Why does the scheme record say three months when the Commissioner says five days?

The record carries the older terms, which the resolution of 3 June 2025 still set: a three-month course paying "૨,૦૦૦" rupees a month, "૬,૦૦૦" in all, as that resolution prints the figures. The amendment of 3 September 2025 replaced that with a five-day course at Rs 300 a day, and the Commissioner's scheme page now shows the five-day version, Rs 1,500 per trainee (terms resolution, Commissioner of Fisheries, scheme 796/02).

Is the Rs 2,500 training kit part of this stipend?

No. The kit is component 8 of the same scheme, given after the five days of training are completed, and it is once in a lifetime like the stipend (Commissioner of Fisheries, scheme 796/02). myScheme lists it as a separate scheme card, and that card still describes the three-month course too (myScheme, training kit card).

Is there a paid fisheries course for Scheduled Caste fishers in Gujarat?

Yes, under a different scheme, FSH-02, 800/01, "Assistance to Scheduled Castes for Fisheries". Its training component pays Rs 1,500 after five days of training at Rs 300 a day, and the application goes in the prescribed form to the district fisheries office (Commissioner of Fisheries, scheme 800/01). The non-tribal-area version of the fish seed scheme, 101/02, lists no training stipend at all (Commissioner of Fisheries, scheme 101/02).

Is this a scholarship for college or school students?

No, whatever the Commissioner's table calls it. The Rs 1,500 is paid once in a lifetime for attending the department's five-day fisheries course, and nothing in its conditions links it to a school or college enrolment (Commissioner of Fisheries, scheme 796/02).

Do I have to live in a tribal district to join?

The training clause asks for Scheduled Tribe status and an age of eighteen to forty-five, and it names the six centres, but it does not ask for an address in a tribal district (terms resolution). Training of Tribal Trainees is component 7 of Gujarat's scheme FSH-02, 796/02, "To increase fish seed production and inland fisheries equipment in tribal areas", which the Commissioner of Fisheries runs under Gujarat's Agriculture, Farmers Welfare and Co-operation Department (Commissioner of Fisheries, scheme 796/02, department's terms resolution). It pays a Scheduled Tribe trainee Rs 300 a day through a five-day fisheries course at one of six departmental centres, Khedbrahma, Kadana, Chhota Udepur, Rajpipla, Madhuban and Ukai, which comes to Rs 1,500 per trainee (Commissioner of Fisheries, scheme 796/02).

The Commissioner's own table calls the payment a scholarship, but it is a stipend for sitting through a short skill course run by the fisheries department, not money for a degree or a school year. The whole tribal-area scheme, of which this course is a small part, carries Rs 82.40 crore for 2026-27 under resolution ACD/BUM/e-file/2/2025/3986/T dated 27/03/2026 (Commissioner of Fisheries, scheme 796/02).

The course used to be far longer. The scheme's standing terms, resolution ACD/BUM/e-file/2/2024/3968/T of 3 June 2025, set a three-month course with a monthly stipend the resolution prints as "૨,૦૦૦" rupees, "૬,૦૦૦" in all; an amendment dated 3 September 2025 (letter ACD/0085/09/2025) cut it to five days and replaced the monthly rate with Rs 300 a day, Rs 1,500 per trainee (terms resolution with the September 2025 amendment, Commissioner of Fisheries, scheme 796/02). The amendment's stated reason was that the department's fisheries outreach in remote areas, its periodic programmes and seminars, growing awareness of education among tribal people, social media and television had made a three-month course unnecessary (Agriculture, Farmers Welfare and Co-operation Department, terms resolution with the September 2025 amendment). Eligibility criteria

The Commissioner's page reduces eligibility to Scheduled Tribe status with a certificate to prove it, an age above 18, a bank account in the trainee's own name and one identity document (Commissioner of Fisheries, scheme 796/02). The terms resolution adds a ceiling the web page leaves out: the course is for Scheduled Tribe people aged "૧૮ થી ૪૫", eighteen to forty-five years (terms resolution).

The longer applicant list on the same page, which names societies, self-help groups, reservoir lessees and private units, is written for the scheme's nine components together, and most of them pay for boats, seed or cages (Commissioner of Fisheries, scheme 796/02). The training clause itself speaks only of Scheduled Tribe people as its trainees, and the amended Rs 1,500 is fixed per trainee (terms resolution).

Nothing in that clause asks for a home address in a tribal taluka. What ties the course to tribal Gujarat is the money, which is charged to the budget head for the tribal area sub plan, and the location of the six centres, which the department runs as tribal-area training centres (terms resolution).

The resolution describes the course only as the department's prescribed fisheries training for skill development, and it orders the stipend paid by Direct Benefit Transfer, which is why a bank account in the trainee's own name is a condition and not a formality (terms resolution). No travel, food or lodging allowance is mentioned alongside the stipend on the Commissioner's page, so budget for getting to the centre yourself unless the district office tells you otherwise.

How to apply

The Commissioner sends applicants to iKhedut, Gujarat's agriculture portal, to apply online and upload the documents (Commissioner of Fisheries, scheme 796/02). The terms resolution then adds a proposal stage at the district office, so the route runs in this order (terms resolution):

Register or log in on iKhedut, choose this tribal-area fisheries training component, fill the application, confirm it and keep a printout, as the scheme record's steps describe (myScheme record).
Submit the proposal with its documents to the district fisheries office and obtain the district officer's in-principle approval.
Attend the five-day course at one of the six centres, and do not drop below 60% attendance (Commissioner of Fisheries, scheme 796/02).

Tracking the Application and the Stipend

iKhedut holds the online form, but the decision on this component belongs to the district officer who gives the in-principle approval (terms resolution). A trainee waiting on either the approval or the money should therefore carry the printed iKhedut application to that district fisheries office and ask there. For 2026-27 the government has also told the Commissioner's office to pay financial help by DBT and to use the DBT portal and the Chief Minister's dashboard for it, so if the course is over and no credit has reached your account, ask that office to check the DBT record (2026-27 resolution).

How winners are picked

Selection process

No merit list, ranking rule or reservation within the Scheduled Tribes is published for the course. A trainee clears two gates: the district officer's in-principle approval of the proposal, and then the 60% attendance test, without which no stipend is paid (terms resolution, Commissioner of Fisheries, scheme 796/02).

No seat count is published. The 2026-27 approval tells the Commissioner's office to pay only within the scheme's fixed number of beneficiaries and its budget, never exceeding either, and it sets the line headed "યુવાન માછીમારોને તાલીમ", training of young fishermen, at "૦.૦૬" crore, six lakh rupees, inside the scheme's Rs 82.40 crore (2026-27 resolution, Commissioner of Fisheries, scheme 796/02). The 2024-25 approval describes that same line as the stipend paid to Scheduled Tribe trainees at the department's training centres (2024-25 resolution).

The conditions below come from the terms resolution of 3 June 2025 as amended on 3 September 2025, which left every other condition of the June order unchanged (terms resolution):

The stipend is paid only to a trainee with at least 60% attendance.
The applicant or the officer must take geo-tagged photographs before the course starts, during it and after it ends.
The stipend is paid by Direct Benefit Transfer.
The proposal goes to the district office with its documents, for the district officer's in-principle approval.
The kit is bought from an agency the Commissioner of Fisheries selects, and the amendment changed the course a trainee must finish to earn it from three months to five days.

Unlike the yearly budget approvals, the June 2025 terms were issued to stay in force until the government changes them, which is why a mid-year amendment, and not a new year's order, is what moved the course to five days (terms resolution).
