About ATPPE

Nobody applies to this as a student and nobody walks away from it with money. AICTE sanctions Rs 6.39 lakh to an approved technical institution so the institution can put on one two week residential course for the people who run its sports ground, and the Council releases that sanction to the institution as an advance (AICTE scheme document, October 2020). Every clause in the document addresses either the institution that receives the grant or the member of staff who sits in the room, and a student is neither. A B.P.Ed aspirant or an undergraduate hunting for a sports scholarship has landed on an employer's funding line, and nothing on this page will change that.

Two readers can do something with the rest of it, and both already work inside an AICTE approved technical institution. A principal or director can decide to bid for a fortnight of training on their own ground. A director of physical education, physical trainer or sports teacher on the payroll can attend one, but only after some host has been sanctioned and has circulated a call. myScheme files the beneficiary as University / Institution, which is what the Council's own clause says, so the record and the document are not at odds here (myScheme, ATPPE).

The training is pitched at mass participation rather than at elite coaching. AICTE's four stated objectives are to orient participants towards physical fitness through mass participation, to build their skill at drawing crowds into traditional sports, games and fun games for recreation, to update them on modern rules, regulations and techniques, and to equip them for sports management and sports technology so they can run mass fitness and recreation activity. Sitting through the fortnight is not by itself worth anything on paper: AICTE requires a test at the close and restricts the certificate to whoever attended and qualified in it (AICTE scheme document, October 2020).

Before any of those rules matter there is the question of whether the Council is running the thing at all, and its own pages answer differently. On the staff development listing the scheme's name is followed by a bracket reading Scheme on hold in 2022-23, and the same words are repeated as a separate line under the two document links in its row; that page carries a last updated stamp of February 14, 2025 (AICTE staff development schemes listing). Follow the Council's current navigation to Faculty Development Schemes instead and a different page loads, written around the Training and Learning Bureau, running through the Inter-Institutional Biomedical Innovations Programme, the Industry Fellowship Programme, PARAKH and an undergraduate minor in Quantum Technologies under the National Quantum Mission, with the words physical education and sport appearing nowhere on it (AICTE Faculty Development Schemes). Between the two sits the AQIS index, which still lists this scheme among its faculty development lines and points its link at the very page that has dropped it (AICTE Quality Improvement Schemes). Nothing published closes the scheme and nothing published reopens it.

Everything below is read off the version of the scheme document that AICTE links from that listing, stamped October 2020. Rates fixed in that document are not automatically the rates a sanction would carry if the scheme is revived.

Important dates

There is no call to answer. Both date fields on the myScheme record are empty, and the AICTE row that still carries the scheme shows the hold label where an apply link would sit (myScheme, ATPPE). The Council's qualifying rule ties funding to the number of projects allotted to a scheme in a given year rather than to any recurring last date, so nothing here has an annual shape a coordinator could put in a diary (AICTE methodology and guideline document, July 2020).

Two editions are documented well enough on the hosts' own sites to show how the dates were actually set.

The Bilaspur edition is the one that shows the annexure turning into a timetable. Guru Ghasidas Vishwavidyalaya, a central university, advertised free boarding and lodging for every participant, travelling allowance up to third AC fare and sports accessories comprising a track suit upper and lower with a T-shirt, which are three of the heads AICTE budgets for. It ran offline over two weeks, and the day was built as an hour of yoga or aerobics in the morning, three hours of theory in the afternoon and an hour of practical work in the evening (GGV programme brochure, 2022).

Once a grant does arrive, the clock is strict and every date runs off events rather than off a calendar.

Who can apply

On the institution side the published test runs to one line: AICTE approval. myScheme records nothing beyond it and the scheme document adds nothing to it either.

On the participant side the document is specific about designation rather than degree. It names the Director of Physical Education, the Physical Trainer, the Sports Teacher, and any faculty member designated as Sports Officer or Sports In-charge, all of them serving in AICTE approved technical institutions. The programme is residential and needs a minimum of 25 participants, so a host has to be able to fill the room from more than its own staff list (AICTE scheme document, October 2020). Hosts have added a step of their own on top of that: at Amravati in 2019 an application counted only if the applicant's principal had recommended it (HVPM programme announcement, 2019).

No clause demands a track, a gymnasium or a playfield in so many words. What AICTE actually inspects sits on the sports specific upload format an institution has to complete: whether a sports department exists at all, how many faculty members are qualified in sports and what those qualifications are, previous experience in running sports training and related activity, details of national level and international level participation, and the resource persons the institution used for any earlier sports programme (AICTE application format for the Sports Training Programme). An institution with no sports staff and no record of running anything sporting has very little to write on that page.

Who cannot apply

Exclusions

There is no bar list to read. The October 2020 text carries no such clause and the myScheme record was published with its exclusions field empty, which leaves the money doing the work an exclusion list would normally do. Funds sanctioned for this topic cannot be spent on a different programme, a cancelled event sends the grant back to AICTE with the interest accrued on it, and any overspend is the institute's own liability, which the Council states while adding that the quality of the activity is not to suffer for it (AICTE scheme document, October 2020).

The designation list does the rest of the excluding. A coach on contract with a state association, a physical education teacher in a school, a gym instructor and a sports faculty member at a college outside AICTE's approval net all sit outside the titles the document names.

Renewal conditions

One sanction buys one fortnight. When the utilisation certificate is accepted the file is closed, and an institution that wants a second course files a fresh proposal for it, because the grant is tied to the topic and area it was sanctioned against.

A participant has even less to renew: one course, one test, one certificate, and no further year, refresher entitlement or second call attached to any of it. What does carry forward is clause 1.6, a single sentence putting these programmes into Career Advancement Scheme consideration, with no conditions written underneath it and no further detail anywhere in the document (AICTE scheme document, October 2020).

Rs 6.39 lakh per programme is the ceiling, and the October 2020 document says the whole amount is released as an advance rather than split into instalments. That same document then contradicts itself in its penalty clause, which still talks about deducting from the balance of a second instalment, wording left over from an earlier version of the scheme (AICTE scheme document, October 2020).

That earlier version is still sitting on AICTE's file server, the listing does not link it, and it matters because its numbers are bigger. It sets Rs 10 lakh per programme, a floor of forty participants rather than twenty five, a resource person cap of Rs 1.25 lakh, and a release of 50 percent as advance with the balance paid against the mandatory documents (earlier AICTE version of the same scheme text). It also carries no date stamp of any kind, where the linked copy is footed October 2020 on every page. An institution quoting the higher figure to its management is quoting a superseded file.

Here is where the sanctioned amount goes, head by head, as the annexure breaks it up.

Turn that annexure round and look at it from a chair in the room. The fortnight's bed and board is bought for you, an outstation fare up to third AC is reimbursed, reading material comes out of the fourth head, and the sixth head buys you a track upper, a lower and a T-shirt to keep. What the table never does is pay you: its only honoraria go to the course coordinator and to the resource persons who teach. It budgets no registration income either, so a fee a host asks of you is that host's own arrangement and not something the Council's rate card provides for.

What to prepare

Documents required

Nothing on this list is filed before the programme. Every item falls due after it, inside one month of the closing day, and the audit trail is the heaviest of them. A self financing or private host cannot close its own books: both the expenditure statement and the utilisation certificate have to go out over a chartered accountant's seal, with that accountant's membership number and complete postal address written on the face of them. A government or aided host is spared the accountant, because AICTE accepts the countersignature of its Registrar, Finance Officer or a Government Auditor over the head of the institution's own signature (AICTE scheme document, October 2020).

Rail tickets and boarding passes are named on the same list, and that is the item that catches hosts out. Travel is reimbursed against the actual fare, so the physical stubs have to be prised out of twenty five people before they leave the campus; a month later they are scattered across the country. Feedback forms signed by each participant with their contact details, a copy of the proceedings and the completion report make up the rest, and the minutes of the Program Evaluation Committee travel to the Council in the same envelope.

How to apply

Only the institution applies, through AICTE's proposal system rather than by email or post. The Council's methodology note for its Quality Improvement Schemes tells an institution to read the scheme overview, log in to the AICTE web portal with its institute user id and password, complete the proposal for that particular scheme, enter its record of grants received in the past, and submit, after which no change to the application is possible; it also allows for proposals being called offline in hard copy for some schemes, with the form on the AICTE website (AICTE methodology and guideline document, July 2020).

The intake for this line is not the general faculty development form AICTE serves against the teachers' and librarians' rows. It has a separate one page format of its own, headed for uploading details by Institute or University to participate in the Sports Training Programme, and after the name of the institute and its Director or Principal it asks about nothing except sport (AICTE application format for the Sports Training Programme). A coordinator has to be named because the annexure pays an honorarium to one and the evaluation committee runs with the coordinator as its member secretary, though the document sets no qualification bar for who that coordinator may be.

Tracking is the thin part of all this. The Council operates no status screen for the scheme, and its myScheme record sets the application mode to online without printing any link to apply through, so what an applicant institution can actually refresh is the AICTE web portal login the proposal was filed under and nothing else.

A trainer's route has never run through AICTE at all, and one documented edition shows what it looked like in practice. When the fortnight ran with Shree Hanuman Vyayam Prasarak Mandal at Amravati in August 2019, applications went by email only, to a single address the host had opened for the programme, and were answered by a list of selected participants published on the host's own websites, with a confirmation deadline after which an unconfirmed seat went to somebody on the waiting list (HVPM programme announcement, 2019). Whoever is hosting is the address. There is nothing central to log into.

How winners are picked

Selection process

Three empanelled experts read each proposal online and mark it, and 60 percent is the average they have to reach between them for it to qualify. Two things then happen that institutions rarely budget for. The qualifying list is cut to the count of projects the scheme was sanctioned for in that year, so a proposal can clear the bar and still not be funded. And the grant is fixed at the average of the amounts the three experts recommended rather than at what was asked for, with a central committee of experts verifying the outcome before anything is released (AICTE methodology and guideline document, July 2020).

What those experts are looking at for this scheme is the sports record on the upload format, so an institution's national and international participation history and its stock of sports qualified faculty are doing the real work. AICTE publishes no scheme specific marking scheme against those fields.

Who fills the twenty five seats is not the Council's decision and no clause regulates it. The host runs its own intake, and the single condition AICTE imposes on the room is that everybody in it holds one of the named sports designations at an AICTE approved technical institution.

Terms & conditions

Two conditions shape how the fortnight is actually taught. At least 25 percentage of the course curriculum has to be delivered by resource persons from outside the host institution, and the honorarium to resource persons from inside and outside together, including their TA and DA, is capped at Rs 2.00 lakh. Grant utilisation follows the Government of India's General Financial Rules, which the scheme document points to directly (AICTE scheme document, October 2020).

Oversight goes to a committee the host constitutes for the programme, and it is not the committee AICTE's general guidelines describe. Those guidelines default an AQIS project to a Project Monitoring Committee with a Dean and an external expert on it, but only where specific instructions have not been issued for a specific scheme (AICTE methodology and guideline document, July 2020). This scheme issues them. Clause 1.10 wants a Program Evaluation Committee instead: the Principal, Director or Registrar in the chair, the course coordinator as member secretary, two heads of department and one subject expert as members, and nobody below the rank of Associate Professor. Its minutes reach the Council at the end of the programme with the other mandatory documents (AICTE scheme document, October 2020).

This scheme's row on AICTE's listing names nobody at all. It offers a scheme document, an application form and the hold note, and carries no officer, no desk, no telephone number and no email address against any of them; the only address on the page is the Council's own, at Nelson Mandela Marg in Vasant Kunj, New Delhi 110070, printed in the site footer beside a board line that reaches AICTE generally and this programme not at all (AICTE staff development schemes listing).

Writing to New Delhi is the slow way round for a trainer in any case, because the sanction, the dates and the seat list all belong to whichever institution is hosting. Both documented editions printed a coordinator on the brochure with a working number or email against the name, which is the contact that answers (GGV programme brochure, 2022).
