Banishree Scholarship(BS)

The rewritten guidelines publish no application calendar at all. They come into effect immediately after publication of the gazette notification, and they say nothing about an opening date, a closing date or a month by which a district has to place its indent (Banishree guidelines, SSEPD Odisha).

That silence replaces a detailed timetable, and knowing what it replaced explains why old advice about deadlines no longer holds. The 2008 procedure ran on fixed dates: the funds requirement placed with the Collector by the 31st of August, the district figure with the State Government by the 15th of September, a first allotment by the end of September and the balance by the end of January (Banishree guidelines, SSEPD Odisha). Disbursement is now made through Direct Benefit Transfer as and when required, which is what removed the need for that schedule. With no statewide deadline published, the portal's own notices are the thing to watch, and the 2008 instruction to file immediately after taking admission is still the safest habit even though the rewritten guidelines no longer repeat it.

Four conditions have to hold together, and one of them is new enough that a student who applied two years ago may not have it. The applicant must be a bona fide resident of Odisha, must be a regular student of an educational institution, must hold a valid Unique Disability Identity card, and must have a parent who is not an income tax payee. Enrolment and regular attendance carry the award forward whether or not the year was passed (Banishree guidelines, SSEPD Odisha).

The UDID card is the piece to sort out first, because the guidelines make it a submission requirement and not merely a proof of disability: a valid UDID certificate issued by the Chief District Medical Officer is mandatory for the application to be filed at all. Coverage follows the card rather than a departmental list of conditions, which is what the phrase about all 21 categories is doing in the resolution's opening.

No minimum disability percentage appears anywhere in the eligibility test. Two figures of 75 per cent do appear in the guidelines and neither is an entry threshold: one is the disability level at which an orthopaedically handicapped student becomes entitled to the extra transport allowance, and the other is the minimum attendance the head of the institution has to verify for continuing eligibility. A student with a low-percentage UDID card is measured on the same four conditions as anyone else.

The Rs 60,000 annual family income limit that scheme listings still quote comes from paragraph 5 of the 2008 resolution, which the December 2025 guidelines replace (Banishree guidelines, SSEPD Odisha). What survives of the means test is narrower and easier to answer: either parent being outside the income tax net is the whole of it, and there is no certificate of a figure to obtain.

The rewritten guidelines publish no list of disqualifications, and the deletion is deliberate rather than an oversight. Paragraph 5 now opens by saying the benefit is admissible over and above other scholarships and stipends, and closes by saying in terms that beneficiaries may apply even while drawing another scholarship or stipend from the State Government or the Central Government (Banishree guidelines, SSEPD Odisha). The exclusion clause reproduced across scheme listings, which bars a student receiving assistance from any other State or Central scheme, is the superseded 2008 wording.

What remains are boundaries rather than bars, and they sit inside the money clauses. The reader's allowance is payable only where equivalent assistance is not availed of from the Government of India, and the transport allowance only where the student is not already covered by the integrated education scheme. The slab table and the outside-the-state clause still carry the older qualifier about courses not covered by a Government of India scholarship, so a student holding a central award on the same course should expect the district office to read those two clauses together with paragraph 5 rather than treat the stacking sentence as settling every case.

A special school that receives grant-in-aid from the State or Central Government is outside the scheme's applicability, a condition carried over from 2008 with only the statute reference updated. It disqualifies the institution, not the student, so a transfer settles it.

There is no renewal application and no separate renewal rule. Continuation is a verification the head of the institution performs each year, covering the student's enrolment and a minimum of 75 per cent attendance, and the file then goes back to the district for sanction on the same footing as a first claim (Banishree guidelines, SSEPD Odisha).

Three protections are written around that check. A change of educational institution does not cause the scholarship to lapse. A failed examination does not end it, provided the student stays enrolled and attends. And continuing absence for a period not exceeding three months is paid in full where the absence was on health grounds, which is the clause that keeps a hospital stay from reading as an attendance failure. On the department's application portal the returning student marks the nature of the scholarship as a renewal rather than a fresh claim, on the same form (Application for Banishree Scholarship, SSEPD portal).

The scholarship is a monthly rate fixed by the stage of study, and the December 2025 resolution carries the same slabs the 2022 amendment introduced.

Two allowances sit on top of the slab rate, and neither is automatic.

The reader's allowance needs the head of the institution to certify that a reader was continuously employed during the period of study. The transport allowance needs the disability to require special arrangements for travel.

Older figures circulate because the rate has moved twice, not once. The 2008 resolution paid Rs 100 a month at primary level rising to Rs 190 for post-graduate and technical study, with Rs 250 for study outside the state. The 2009 amendment lifted those to Rs 200, Rs 250, Rs 300 and Rs 350, and set the outside-the-state rate at Rs 350. The 2022 amendment doubled that middle set to the figures in the table above and took the outside-the-state rate to Rs 700 (Banishree guidelines, SSEPD Odisha). A listing quoting Rs 250 for a student studying outside Odisha is reproducing the 2008 clause, and one quoting Rs 350 stopped reading in 2009.

The paperwork shrank when the guidelines were rewritten. The mandatory document is the UDID certificate issued by the Chief District Medical Officer, and beyond it the guidelines ask only that whatever is uploaded be verified by the head of the institution (Banishree guidelines, SSEPD Odisha).

Two documents that appear on every older checklist are no longer part of the test. The income certificate from a Revenue Officer of Tahasildar rank belonged to the 2008 document list, and it went when the means test became a question about income tax. Attested mark sheets of the last examination passed sat on the same list, and they are hard to reconcile with a scheme that pays a student who failed.

The application screen asks for more than the resolution does, which is normal and worth preparing for. It verifies an Aadhaar number against the UIDAI portal before it opens, then takes a scanned Aadhaar card, a photograph in JPG or JPEG format, the disability certificate as an upload, the UDID certificate number, a monthly income figure, an optional mark sheet of the last examination passed, and the bank account details (Application for Banishree Scholarship, SSEPD portal).

Applications are online only. The guidelines name two routes, the department's own web portal at ssepd.gov.in and the State Scholarship Portal at scholarship.odisha.gov.in, and allow the student to apply directly or through the head of the school, college or institution (Banishree guidelines, SSEPD Odisha).

On the department's portal the entry screen is headed Banishree Scholarship Application Status and offers two doors: a new application, or a recommended application from the principal or head of the institution (Banishree Scholarship application status, SSEPD portal). The form itself runs in blocks, student details with the nature of disability and the UDID number, institute details down to the block or urban local body and the class applied for, the parent or guardian's details, and the bank account, which can be the student's own, a joint account or a parent or guardian's account. A student studying outside the state marks the institute as outside and names the state (Application for Banishree Scholarship, SSEPD portal).

Tracking a submitted claim runs through the second door. It opens a screen headed Search Banishree Scholarship Application, which takes the application number and nothing else, so the number issued at submission is the only handle a student has on the file afterwards (Banishree Scholarship application status, SSEPD portal). Payment status arrives by push rather than by lookup: money moves by Direct Benefit Transfer into the student's Aadhaar-seeded account, and students are notified of the transfer by SMS or email (Banishree guidelines, SSEPD Odisha). Where neither screen explains a stalled file, the portal prints a helpline on every page, 18003457150, with the department's email address beside it (Banishree Scholarship application status, SSEPD portal).

There is no ranking, no test and no published quota. Verification runs in two stages and sanction is a single desk. At institution level the head of the institution verifies the student's enrolment, the minimum attendance and the uploaded documents, and forwards the application. At district level the District Social Security Officer is the sanctioning authority, approving or rejecting on the basis of that verification (Banishree guidelines, SSEPD Odisha).

This is the part of the scheme that changed most quietly. Under the 2008 procedure a Block Development Officer sanctioned for rural schools and a Sub-Collector for urban institutions and for every college, and both offices are out of the chain now. A student told to chase a Block Development Officer is being sent to an office that no longer decides the case.

Where a selection, recommendation, sanction or rejection is disputed, the complaint goes to the Collector, and the guidelines make that decision final. The guidelines fix no number of awards for the scheme.

The scholarship is payable from the month of admission to the end of the academic session, including the month of examination. The bank account has to be in the student's own name where the candidate is 18 or above, and a joint account with the father, mother or guardian where the candidate is younger, opened at zero balance if necessary (Banishree guidelines, SSEPD Odisha). Because payment is an Aadhaar-seeded Direct Benefit Transfer, a seeding failure at the bank stops the money without stopping the sanction.

The department reserves the right to amend the guidelines, to issue instructions removing any difficulty in implementing them, and to relax their provisions at its discretion. The December 2025 rewrite was issued under that power, which is the reason a figure copied from a secondary listing is worth checking against the resolution before a family plans on it.

The District Social Security Officer of the student's own district is both the sanctioning authority and the practical contact. The department publishes all 30 of them, one for each district, with the officer's name, designation, email address and mobile number (List of DSSOs, SSEPD Odisha).

The department itself sits at the SSEPD Department, Red Building, Lokseva Bhawan, Bhubaneswar 751001, and publishes its telephone number and email alongside that address (Departmental contact page, SSEPD Odisha). A question about a submitted form is better put to the portal helpline than to either office, since the application record sits on the portal.
