About SCESVTE

The Scholarship for Children of Ex-Servicemen for Vocational and Technical Education is one of the smaller awards the Rajasthan Department of Sainik Welfare runs, and going by the department's own annual report it is also one of the least claimed: two children were sanctioned under it in 2021-22, Rs 30,000 in all. The rules that govern it are short, and two of them decide almost every case. One fixes the parent's rank. The other outsources the question of which course counts to a list kept in New Delhi.

The award is paid from the Amalgamated Fund, the Rajasthan welfare corpus whose managing committee sits under the Governor. The rate it pays was settled at that committee's 30th meeting, held on 23 January 2020, whose agenda and proceedings the department publishes on its notifications page; the order that followed revised the fund's existing education scholarship rather than opening a new one, and its rules took effect on 1 July 2020.

The department describes the award in a single line on its schemes page: Rs 15,000 a year to the children of ex-servicemen up to the rank of Havildar for technical education, where the family is not getting a scholarship from the State Government, the Kendriya Sainik Board or the Prime Minister's Scholarship (Department of Sainik Welfare, Rajasthan). Everything difficult about the scheme sits inside the phrase "technical education", because Rajasthan did not write its own definition of it.

Important dates

No date sheet is published for applicants; the cycle is set inside the department instead. The Director's notification in September opens it, the district office closes intake at the end of November, and sanction is due by the end of March, which leaves about four months between the form going in and the money being approved.

Renewal is the exception, and it catches families out. Its clock does not start on a calendar date at all, but on the day the student's result is declared, from which the rules allow one year to re-apply.

The rules stack three tests, and no two of them look at the same thing: one at the soldier, one at where the family belongs, and one at the course the student has actually joined.

The rank ceiling is the parent's rank at discharge, Havildar or below, and the applicant on the file is the ex-serviceman himself, his widow, or his dependent, with the student filling only the first half of the form. A family whose pensioner retired as Naib Subedar or above is outside the scheme however good the student's marks are, and no clause reopens that. Native residence in Rajasthan is the second test.

The third is where applications actually fail. The course has to appear on the Kendriya Sainik Board's approved list for the Prime Minister's Scholarship Scheme, and that document is built almost entirely of degrees: architecture, engineering, management, agriculture, medicine and allied health, journalism, teacher training and law, with General Nursing and Midwifery the only course on it below degree level, and a last line that lets in any other professional or technical degree an Indian regulator such as AICTE or the National Medical Commission recognises (list of approved courses for PMSS).

The board's own course rules narrow it further. No distance learning or vocational course is permitted under PMSS, master's degrees are excluded apart from MBA and MCA, students studying abroad are excluded, and the scholarship can be availed for one course only (Kendriya Sainik Board, eligible courses). So the word "vocational" in the scheme's title is misleading in practice. An ITI trade certificate or a standalone polytechnic diploma will not find a match on the list the rule points at.

Exclusions

The sharpest bar is not about money at all. Where the soldier's case is a battle casualty, a disability case, or a physical casualty of the attributable kind, this scholarship is not admissible, because Army Headquarters already grants a scholarship in those cases and the rules treat that one as the better benefit. Families in exactly the situation that sounds most deserving are therefore sent elsewhere by design.

Two more bars end applications quietly. No ex-serviceman can draw the award for more than two children, and no student can hold it alongside another scholarship. The department's schemes page spells that second bar out, naming the State Government alongside the Kendriya Sainik Board and the Prime Minister's Scholarship, so an ordinary Rajasthan post-matric scholarship already in payment can be enough to close this claim.

Renewal conditions

Selection buys the rest of the course, but only one year at a time. The rules keep the award running for the remaining years once a student is selected, and require a fresh application on the prescribed form within one year of the result being declared, with a copy of the original marksheet attached. Where the university issues marksheets only after the final year, the institution's own certificate that the class was passed goes in instead, which is the clause that saves students at universities with slow results.

Failing a year does not pause the award. It cancels it for the whole course, so a single backlog year ends the money for every year that follows.

The rate is Rs 15,000 a year per student, and the rules pay it in the passing year rather than the year of study. First year money arrives in the second year, second year money in the third. A student in the final year of a four year degree is claiming for a year already finished, and a student who leaves after the first year has nothing to renew into.

The bank details the form collects are the ex-serviceman's, not the student's: bank name, branch, account number and IFSC code. The district officer makes the transfer to the ex-serviceman, widow or dependent who applied, so the money lands in the pensioner's account and not in the college's fee ledger.

Uptake is the part no scheme page mentions. In 2021-22 the fund sanctioned Rs 30,000 in total under this head, to two students (Sainik Kalyan Vibhag annual report 2021-22), far below the annual ceiling the rules allow. On that record, a family that clears the three tests is not walking into a crowded queue.

Three awards get confused with each other constantly, and they are not alternatives you pick between so much as gates that exclude each other.

• Financial Assistance: An scholarship of ₹15,000/- per year per student.
• Mode of Disbursement: Scholarship is disbursed through online payment to the beneficiary’s bank account.
• Note 1: Only 50 students are selected each year based on merit.
• Note 2: Scholarship will be payable in the passing year i.e. scholarship of first year will be payable in the second year. Similarly, scholarship of second year will be payable in the third year.

What to prepare

Documents required

The paper the family assembles matters less than the form it is stapled to, because the form does the policing. Part one belongs to the student and is countersigned by the principal under the office seal, and it asks two questions the document list does not: whether this fund has paid the student before and in which class, and whether a brother or sister has drawn from it, when, and in which class. That is how the two-children ceiling is enforced at the counter rather than discovered later.

Part two belongs to the parent. It asks for the enrolment date, the discharge date and the reason for discharge, a mobile number and email address, the ex-serviceman's bank details, and the relationship to the child, and it closes with a signed certificate that the child receives no scholarship from any other body. Under part two the Zila Sainik Kalyan Adhikari signs a block of his own, certifying that he has seen the father's discharge certificate in full and that the entries above are correct, and recommending sanction.

How to apply

Rajasthan never built a portal for this scholarship. The route the department's rules lay down is paper from the first step to the last, and it moves between two offices on a calendar fixed by month.

Because the rules fix which desk holds the file in which month, tracking a pending application is a matter of asking the right office rather than refreshing a status page. Until the end of December the file is with the district office that received it, through the sanction months it is with the Directorate in Jaipur, and after sanction it is back with the district office for the transfer. The Sainik Sahayata call centre the state runs at Jaipur is not the place to ask about it: that centre was set up for serving defence personnel and their families dealing with the civil administration (Sainik Sahayata Call Centre).

Selection process

Merit decides, and nothing published qualifies that word. The rules name no marks cutoff, no category weighting and no reservation inside the award, so among applications that clear the rank, residence and course tests, the marksheet attached to the form is the whole competition. The district officer's role is verification and recommendation rather than ranking, and the sanctioning is done by a committee constituted for the purpose at the Directorate.

Terms & conditions

The rules published for this scholarship carry no family income limit. Rank, residence, course and marks are the entire test, which is unusual among state education schemes and worth knowing before a family goes looking for an income certificate it does not need.

The conditions that do bind are the ones that end the award rather than start it. Two children per ex-serviceman is the ceiling. Continuation past the first sanction depends on passing and on re-applying. Casualty cases are outside the scheme. And the money is a scholarship in the passing year, not a fee subsidy at admission, so it cannot be shown to a college as proof of funds.

It goes to a Zila Sainik Kalyan Karyalaya, and there is not one in every district. The Barmer office covers Barmer, Balotra and Jalore; the Bhilwara office covers Bhilwara and Chittorgarh; Jhunjhunu district is split between two offices, at Jhunjhunu and at Chirawa, by tehsil. Confirm from the department's office list which karyalaya holds your tehsil before posting anything, because a form that reaches the wrong office in November is a form that missed the year.
