About TAFCE

Gujarat opens no classroom of its own under this scheme. Training Assistance for Competitive Examinations settles part of a fee the trainee has already committed to at a coaching institution they picked themselves, and it does so only for the non-reserved category. Most of what the Gujarat Unreserved Education and Economical Development Corporation does is lending, for foreign study, for education and for self employment. This scheme sits on the other side of its book, as assistance carrying nothing to repay, and the corporation runs it for the Social Justice and Empowerment Department (GUEEDC scheme page).

The corporation caps the payment at the lower of two sums, "વિદ્યાર્થી દીઠ રુ ૨૦,૦૦૦/-", twenty thousand rupees a student, or the fee actually payable, as the scheme's e-Samaj Kalyan page puts it (Competitive Exam Sahay, e-Samaj Kalyan). That ceiling is a Gujarat convention rather than a figure peculiar to the non-reserved route: the Social Justice and Empowerment Department's Aadhaar notification records the same Rs 20,000 for the Scheduled Caste training scheme for public service recruitment examinations, coded BCK-35 and run by the Director of Scheduled Caste Welfare (Gujarat Government Gazette, Extraordinary, 29 July 2024). Recognising an amount from somewhere else therefore proves nothing about which office should be receiving your form.

One condition decides more claims than the money does. The qualifying test the corporation applies is the Class 12 result and not a degree result, though the examination list it names runs up to UPSC and GPSC Class-1 (GUEEDC scheme page). A graduate carrying an ordinary school marksheet is outside the scheme, and no later qualification repairs that.

Non-reserved status is certified rather than declared, and the certificate comes from a revenue or welfare desk instead of a college office: the Taluka Development Officer, the Mamlatdar, or the district's Social Welfare Officer or Deputy Director of Developing Castes Welfare, the two posts GUEEDC's Gujarati answers mark "(વિ.જા)" (GUEEDC online application system; Director, Developing Castes Welfare, district offices).

The corporation itself runs three assistance schemes a non-reserved coaching student could file interchangeably, and what separates them is which marksheet is read.

Neither the corporation's page nor the scheme record carries a date for this assistance in either direction. e-Samaj Kalyan's notice board shows one GUEEDC entry touching this scheme, the 01/05/2025 switch of portal, and as of late September 2026 still no call for 2026-27 applications (e-Samaj Kalyan portal, Social Justice and Empowerment Department). The competitive-exam coaching guideline posted there on 27/05/2026 is not this scheme's: it came from the Director of Developing Castes Welfare, for that directorate's own coaching assistance.

That leaves the training as the fixed anchor. The form asks for the dates the course starts and ends and for evidence of the fee, so the claim belongs to the year the coaching runs rather than the year the examination is written (Form 6, Training Scheme for Competitive Exams), and the thirty days allowed for the hard copy are counted from the day the class begins (Competitive Exam Sahay, e-Samaj Kalyan).

Who can apply

Eligibility criteria

The family income ceiling is Rs 6 lakh a year. Its source is the Social Justice and Empowerment Department's 2022 income-limit resolution (SJED/ASO/e-file/172022/0052/G), where the competitive-exam scheme sits last, as "સ્પર્ધાત્મક સહાય યોજના", in a four-line list of corporation schemes (Resolution of 2 November 2022, scanned copy; SJE resolution page). The scheme's e-Samaj Kalyan page writes it as "રૂા. ૬.૦૦ લાખ" (Competitive Exam Sahay, e-Samaj Kalyan), and the Gujarat State Commission for Unreserved Classes sets out the same limit on its schemes page (Competetive Exams Training Scheme, Gujarat State Commission for Unreserved Classes). The only official figure that disagrees is the older, lower one on the corporation's own scheme page, which the resolution superseded (GUEEDC scheme page).

The portal page also states a test the older pages never did: the trainee must already hold the educational qualification, and be within the age limit, that the recruitment being coached for demands (Competitive Exam Sahay, e-Samaj Kalyan). Coaching for a post you cannot yet sit is not covered.

A residence test sits on Form 6, the corporation's printed application, rather than in the published eligibility list: the applicant has to attach proof of having studied in Gujarat for at least 10 years, which a student who arrived in the state for graduation may not be able to produce (Form 6, Training Scheme for Competitive Exams). For its other coaching schemes the corporation accepts a school leaving certificate or a domicile certificate as that proof; it publishes no separate answer for this one (GUEEDC online application system).

Where the trainee lives and where the trainee studies need not match. The corporation answers plainly that a student resident in one district and coaching in another still qualifies, and that a class picked on the student's own preference is accepted provided the institution is a recognised one (GUEEDC online application system).

Who cannot apply

Exclusions

Nothing is published under exclusions for this scheme. What shuts a claim out is buried in the conditions instead, and the heaviest belong to the coaching class rather than to the student. In GUEEDC's older published answers, a class failed the scheme if it was under 3 years old or had no registration number, GST number or CIN to show (GUEEDC online application system). On e-Samaj Kalyan the bar is higher: a GST number is compulsory, and the class has to produce three years of income tax returns carrying its competitive-exam coaching income, besides being registered and three years into that work (Competitive Exam Sahay, e-Samaj Kalyan).

Settle all of it with the class before any money changes hands. None of it is something an applicant can cure after enrolling. The trainee's own bar is time: the portal page wants "ન્યૂનતમ ૯૦ દિવસની તાલીમ", at least ninety days of training, so a crash course shorter than that is outside the scheme.

Renewal conditions

Renewal does not arise here. The scheme's e-Samaj Kalyan page says the assistance is available "ફક્ત એક જ વાર", only once (Competitive Exam Sahay, e-Samaj Kalyan). A second course, a second attempt at the same examination or a second year at the same class does not open a new claim under this scheme; the corporation's older pages never addressed the question (GUEEDC scheme page).

What you get

Award & benefits

The payment is capped twice over and the second cap is the one applicants miss. The corporation pays its ceiling or the fee actually payable, whichever is lower, so a cheaper class does not release the difference as cash and a costlier one is not topped up. Direct assistance through DBT is how both the corporation and the state commission describe it, so the credit lands with the trainee and never with the coaching institute (GUEEDC scheme page, Competetive Exams Training Scheme, Gujarat State Commission for Unreserved Classes).

Nothing else travels with it: no monthly stipend, no hostel or travel component, no allowance for a candidate training away from home. That is where this scheme parts company with the central free coaching route, under which the Ministry of Social Justice and Empowerment pays the fee to the empanelled institute and adds a monthly stipend of Rs 3,000 for a local student or Rs 6,000 for an outstation one, for the duration of the course or one year, whichever is less (Central Sector Scheme of Free Coaching for SC and OBC Students).

What to prepare

Documents required

Two items on Form 6, the corporation's printed application, never appear in the document list the scheme record carries: the signed undertaking, and the proof of 10 years of study in Gujarat (Form 6, Training Scheme for Competitive Exams). Its download button has been taken off GUEEDC's scheme page, which makes Form 6 a record of what the corporation asked for, not a copy of what e-Samaj Kalyan wants uploaded. The corporation's own published answers do list the undertaking among the papers for this scheme, so the form is the fuller list to work from (GUEEDC online application system).

The same form collects details only the class can supply: the name of the training course, the institution running it, the approximate tuition fee for the whole course, the course length in months, and the dates the training starts and finishes (Form 6, Training Scheme for Competitive Exams). Collecting all of that from the class in one visit saves a second one.

Two certificates come from officers rather than from an institution, and both are worth starting before the training does. The income certificate is issued by the Taluka Development Officer, the Mamlatdar or the Chief Officer; the non-reserved category certificate by the Taluka Development Officer, the Mamlatdar, or the district's Social Welfare Officer or Deputy Director of Developing Castes Welfare. The fee evidence is the institution's to give, and the corporation asks separately that the class be a registered one carrying a registration number, a GST number or a CIN (GUEEDC online application system). The e-Samaj Kalyan page adds one paper of the trainee's own: the class's admission letter, showing the date of admission (Competitive Exam Sahay, e-Samaj Kalyan).

How to apply

The corporation now runs this scheme through the department's e-Samaj Kalyan portal. A GUEEDC notice on the portal's notification list, dated 01/05/2025, named "(૪) સ્પર્ધાત્મક પરીક્ષા તાલીમ સહાય યોજના" among the student schemes taking online applications on e-Samaj Kalyan from that day, and the portal keeps the scheme's current rules under the name Competitive Exam Sahay (e-Samaj Kalyan portal, Social Justice and Empowerment Department; Competitive Exam Sahay, e-Samaj Kalyan). The Apply Now button on GUEEDC's own competitive-exam training page has not been updated and still opens gueedconline.gujarat.gov.in (GUEEDC scheme page). That is the older route, and by the close of September 2026 its security certificate was no longer valid.

The online leg on e-Samaj Kalyan starts with a registration whose user ID and password arrive by SMS. The first login asks for a fuller profile before any scheme can be opened, and the finished application ends on a screen carrying its application number and a print button (e-Samaj Kalyan citizen help manual).

Confirming online is not the same as claiming. The trainee has "દિન-૩૦", thirty days from the start of the coaching class, to deliver the hard copy with the uploaded documents to the office of the district where the class is, and a hard copy that arrives after that is a rejected application (Competitive Exam Sahay, e-Samaj Kalyan). Courier, post or a visit to the counter are all acceptable ways to deliver it, according to GUEEDC's older answers (GUEEDC online application system).

Checking Where the Claim Has Reached

e-Samaj Kalyan lets anyone check an application from outside the login with just the application number and the applicant's date of birth (Application status, e-Samaj Kalyan), so the number on the printout is the handle to keep, with the courier or post receipt beside it. A file the district returns for something missing goes back into the trainee's application list marked for correction (e-Samaj Kalyan citizen help manual), and the portal allows "દિન-૧૫", fifteen days from the return, to complete it online (Competitive Exam Sahay, e-Samaj Kalyan).

Where to ask is worth getting right. GUEEDC's district-wise list has a separate part for its four student-assistance schemes, this training scheme the last of them, giving each district's Developing Castes Welfare office with its phone and email; the district managers in the list's first part deal only with the loans (District implementing officers, GUEEDC).

How winners are picked

Selection process

Nothing the corporation publishes sets out a merit list, a cut-off or a number of awards for a year; the scheme page states the standard of assistance, the marks condition and the income limit, and stops (GUEEDC scheme page).

What decides a case is a scrutiny of papers at district level, and that is by design. A Social Justice and Empowerment Department resolution of 4 February 2019 handed the power to sanction assistance to students and beneficiaries under the corporation's schemes to district-level officers of the Developing Castes Welfare directorate (Government resolutions, GUEEDC). Gandhinagar fixes the standard; the district clears the file. A crowded year is the one case where eligible trainees compete: the 2022 resolution raised the income limit with no increase in the scheme's physical target, so lower-income applicants are to be taken first, and anyone left over when a financial year ends may be carried into the following one (Resolution of 2 November 2022, scanned copy).

Terms & conditions

The undertaking is the condition with teeth. Signing it, with a parent or guardian countersigning, commits the applicant to repay the whole amount received at once, with penal interest, should any particular or certificate in the file later be shown to be untrue, and to accept conditions the corporation may fix afterwards (Form 6, Training Scheme for Competitive Exams).

Three plainer conditions decide most files. The fee actually payable is the real ceiling, the class has to be registered and 3 years old, and the signed hard copy has to arrive at the district welfare office before the online form counts for anything (GUEEDC scheme page, GUEEDC online application system).

Its staffed hours run 10:30 AM to 2:00 PM and again 3:00 PM to 6:00 PM, on government working days only, and holidays bring no technical support at all (GUEEDC online application system; GUEEDC contact page).

The corporation works out of Karmyogi Bhavan in Sector 10-A, Gandhinagar, publishes 079-23258688 as its other line, and names Nalin Thakar as its Managing Director (GUEEDC contact page).

Anything touching a posted file, its scrutiny or the sanction belongs with the district office the papers went to, in the district where the class runs. That is its Deputy Director or District Social Welfare Officer of Developing Castes Welfare, as the student-scheme part of GUEEDC's district list shows (Competitive Exam Sahay, e-Samaj Kalyan; District implementing officers, GUEEDC). On the myScheme listing the deputy director's post appears as "Deputy Director (Non-Reserved Category)". It belongs in fact to Gujarat's Developing Castes Welfare directorate, whose English list of district offices sets out each holder, address and phone number (Director, Developing Castes Welfare, district offices).
