About ASTTPSU

The applicant here is the host institution, not the teacher. An AICTE approved institution files a proposal to run a six day residential training programme, and the Council releases the grant as an advance to that university or institution (STTP scheme document). The teachers in the room are participants, and they are the one group the scheme forbids charging: the document puts it in capitals, no registration fees will be charged from the participants. The catch a proposal writer needs before any of that is not in the scheme document at all. AICTE's Staff Development Schemes listing still publishes the scheme's paperwork, but the heading above it ends with the words scheme on hold in 2022-23 (Staff Development Schemes), and the Faculty Development Schemes page the Council maintains alongside it does not carry STTP at all (Faculty Development Schemes). Both pages read that way in September 2026. Nothing AICTE publishes reads as a closure notice, and nothing reads as an open call either, so everything below describes the terms a sanction would carry rather than a window to file into.

The geography is in the scheme's title and in its objective rather than in its eligibility clause, and that asymmetry causes most of the misreading. The cover of the Council's document reads Short Term Training Programme (STTP) in NER and UTs of J&K and Ladakh, and the objective underneath scopes the faculty training to the North Eastern Region and the Union Territories of Jammu and Kashmir and Ladakh. The eligibility clause below it admits AICTE approved institutions without naming a state at all (STTP scheme document). The myScheme record adds to the confusion by recording the scheme's state coverage as All. Three lines across two documents therefore point three different ways, and AICTE publishes no note that reconciles them. What can honestly be reported is each line as it stands: the cover and the objective name the region, clause 1.2 does not repeat it, and the myScheme coverage field says All. An institute outside those regions has nothing published to lean on either way, and only the Council can settle which line governs.

STTP is indexed under AICTE Quality Improvement Schemes, the family the Council abbreviates to AQIS: the same index carries the Quality Improvement Programme and the travel grant scheme for faculty in its faculty development column, and the Research Promotion Scheme one column across under research and innovation (AQIS). What separates STTP from its neighbours in that index is that it is a regional line, and that the money buys a single event rather than a post, a fellowship or a piece of equipment. The volume an institute can push through is capped twice: a maximum of five proposals per institute in a year are considered, counting those already sanctioned and not yet completed, and a maximum of three of them may be approved (STTP scheme document).

Important dates

There are no scheme dates to give, and the reason is on the record rather than missing from it. The open date and close date fields on the myScheme entry are both empty. The scheme's own row on the Council's listing still carries four working documents, the scheme document, the user manual, the apply link and the feedback form, under the on hold heading quoted above (Staff Development Schemes). The Council's current Faculty Development Schemes page lists the ATAL Academy programmes, the Distinguished Professional Scheme and the Quality Improvement Programme, and neither STTP nor the words Short Term appear anywhere on it (Faculty Development Schemes).

Two internal clocks matter more than any window once a sanction exists. The approved STTP has to be conducted within six months of the date the funds are released, and the closure documents are due within one month of the programme finishing (STTP scheme document). The published scheme document is dated November 2020 and its release clause is written for the 2020-21 academic year, which is worth noting before any figure in it is treated as current.

Eligibility criteria

The scheme tests the host and the audience separately, and only the host test decides whether a proposal can exist at all. The institution has to be AICTE approved, and the grant is released against the Extension of Approval AICTE issued to it for the academic year, so an institute whose EOA is not in place has nothing for the release to hang on (STTP scheme document). The participant test is deliberately wide. All teachers and the supporting technical and administrative staff working in areas of technical education may attend, and one of the five training types the scheme funds is written specifically for supporting technical and administrative staff including the librarian.

Two of these are enforced by software before any human reads the proposal. If any course at the institute is not AICTE approved, the AQIS screen refuses to create the application and returns an error, and a coordinator picked for the form who is anything other than full time and regular faculty is refused the same way (AQIS user manual for STTP).

The composition of the audience is a condition of the sanction rather than a suggestion. AICTE sets a floor of 40 participants for the six days, would prefer 10% of them to be industry professionals deputed by industry, and allows not more than two participants from the host institution or its group of institutions (STTP scheme document). A programme designed around a college's own staff therefore breaks the terms it was funded under, whatever its academic quality.

Who cannot apply

Exclusions

Charging the participants is the clearest bar in the scheme, and it is absolute: no registration fee of any kind, so no part of the cost can be recovered from the room. Three more end a proposal without an argument. An institute already holding three approvals for the year cannot take a fourth. A room built mainly from the host institution's own staff breaches the two person limit. And a programme that has not been conducted within six months of the funds reaching the institute is outside the sanction it was given (STTP scheme document).

Not one of those four is labelled an exclusion by AICTE. The exclusions field on the scheme's myScheme record is empty, so each bar has to be lifted out of the terms clause it happens to sit in. Two further blocks are in the portal rather than in either document, and they are the ones that cost a week: an institute with any unapproved course cannot open an application, and a coordinator who is not full time and regular is rejected at validation (AQIS user manual for STTP).

Renewal conditions

A sanction covers one programme and closes with it, so the repeat route is a fresh proposal in the next cycle rather than an extension of this one. The form makes the institute's record part of that next proposal. An Earlier Grants tab has to carry every AQIS grant the institute has already received, with the sanction letter number and date, the amounts sanctioned under recurring and non-recurring heads, and the fund utilisation position, and AICTE requires it whenever an STTP grant was approved earlier, whether or not the programme was completed (AQIS user manual for STTP).

That history is what the annual ceiling bites on. Proposals sanctioned earlier and left incomplete still count against the five an institute may put up in a year, so an unfinished programme quietly reduces next year's capacity instead of disappearing from the file (STTP scheme document).

The limit of funding is Rs 5 lakh for one programme, and the whole of it moves before the event rather than after it: the full sanctioned amount is released as an advance to the university or institution, with no second instalment held back against milestones (STTP scheme document). What the release waits on is the Extension of Approval for the academic year. What settles it afterwards is the utilisation certificate and the detailed expenditure statement.

Inside that single figure, only two heads carry a percentage ceiling of their own.

Overall spending cannot cross the sanction, and anything the programme costs beyond it comes from the institute's own resources, with the Council adding that the quality of the activities is not to be cut to fit.

For the people being trained the benefit is not money. The six days are residential, attendance costs nothing, and certification turns on a test: a certificate is issued only to participants who attended the programme and qualified in the test held at the end. The line that matters most to a teacher's file sits a clause above it, where AICTE states that an STTP will be considered for the Career Advancement Scheme (STTP scheme document).

• Funding to Institutions: ₹5,00,000/- to the host University/Institution for conducting the training for the academic year.
• Disbursement of the Funds: The full amount of the grant sanctioned shall be released as advance to the University/Institution.
• The amount spent by the institute on the conduct of STTP shall be adjusted on the basis of utilization certificate and detailed expenditure statement submitted by the University/Institution on the prescribed format along with other mandatory documents viz feedback form, copy of proceedings and completion report etc.
• The above said amount of grant shall be released on the basis of the Extension of Approval (EOA) issued by AICTE to the institute for the academic year.
• Training to Teachers/Staffs: Faculty training in the field of technical education with following type:
• Pedagogical Training.
• Subject related Training to teachers employed in disciplines: Engineering & Technology, Management, Pharmacy, Architecture etc.
• Training related to Moral Values, Ethics, Behavioural Sciences & Attitude etc.
• Training for teachers regarding orientation of newly admitted students.
• Training for supporting technical and administrative staff including Librarian.

What to prepare

Documents required

Almost the whole document load falls after the programme rather than before it, and it is due within one month of completion (STTP scheme document). Four items travel together: the original statement of actual expenditure, the utilisation certificate, the feedback form, and a copy of the proceedings with the completion report. AICTE publishes the first three as annexures in one file, so the formats are fixed rather than drafted locally, and the expenditure statement is the head by head grid the grant was budgeted on (STTP proforma set).

Who signs is where private and government institutes separate. At a government or government aided institute the head of the institution signs and the registrar, finance officer or government auditor countersigns. At a self financing or private institution the statement and the certificate have to be audited, signed and sealed by a chartered accountant who prints a membership number and a full postal address (STTP scheme document).

Bills and vouchers are not posted to AICTE at all. The institute digitises them and uploads the scans to the portal so they can be viewed at any time, which means the paperwork outlives the programme. The minutes of the Program Monitoring Committee go in with the same closure file.

One caution about the document list the myScheme record prints. Alongside the institution's closure papers it lists a duly filled application form, biodata and a recent photograph, a curriculum vitae, a statement of purpose about the chosen STTP topic and a recommendation letter from the head of department or principal. Those read like an individual applicant's pack, and the AICTE scheme document asks for none of them from the host institution.

How to apply

Application is online, inside the institute's existing AICTE portal login, and the order of the screens is fixed (AQIS user manual for STTP). The institute logs in with the credentials AICTE issued, opens the AQIS Application tab, and finds its own block already filled from AICTE's records, down to the permanent institute id, the state, the institution type and whether the institute counts as government or self financing. What has to be added is the district, the institute's PAN details and the reference of the Extension of Approval letter for the current year.

Bank details come before anything else can exist. The account number and IFSC fields mask what is typed and have to be entered twice, and once confirmed they lock; only then does the New button that opens an AQIS application become active. Pressing New creates a unique AQIS Application ID, STTP is then picked from the scheme dropdown, and the course coordinator is chosen from the institute's own faculty list rather than typed in, which is where the full time and regular test is applied.

Nine tabs are mandatory for this scheme: application details, programme details, personalities expected, participating industries, similar events, budget estimate, the coordinator's academic credentials, justification, and the credentials of the institute or department. The application details tab wants the approved course and department the STTP sits under, the type of training, the tentative dates, the number of participants, and the institute's own tally of STTP applications applied including rejected ones, approved and completed, and approved but not completed. The budget tab takes one row per head of expenditure and rejects a duplicate row for the same head. Validate Application then checks the lot and prompts for a mandate form to be downloaded, filled and uploaded under the attachment tab; Submit comes only after validation reports success and the declaration has been read, ticked and saved.

There is no separate tracker to open, and no reference number to quote anywhere else: an institute follows its proposal inside the application record it filed. That record carries a Status field that changes to Submitted with the date of submission once it goes in, and the fields worth watching afterwards are read only ones the institute cannot edit: Amount Recommended by expert and Amount Sanctioned on the budget tab, and Marks Awarded by the Experts on the credentials and justification tabs (AQIS user manual for STTP).

How winners are picked

Selection process

Each proposal is assessed by an expert committee of three members, none of them below the rank of associate professor (STTP scheme document). That is the whole of the published rule. No marks table is issued, no weightage is announced, and the document names no state wise share of the sanctions.

The portal shows where the marks come from even though the scale is not published. Three tabs are scored, and two of them are about people and track record rather than the topic: the coordinator's academic credentials, taken parameter by parameter across postgraduate and doctoral qualifications, memberships of professional bodies and awards, and the institute or department's credentials, where the years since establishment are filled by the system itself from the first year of course approval and the number of accredited courses has to be entered. The justification tab is marked by the experts alone. On several of these the form records both a mark awarded by the system and a mark awarded by the experts (AQIS user manual for STTP).

Approval does not settle the amount either. The same committee recommends what the programme should get, and the budget tab shows that recommendation before it shows the sanctioned figure, so a proposal can clear and still come back smaller than it was written.

Fine print

Terms & conditions

Money sanctioned for one topic stays with that topic. Funds released for a particular subject or area of STTP cannot be used for another programme, and if the event is cancelled the grant goes back to AICTE immediately along with the interest accrued on it. Utilisation follows the Government of India General Financial Rules (STTP scheme document).

Late closure is priced in stages rather than treated as a single deadline.

Monitoring is required to be internal and named. The institute constitutes a Program Monitoring Committee chaired by the principal, director or registrar, with the programme coordinator as member secretary and two heads of department and one subject expert as members, none of them below the rank of associate professor, and the minutes of its meetings go to the Council at the end of the programme with the other mandatory documents.

STTP sits in AICTE's faculty development column, and the Council assigns that work to its Training and Learning Bureau, described on the bureau's own page as responsible for faculty development, research enhancement, faculty engagement and the promotion of technical education in regional languages (Training and Learning Bureau). The core team named there is a director, three assistant directors and a Hindi officer, with no desk identified for any individual scheme, and the address printed at the foot of the page is the Council's own, at Nelson Mandela Marg, Vasant Kunj, New Delhi.

Neither the scheme document nor the user manual prints a phone number, an email address or an officer to write to for STTP. What the scheme's row publishes is the paperwork, and what the institute already holds is the portal login the proposal was filed from, so a question about a live proposal has no route to AICTE that belongs to this scheme rather than to the Council in general (Staff Development Schemes).
