the threshold each end the claim before merit is even considered.

A bicycle is handed over once and the file closes with it. The published rules carry no renewal clause, no continuation form and no annual re-verification for a girl who has already received one. Since a previous cycle benefit disqualifies her outright, a second bicycle under this scheme is not something to plan for.

One bicycle, supplied free, and nothing else. The benefit is classified as in kind, and no cash alternative, transport allowance or reimbursement appears anywhere in the scheme's published benefits, so a family that buys a cycle on its own cannot claim the money back. The total is divided almost evenly across the three classes.

That even split matters when a family is weighing its odds. The quota does not favour the senior class: a Class 6 girl is competing for exactly as many cycles as her Class 8 senior. The department called this a first phase and said the number would be raised later against the actual figures (ABP Live, July 2022).

Two official lists exist for this scheme and they do not match, which is worth knowing before a family assembles the file. The department's scheme table on the portal names the student's Aadhaar or Jan Aadhaar card, the guardian's EWS certificate, an income certificate, the marksheet and a non-judicial affidavit (department guidelines on the portal). The directive that set the scheme up asks for a shorter set, without the EWS certificate, and dates what it does ask for to the cycle being applied for: the income certificate of the running year and the marksheet of the year just completed (Directorate of Secondary Education directive, reproduced). Carrying the longer set to the school costs nothing; arriving with a stale income certificate can cost the claim.

The affidavit is the only paper that proves nothing already on record. It is the family's own sworn declaration that no transport voucher and no other cycle scheme has been claimed for this girl, which is why it, rather than any certificate, is where a double claim gets caught (Directorate of Secondary Education directive, reproduced).

The Jan Aadhaar card is the one to arrange first. The Beneficiary Scheme Portal treats the Jan Aadhaar ID as mandatory for a submission to go through at all, so a family without one cannot be entered by the school no matter how complete the rest of the file is (portal FAQ).

The application is a school task from start to finish. The portal's own list records this scheme as applied for by the school under its Beneficiary Scheme Portal login, unlike the Gargi Award or the Balika Protsahan Puraskar, which students submit with no login at all (Beneficiary Scheme Portal, schemes and login list). The practical step for a parent is therefore to reach the school's scholarship in-charge before the window closes, documents in hand.

From there the file climbs, and it does not stop at the district. The institution head verifies the online applications and forwards them to the District Education Officer headquarters; the district office compiles the whole district's forms and sends them to the Director, Secondary Education, at Bikaner; and the Director selects the eligible students out of every application received in the state, then requisitions the money from the Director of the Social Justice and Empowerment Department (Directorate of Secondary Education directive, reproduced). Selection is a state-level act, not a school-level one, which is why a school can honestly say it has done everything and still have nothing to report.

Checking Where an Application Has Reached

There is no student status page for this scheme, and that follows from its design: with no student login, the record of a girl's application sits inside her school's portal login and, after forwarding, inside the district office's. The school can confirm whether the entry was locked and sent on; the district office is the level that verifies, and it is also the level that can refuse, since the portal states that a district office may reject an application for violating scheme rules (portal FAQ). Marks do the whole of the sorting, and the directive settles the ties in advance. Eligibility gets a girl into the pool and merit orders it; where more than one girl stands at the last available place, the one with higher marks in the compulsory subjects, English first and then Hindi, is preferred, and if those are also equal the older girl by date of birth goes ahead (Directorate of Secondary Education directive, reproduced).

Two things the scheme does not publish are worth knowing before a family builds hopes on them: how the class-wise totals are shared out between districts, and what becomes of an eligible girl who clears every test in a year when the allotment is already committed. The district education office and the Directorate at Bikaner hold those answers.

The conditions that bite are the ones about who may enter a girl and who may throw the entry out. Applying is not the family's act: the department's guidelines put the duty on the institution head and the school's scholarship in-charge officer, and instruct schools to publicise the scheme locally through newspapers, parent-teacher meetings and the morning prayer assembly (department guidelines on the portal). A school that never announces it is the likeliest reason an eligible girl never appears in the list at all.
