PURNA Scheme(PSG)

PURNA has nothing resembling a deadline: the myScheme record leaves both its open date and its close date blank. The calendar that does exist is monthly. PURNA Shakti packets and PURNA Divas activities fall on the 4th Tuesday of every month, and IFA distribution runs on Wednesdays, per the department's scheme note, which itself went up on 31 Jan 2023. The SKOCH filing records the project as running since 2018, so the programme long predates its scheme note.

Strip the formal wording and one gate remains: the Anganwadi register. A girl aged 15 to 18 who is enrolled at an Anganwadi centre in Gujarat is covered; a girl the local centre has never registered is not, whatever her school status, according to the eligibility set out by the department. Because no income ceiling exists, no income certificate stands between a family and the benefits, and a girl who has left school qualifies on the same terms as one still enrolled.

Neither the department's scheme note nor the myScheme record publishes an exclusion list; the age band and the Anganwadi register are the only stated limits.

There is no annual award to renew. The department describes a recurring monthly delivery at the centre rather than a sanctioned amount per year, and neither source publishes any re-registration or renewal step.

No rupee value is attached to any component in either source, and the myScheme record classifies the benefit as in kind, outside the DBT transfer route. What the department does fix precisely is the calendar and the quantities:

The rest of the package is service rather than goods: support for re-enrolment in school, encouragement into ITI or KVK training, and escorted visits to public places such as the primary health centre, the bank and the post office, which the department frames as self-empowerment work.

Age proof and address proof are the only papers the myScheme record names, with anything further left to the centre to ask for. What is absent says more: no income certificate, because no income limit exists to prove, and no caste certificate is named in either source. The papers go to the Anganwadi worker, not to any portal.

There is no form to download and no login to create. On myScheme, PURNA sits classified as offline, and where other entries print an apply link, this one prints nothing. Enrolment happens where delivery happens: the family takes the girl's age proof and address proof to the Anganwadi centre serving their area, and the worker there registers her. A girl who is out of school follows the same route.

That also answers the tracking question honestly. There is nothing online to check, because the department's scheme note names no portal at all; the escalation points it does name are physical offices, the Programme Officer at the Jila Panchayat for the district and the Regional Deputy Director office for the zone. If packets or tablets stop arriving, the centre's own worker and then those offices are where delivery gets chased, not a status page.

There is no selection to clear. The myScheme record describes coverage of all adolescent girls registered at Anganwadi centres, with inclusivity as the stated design; no merit list, ranking or quota appears in either source. Registration is the decision.

Neither the department nor myScheme publishes a terms and conditions document for this scheme; the scheme note on wcd.gujarat.gov.in is the closest thing to binding text.
