Most of what a search returns under this name belongs to West Bengal. This one is a Madhya Pradesh School Education Department award, it is worth a few hundred rupees a year rather than a few thousand a month, and no student ever files it. A teacher enters the claim on the state's Education Portal, and the student's own part of it never leaves the school counter.

Madhya Pradesh has run this scholarship since the 2008-09 session, and it pays Rs 500 a year for a boy and Rs 550 a year for a girl. Both figures are printed in the state's compendium of social protection schemes for children and adolescents (Resource Book 2020, Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis), and both were still the published rates when the School Education Department's entitlement record for the scheme was refreshed in May 2025 (Swami Vivekananda Post-Matric Pravinya Scholarship, CM Helpline scheme record).

The full Hindi name carries a word the English one drops. It calls the award a pravinya scholarship, meaning merit, which is why a first division is not a bonus here but the entry ticket. The official title then closes with a bracket that decides eligibility before anything else in it is read: for government schools only.

The stated purpose on the department's record is continuity and quality in a student's education. The design matches that reading rather than a fee-relief one: the money is small, it is annual, it lands in the student's own account, and it is conditional on having already cleared the previous class well.

The scheme has no calendar and does not pretend to have one. Where the entitlement record carries a field for the time limit, the department has filled it with a route rather than a date, writing only that the application runs online through the Education Portal (CM Helpline scheme record), and the national scheme directory leaves both of its date fields empty.

What does move on a fixed clock is the thing the claim is built on. Eligibility cannot be established at all until the previous class result is out, because it is the division on that result that carries the student in, so no profile can be entered for anyone until the Class 10 board result or the Class 11 annual result has been declared. The scheme's own dates are historical rather than operational: it has run since the 2008-09 session, and the department last refreshed its entry in May 2025 (CM Helpline scheme record).

The state record draws the boundary tighter than the national scheme directory does. It puts the beneficiary group down as General, and describes those who qualify as general-category boys and girls who cleared the Class 10 board in first division and are now in Class 11, or cleared Class 11 in first division and are now in Class 12 (CM Helpline scheme record, School Education Department).

Two conditions sit underneath that. The school has to be a government school, not an aided or private one. And the family has to be below the poverty line with a guardian's annual income under Rs 1 lakh, a limit the compendium repeats for the department's neighbouring school scholarships as well (Resource Book 2020, AIGGPA).

Note where the division is measured. It is read off the class a student has just finished, never the one they are sitting in, so a first division in the board exam carries a student into the award in Class 11, and a second division in the Class 11 annual exam puts that same student outside it in Class 12. Geography narrows nothing further: the record marks the scheme's area of operation as urban and rural alike, so a village higher secondary school and a city one are read on the same rule (CM Helpline scheme record).

Exclusions

There is no bar list. Neither official record opens an exclusions field for SVPMSS, and the conditions are written to be re-tested every year rather than cleared once, so what usually ends a claim is a change in the student's own circumstances rather than a rule they always fell foul of. The entitlement record also sets a condition the first division tends to overshadow: the previous year's class has to have been passed (CM Helpline scheme record). Failing a year and repeating it is its own disqualification, tested separately from the division bar.

The General-category tag on the record is not a way of leaving other students unserved. Scheduled Caste students in the same two classes are carried by a post-matric scholarship of their own, run by a different department of the state (Post Matric Scholarship, District Khargone, Government of Madhya Pradesh), which is where an application from an SC student belongs.

Renewal conditions

Nothing in this scheme is described as a renewal. Moving from Class 11 into Class 12 means passing the same test a second time on a new result: a first division in the Class 11 annual exam, still on the roll of a government school, still inside the income limit (CM Helpline scheme record). No continuation form, no undertaking and no carry-forward of the previous year's sanction appears on the record. A student who drops to a second division keeps the school seat and loses the grant, and no route back for the year missed is published anywhere.

Read against Sudama Pre-Matric, the award this one takes over from at the end of Class 10, the ladder is easy to see. Sudama Pre-Matric reaches Class 9 and Class 10 students in the same government schools on the same income and poverty line tests, pays Rs 300 a year for a boy and Rs 400 a year for a girl, and asks only that the previous class was qualified, with no division attached to it (Resource Book 2020, AIGGPA). Crossing into Class 11 lifts the rate and adds a merit bar that was not there before, and that is the whole of what the word post-matric buys inside this department. Both rungs set the girl's figure above the boy's.

The award is cash and nothing else. There is no fee waiver, no book grant and no hostel component attached to it, and the department's record says the amount is transferred into the student's bank account rather than handed over at the school (CM Helpline scheme record).

What to prepare

Documents required

Nothing on this list is uploaded by the student. The papers are handed over once at the school, and the teacher who makes the portal entry works from them (CM Helpline scheme record).

The one item worth settling at the counter is the income proof. The state's entitlement record accepts the guardian's own signed, self-certified declaration of annual income, and for the poverty line test it accepts a photocopy of the BPL card or, again, that same self-certified declaration (CM Helpline scheme record). A household still waiting on a revenue department certificate is not blocked from being entered.

Two other papers decide the outcome rather than support it. The previous class marksheet is where the first division is read off, so it settles the claim outright, and the bank passbook is the account the transfer is made into, since the award is credited to the student and never adjusted at the school.

The rest of the list is not written for this scheme in particular. The compendium prints an identical set of documents against the department's neighbouring school awards, so a family that has already produced these papers for the pre-matric award is handing over the same set again (Resource Book 2020, AIGGPA).

How to apply

The student's part of this scholarship finishes at the school office. The department's record states the route plainly: a teacher at the institution enters the student's profile on the Education Portal at shikshaportal.mp.gov.in from the records and certificates the student has handed over, and the same record puts the application fee at nil (CM Helpline scheme record).

Two different principals appear in this process and it pays to know which is which. What a student actually does is hand one set of papers across the counter at the government school they study in, which is the whole of the applicant's side of it in the compendium's description (Resource Book 2020, AIGGPA). The officer designated to act on the scheme sits outside that school altogether: the principal of the concerned sankul, the cluster the school is grouped under (CM Helpline scheme record). One is a counter and the other is a signature, and it is why the national directory can call the application mode offline while the state record calls the process online.

Looking the Claim Up on the Samagra ID

No receipt and no application number comes back to the family, but the claim is still traceable, and what it is traced on is the Samagra ID from the document list. The Education Portal runs a public scholarship-status screen that takes a Samagra ID and an academic year and reports that student's position (Samagra Scholarship Tracking, Shiksha Portal, School Education Department). A second public report on the same portal works the other way round, listing students sankul by sankul for a chosen district, block and class, so Class 11 and Class 12 can be pulled out on their own, against a status ladder that begins at Application Not Registered and ends at sanctioned (Sankul Wise Samagra Scholarships Student Status, Shiksha Portal). The two readings ask different questions of the school, since a status that never registered is a data-entry problem and a status stuck partway through is a file somebody is sitting on.

Where the claim has stalled rather than gone missing, the school stops being the place to press. Shifting an entry that has already been made is the sankul principal's job, since that is the office the record designates for this scheme (CM Helpline scheme record).

Payment is a separate question from sanction. Because the money is credited to the student's own account, an award that has been cleared and has still not arrived is usually a bank detail question, the account number or the IFSC as they were typed into the portal profile, and that entry is corrected where it was made.

Selection process

There is nothing to score. The entitlement record sets the beneficiary test out as four conditions and stops there: a guardian's annual income under Rs 1 lakh, that income carried on the guardian's own self-certified declaration, a first division in the previous class while enrolled in the next one, and the previous year's class passed (CM Helpline scheme record). A student satisfies all four or does not, and checking that is what the designated sankul principal is there for.

No second filter is published anywhere. There is no cut-off percentage above the division line, no district quota, no cap on how many students a school or a session can put through, and no merit list for a name to appear on. In practice the door a family knocks on is still the school office. It is the only point in the chain the student deals with face to face, and the only place a portal entry can be corrected by the person who made it. The sankul and the two offices above it are for the other problem, a claim that was entered correctly and has not moved since.
