Reimbursement of the MS-CIT Course(RMSCITC)

This benefit runs without an application season. Neither the board's schemes page nor the scheme record sets an opening or closing date against it, so the binding dates sit around the claim instead of around the scheme, and the board has pushed the appointment dates for registration, renewal and claim to 31 December 2026 (MBOCWWB).

The other calendar belongs to MKCL, and it decides when a pass certificate can exist at all. MKCL admits learners in batches, each with a published last date of admission and a final exam event some months after it: the September 2026 batch closes admission on 25 September 2026 and sits its final exam event in December 2026 (MKCL, MS-CIT Important Dates).

The condition that decides most claims belongs to the parent. Two tests stand at the door of the board's register: nobody below 18 or above 60 years of age is admitted, and nobody with fewer than 90 days of construction work behind them in the last 12 months, which is what the 90-day working certificate is there to prove. Form V carries the application, and the whole thing costs Rs 1 to file plus a subscription of Rs 1 a year (MBOCWWB, Workers Registration).

Against that, the MS-CIT row asks for very little. Every other education row on the board's list is tied to something the student had to achieve, a standard reached, 75% attendance kept or 50% marks scored; this row names the passed certificate and the fee receipt and stops there (MBOCWWB, Welfare Schemes). Nothing published attaches a class, a minimum mark or an age of the child to the refund.

The board publishes no exclusion list against this row. The limit that does the work is printed once, as a single line across the top of the whole Education head: those benefits reach the first two children of a registered construction worker, so the third child of a registered worker sits outside this refund entirely, whatever the fee receipt says (MBOCWWB, Welfare Schemes). Read the same head downwards and a second boundary shows up in brackets rather than in prose. The degree row and the medical and engineering row each carry an explicit extension to the registered worker's wife; the MS-CIT row carries no such bracket.

Nothing in the refund renews. One course, one fee receipt, one claim: a second claim for the same child on the same course has nothing to rest on. What has to stay current instead is the parent's standing on the board's register, which carries its own online renewal route and its own appointment slot (MBOCWWB). A registration that lapsed somewhere between the child's admission and the child's pass certificate is the ordinary way a family that was eligible at enrolment turns out not to be at claim time.

The board attaches no rupee figure to this row, so the operative number is MKCL's published fee on the day the child was admitted. MKCL splits it into an ALC service charge and an MFO component that already includes GST, and this structure has applied since 1 June 2025.

Two things move that figure, both on MKCL's side rather than the board's. Learners in standards 8, 9 and 10 are on a concessional structure from 15 July 2026 to 30 September 2026, at Rs 3,575 plus Rs 1,425 in the MMRDA area, Rs 3,075 plus Rs 1,425 in non-MMRDA Thane, Palghar and Raigad and in the PMRDA area, and Rs 2,575 plus Rs 1,425 across the rest of Maharashtra; from 1 October 2026 the regular structure applies to them as well. Separately, a multi-instalment mode has been open since 1 January 2026 to learners of government schools, aided schools and RTE admissions from standard 8 up to graduation, splitting a regional total of Rs 6,000, Rs 5,500 or Rs 5,000 into as many as 50 per-session payments (MKCL, MS-CIT Fees Structure). The receipt is what the board reads, so the slab in force at admission is the slab that comes back.

The board's welfare scheme page names exactly two papers against this benefit, the MS-CIT passed certificate and the fee receipt, and adds one Education Self-Declaration form covering the Education head as a whole (MBOCWWB, Welfare Schemes). The longer list on the scheme record is the claim-time identity set rather than the scheme's own test: it is there so the board can establish who is claiming and where the money should land. That second job is where families lose weeks. A name spelt one way on the bank passbook and another on the Aadhaar record does not get the claim rejected, it gets the transfer returned, and the fix is made at the facilitation counter rather than by filing the claim again.

The claim is filed with the board itself, not on a general state scholarship portal. The board's home page carries the sequence a family needs as separate buttons into its IWBMS system, worker registration, online renewal, apply online for claim and change appointment date for claim, and the appointment dates for registration, renewal and claim alike have been extended to 31 December 2026 (MBOCWWB). The online step books the slot; the papers are handed over in person, at the Worker Facilitation Centre or the district labour office for the worker's taluka, whose addresses the board publishes as a downloadable sheet (MBOCWWB, Contact Us).

Tracking runs on three separate surfaces, and most families check only the first.

1. The worker's profile on IWBMS. The profile login carries the stage the claim has reached, and it is also where an appointment date gets moved rather than missed (MBOCWWB).
2. The successful-transaction list. The board publishes the list of beneficiaries whose benefit transfers went through, current up to 1 August 2026 (MBOCWWB, Various Scheme Benefits Transferred).
3. The failed-transaction list. A separate list on the same cut-off names the beneficiaries whose transfer did not (MBOCWWB, Various scheme benefits transfer failures). An approved claim that never reached the account should be on one of those two lists, and finding out which turns an open-ended wait into a bank-detail correction.

For the size of the queue rather than the fate of one file, the board runs a Service Level board that counts claim applications received, accepted and pending, refreshed hourly (MBOCWWB, Service Level).

There is no merit list here and no ranking. A claim is a documentary test that either survives scrutiny or comes back for correction. What that scrutiny runs through was settled by the government decision of 9 September 2025, which approved the formation of local and district level committees to scrutinise registrations, renewals and benefits paid in money under IWBMS (MBOCWWB, Government Decisions). The practical consequence for a family is that the certificate, the receipt and the register entry get read side by side by a committee, so a mismatch between them is worth settling before the appointment rather than at it.

Only the official course fee is in scope, and MS-CIT carries costs that sit outside it. A learner who fails or stays absent at the first available final online exam can appear at the next two consecutive exam events by paying a re-examination fee of Rs 527; failing or missing both of those means registering afresh and paying the full course fee again (MKCL, MS-CIT Examination). None of that is a board liability. The refund also presumes the right kind of centre: the published fee structure applies to MS-CIT in all its delivery modes at Authorised Learning Centres and satellite centres, which is what a government-recognised course means in practice here, and MKCL states that it may revise those fees at any time without prior notice (MKCL, MS-CIT Fees Structure).

Two organisations own different halves of this, and it is worth knowing which is which before dialling. The fee slab, the learning centre, the exam event and the certificate are MKCL's, from its office at ICC Trade Tower, Senapati Bapat Road, Shivajinagar, Pune 411 016 (MKCL, MS-CIT Course Duration).
