Award of Puducherry State Post-Matric Scholarship Scheme(APSPMSS)

The scheme rules fix no annual calendar and the myScheme record carries neither an opening nor a closing date, so the dates that exist are the Directorate's own orders. The invitation for 2026-27 went out on 1 July 2026, asking government, government aided and government recognised private schools for applications under the state scholarship schemes through Google forms. The far end of the same cycle is visible too: the expenditure sanction for the 2025-26 Puducherry State Post-Matric awards to higher secondary students was accorded on 5 February 2026 (Directorate of School Education, circulars 2026; myScheme record for the scheme). Between those two orders sits the only date a family can act on, which is the day its own school office stops taking certificates for the proposal.

Three tests run at once, and all three are pass or fail. The applicant must be a citizen of India who belongs to the union territory either by birth or by domicile, meaning continuous residence of not less than five years. The applicant must be studying in class XI or class XII and must have secured promotion to the next higher class. The annual family income must be Rs 75,000 or below, and the rules apply that ceiling to any category student, without a community certificate anywhere in the test (scheme rules).

The marks bar moves between the two classes, and students miss this. A class XI applicant is judged on the tenth standard result and needs 60%. A class XII applicant is judged on the eleventh standard result and needs 50% (scheme rules; myScheme record for the scheme).

Neither the Directorate's rules page nor the myScheme record publishes an exclusion list for this scheme, so nothing is formally barred by name. What removes a student in practice is the mirror of the tests above: a family income above the ceiling, a percentage below the bar for that class, a student who was detained rather than promoted, a residence record shorter than the five year domicile requirement, and a bank account that is not Aadhaar seeded, since the payment route cannot reach it.

The rules publish no renewal or continuation clause, and the structure of the scheme suggests why. Each class carries its own quota of 90 awards and its own marks test, so a class XI award is not a two year commitment that rolls forward. A student who held it in class XI is considered again for class XII against that year's list, on the eleventh standard percentage. Where a school reads it differently, the Directorate is the body to ask (scheme rules).

The rate is fixed by residential status, not by marks, and it is paid for ten months of the academic year rather than twelve.

Across both classes the scheme carries 180 awards in a full year, and the rules state plainly that the number also depends on the availability of funds in the budget of the year, so the ceiling is a ceiling and not a promise. The Department disburses the amount directly into the Aadhaar seeded viable bank account of the approved beneficiary by direct benefit transfer through the Public Financial Management System (scheme rules).

Two items on the document list carry conditions worth reading before the family starts collecting. The nativity, citizenship or residential certificate has a rank requirement attached to it: it must be issued by an officer of the Revenue Department not below the rank of a Deputy Tahsildar, so a certificate signed lower down will not do. The Public Information Certificate is the second, listed by its abbreviation with no issuing authority attached to it, which makes the school office the place to ask which form is actually wanted (myScheme record for the scheme).

The rest are ordinary school office papers. They are submitted to the institution, not uploaded by the student, because the institution is the applicant here.

The application is filed by the school. The Directorate receives the proposals from the heads of institutions in Google forms (scheme rules), and its circular for 2026-27, issued on 1 July 2026, names the same route again, inviting applications under the state scholarship schemes from students in government, government aided and government recognised private schools through Google forms (Directorate of School Education, circulars 2026). The family's part finishes when the certificates are with the school office and the student's name is confirmed on the proposal the head of institution sends.

Tracking is where this scheme is awkward, because neither the rules page nor the myScheme record ties a status screen to that Google form. What the record does point at is Puducherry's e-District portal, both its user manual for online application and its Track Application screen, whose only field is an application number, with the toll free line 1800 425 1933 printed under it (e-District Puducherry, track application; myScheme record for the scheme). A family the school gave a number to can read the status there; a family that was given none has to ask the school office or the Directorate's scholarship desk, since that is where the proposal physically sits.

Payment status is a different question from application status. The money moves by direct benefit transfer through the Public Financial Management System into an Aadhaar seeded account, so two things are worth checking at the bank before assuming a decision went against the student: that the account is active, and that the Aadhaar seeding is actually in place. The other thing that can hold a credit is the year's expenditure sanction, which the Directorate issues as its own order rather than as part of the selection (scheme rules; circulars 2026).

The rule is arithmetic first, then school type. The Directorate sanctions the scholarship to 90 eligible students in each class. If the proposals received exceed that number, it selects strictly in the order of merit of marks in per cent starting from the top, and also in the order of preference of students from the Government schools, then the Government Aided schools, and then the private schools recognised by the Government (scheme rules).

That second clause is the one that changes expectations. A student in a recognised private school is eligible on paper and is still placed behind government and aided school candidates when the list is oversubscribed, so clearing the percentage bar is a qualification for consideration rather than a place in the list.

Three conditions sit in the rules rather than in a separate terms list. The award count depends on the funds available in that year's budget, so a year with a tighter allocation can carry fewer than the sanctioned number. The scholarship runs for ten months of the academic year, which is why the annual figure is not twelve times the monthly rate. And payment is made only into an Aadhaar seeded viable bank account of the sanctioned beneficiary, which makes the seeding a condition of receiving the money rather than a formality (scheme rules).
