About NSSKVY
Rajasthan's construction workers' board used to run three separate education benefits at once: an education assistance scholarship, a cash award for meritorious students, and Kaushal Shakti Yojana for skills. The notification that created Nirman Shramik Siksha Kaushal Vikas Yojana folded all three into a single scheme and raised the rates, with effect from 1 January 2016 (scheme notification, Building and Other Construction Workers Welfare Board, Rajasthan). What is left is one entitlement that follows the parent's labour card rather than the family's income.
The notification is titled as sitting under the Bhamashah Nirman Shramik Kalyan Yojana and is issued under section 22 of the Building and Other Construction Workers Act, 1996 with rules 57 and 58 of the Rajasthan rules of 2009 (scheme notification). The money is board money, raised as cess from construction work, and that is what fixes the qualifying test at the parent rather than the child.
Read that way, two of its silences make sense. No household income ceiling appears anywhere in the notification, so a family that would fail an income test on another scheme still qualifies here. And low income rescues nobody whose registration has gone quiet, because what is being tested is the worker's standing with the board.
It also applied backwards when it started. The board implemented it from 1 April 2015 for that academic year's examinations, and beneficiaries who had already been paid under the older schemes for the same year were paid the difference between the old rate and the new one (scheme notification).

Important dates
The last date is set by the student's own result rather than by a state calendar, which is why the question comes back every time results are out. An application may be submitted within six months of passing the class, or by the 31 March that follows, whichever falls later (board scheme page). A younger child who passed in May and an elder who cleared a diploma in August are filing against two different last dates in the same house.
That limit has been moved before, and never inside the scheme document. The department's own notice list carries an order extending the scholarship date to 31/10/2021 and a second one extending it to 30/06/2022, sitting among its news items rather than on the scheme page (Labour Department, Rajasthan).
One date is fixed and is often misread as a deadline. The scheme has been in force since 1 January 2016, and that is the date on which the three schemes it replaced stopped being live (scheme notification).

Who can apply
Eligibility criteria
The notification's conditions open on the worker and only reach the student in the clause after that. The claimant has to be the son, daughter or wife of a construction worker registered as a beneficiary with the board, and a family gets two claims: two children, or one child and the wife, with two children permitted when husband and wife are both registered.
Beyond that, the conditions are about how the student is studying rather than what they scored. Regular study is the phrase the scheme uses, in a government institution or a private one recognised by the central or state government, or in a government or recognised private ITI or polytechnic course running inside Rajasthan.
A diploma is not one thing here, and the distinction decides which rate applies. Where the minimum qualification for admission to a diploma course is Class 12, the diploma rate is payable; where a course requires a completed degree to enter, it is paid at the graduate or postgraduate rate instead (scheme notification).
A beneficiary's wife can claim in her own right rather than as a parent, provided she is not older than 35 and is studying regularly at an institution (scheme notification). Specially abled students are covered as defined in the Persons With Disabilities Act, 1995, and that definition matters because it decides which of the two payment columns a student sits in.

Exclusions
No bar list is printed under any of the notification's numbered heads. The refusals are folded into the eligibility clauses and into one bold line under the document list.
The contribution clause ends more claims than anything else. A beneficiary who fails to deposit the contribution for one continuous year stops being a beneficiary under section 17 of the Act and rule 45 of the 2009 rules, and the son, daughter or wife of that worker is then not eligible for the scholarship; payment is made only once the beneficiary status is restored (scheme notification). A card that exists is not the same as a card that is current.
Next is the family cap, which only bites in a large household: a third child cannot be added to the two claims already running, though that same child stays eligible for the cash award. Last is the counter itself. An incomplete form is not accepted and not kept pending; it goes back to the applicant on the spot for completion, so the cost of a missing paper is the journey rather than the year.

Renewal conditions
A sanction under this scheme covers one academic year and stops there. The following year starts again at Form 1, on the following year's result.
The condition attached to it is easy to miss. The scholarship is payable only after the relevant examination for the year has been passed, and the student must have taken admission to the next class once the institution reopens after the summer vacation. The exception is a terminal examination: after Class 12, a diploma, a graduation or a postgraduate course, admission to a next class is not required for that year's payment (scheme notification).
What does carry a renewal step is the registration underneath the claim, and it runs on the parent's clock rather than the school year. LDMS opens it on the registration number in a Beneficiary Renewal search box (LDMS beneficiary renewal manual, Labour Department, Rajasthan), and the contribution behind it is cleared by picking the months owed from a grid and paying through the portal's gateway (LDMS beneficiary registration manual).

There are two payments here, and they are separate claims with separate rules. The annual scholarship is paid on a passed examination. The cash award is paid on marks.
The scholarship rate is written in two columns, and the second column is not a bonus added on top of the first. It is a distinct rate for a girl student and for a specially abled student of either sex.

The cash award runs on a ladder of its own and is paid once, for the result that earned it. It starts inside school, at Rs 4,000 for the band the board's table writes as Class 8 to 10 and Rs 6,000 for Class 11 and 12, then Rs 10,000 at diploma level, Rs 8,000 for a graduate and Rs 12,000 for a postgraduate, reaching Rs 25,000 and Rs 35,000 for a professional degree at graduate and postgraduate level (board scheme page). The two-claim family cap is lifted for this award, so a third child who clears the marks bar can still be paid it.

Documents required
Five enclosures go in with Form 1 and the scheme record below sets them out (scheme notification). Two of the five are where a family that has read the list still gets the file handed back.
The bank passbook page the form asks for is the beneficiary's, not the student's, because the sanctioned amount is paid into the beneficiary's account by electronic transfer or an account payee cheque (scheme notification). A student who has opened their own account cannot substitute it, and a family whose card is in the father's name cannot route the money to the mother.
The signature and seal of the head of the educational or training institution, in the column the form sets aside for it, is a condition of the form rather than a formality. It is also the piece most likely to be missing when a form is handed back, since it has to be collected from the school or college before the counter visit, not after.
Step by step
How to apply
There are two routes and both are in the scheme itself. The prescribed application, Form 1, is submitted at the local labour office or to another officer authorised by the Board Secretary, and the same claim may be filed online within the prescribed period (scheme notification).
Online, the route runs through Rajasthan's single sign-on rather than through any scholarship portal. Sign in at sso.rajasthan.gov.in, open LDMS, then click BOCW Welfare Board in the left menu and Apply for Scheme. The list that opens gives each scheme its own row carrying a download of the scheme information and application format, the eligibility conditions and the scheme's validity period; clicking the scheme name opens the form. Fill it, attach the scanned documents, select the beneficiary's registered district in the last field, and submit with Send Request, which returns an application receipt (LDMS scheme application manual).
Tracking is the part the scheme document says nothing about. Log back into LDMS and enter the application number in the search field: the status shows against the application, and if the district authority has raised a Clarification then the file is sitting with the applicant rather than the office, waiting for a document upload and a resubmission (LDMS scheme application manual). The LDMS home page also carries a box that verifies a registration number, licence number or application number and returns its status without a login (Labour Department Management System, Rajasthan).
A worker without an SSO ID of their own is not locked out. The LDMS sign-in offers e-Mitra as a user type alongside Citizen and Department (Labour Department Management System), which is how a kiosk operator files the claim on a family's behalf.

How winners are picked
Selection process
Only one of the two payments has any threshold at all, and even that one is a floor rather than a contest. For the annual scholarship the notification writes no merit condition of any kind: the class the student sits in and the parent's live registration settle the entitlement, so a complete file from an eligible family is never ranked against another family's.
The cash award carries the marks bar, and it is a hard one. It needs 75% or an equivalent grade in the Class 8 to Class 12 examinations, and 60 percent or more at diploma, graduate and postgraduate level, professional examinations in medicine and engineering included (scheme notification).
What follows submission is an office process rather than a committee. The senior-most officer of the local labour office, or an officer authorised by the Board Secretary, examines the application with its documents and issues the sanction, after which the payment is released (scheme notification). Inside LDMS the same step appears on the district authority's dashboard under Requested Schemes, with three actions available on the open form, search, clarification and accept; an acceptance attaches the order copy and routes the file onward to a district and an inspector (LDMS scheme application manual).

Terms & conditions
The scheme runs across the whole of Rajasthan and is administered by the Building and Other Construction Workers Welfare Board under the Labour Department, which lists it among the board's schemes along with its downloadable notification and format (Labour Department, Rajasthan).
Where a situation is not covered by the conditions written into the scheme, the decision of the Board Secretary is final (scheme notification). No separate appellate forum is named inside the scheme, so a rejection is argued back through the same office that issued it, which is a reason to keep the application receipt and the clarification trail rather than discarding them once the file moves.

For a problem with the portal rather than the claim, the LDMS help desk is 0141-2450793, staffed on weekdays from 10:00 AM to 6:00 PM (Labour Department Management System).
The office that decides the file, though, is neither of those. It is the labour office of the district in which the beneficiary is registered, which is the district selected in the last field of the online form.
