The scheme has no fixed annual calendar; each year's notification sets its own window, and the last date has moved once in the two most recent rounds, so the notification page is worth rechecking rather than the date you noted down.

The guidelines also promise that priority areas and the institution list are announced one year in advance, so a candidate planning a 2027 application can already work from the current lists on the notification page rather than waiting for the call.

NS-ICARIF sorts applicants into exactly two tracks, fresh and in-service, and the track you fall into changes both the age cap and the paperwork you have to assemble. The OGPA and age bars themselves are reproduced verbatim further down this page; what follows is how that split actually works.

A fresh candidate is judged on recency: the qualifying master's degree must have been completed no more than two years before the specified date in the admission year, per the scheme guidelines. If your M.Sc. is older than that, the fresh route is closed regardless of your grades. An in-service Indian candidate faces no such recency test but must be employed inside the ICAR-AU system, which the guidelines define as the State Agricultural Universities, Central Agricultural University Imphal, the ICAR deemed universities, Allahabad Agricultural Institute, and central universities with an agricultural faculty. A lecturer at a general private university is outside that system and therefore outside the in-service route.

The other quiet requirement is admission itself. The scheme guidelines put it on the candidate to obtain acceptance into the Ph.D. programme at an identified host "at their own level", and add that you should satisfy yourself about that university's admission and course requirements before naming it. ICAR pays the fellow, not the university; it does not negotiate a place for you.

ICAR's guidelines carry no clause headed exclusions, so nobody is named as barred; three groups are nevertheless shut out by the conditions themselves. Anyone seeking money for short-term work is out: the scheme guidelines state the fellowship is not meant for training or research of short duration, so a six-month exchange or a post-doctoral stint does not qualify. A fresh applicant whose master's degree falls outside the two-year recency window is out, however good the transcript. And an employed Indian applicant from outside the ICAR-AU system cannot use the in-service route, since deputation approval must come from an ICAR institute director or an Agricultural University vice-chancellor.

There is no annual renewal application. The award is sanctioned for the full three-year tenure, and what you owe ICAR instead is continuance: a progress report every six months through your adviser, satisfactory grades certified by the supervisor, and no change of host or drift from the sanctioned research area, per the scheme guidelines. Money follows the paperwork: the first installment covers six months and is released against your acceptance and the host's admission letter, and every later release waits on the certified progress report.

The tenure itself is a hard wall. The guidelines rule out extension in any case so far as ICAR support goes; a fellow who overruns finishes on personal funds, and one still incomplete two years past the programme's prescribed duration risks recovery of the fellowship already paid.

The fellowship has a published ceiling on the stipend and a separate annual lump sum for contingent and preparatory expenses, and the direction of travel decides the currency.

ICAR also buys the to-and-fro economy international air ticket by the shortest route for both directions, and reimburses an overseas fellow's economy travel from the Indian port of arrival to the destination university and back. An Indian fellow's domestic legs, to the departure airport and from the arrival airport abroad, are met by the fellow or a sponsoring organisation, not by ICAR, per the scheme guidelines.

Two details change the arithmetic. Tuition is not on top: all fees charged by the host institution come out of the fellowship or the fellow's own pocket. And an Indian fellow whose research plan requires field experiments at home may spend up to one and a half years at an Indian university or institute, drawing Rs 40,000 a month plus Rs 25,000 a year during that approved stay, the same rate an overseas fellow gets in India. In-service fellows keep drawing salary and benefits from the parent organisation under its rules, which makes the deputation route financially gentler than it first looks.

Most of ICAR's proforma is a transcript exercise you can finish in an evening. The enclosures that are not, because they depend on somebody else's timetable, are worth starting long before the notification appears. The acceptance letter from the host university is the pivotal one: the scheme guidelines ask for it preferably with the application and require it at the interview, so treat host admission as a prerequisite you start months earlier, not an enclosure. Two referees go in with working email addresses, one preferably your current supervisor, because ICAR contacts them directly for comments in a prescribed format. Research publications count only above a NAAS rating of 4.0, scored against the National Academy of Agricultural Sciences journal list, so list them by that score rather than padding with unrated titles, per the proforma in the 2026 notification. In-service applicants add the deputation permission; overseas applicants add an English-proficiency certificate and a certification from the Indian diplomatic mission in their country, which takes its own lead time.

The scheme runs on an annual call. The scheme guidelines commit ICAR to inviting applications each year through announcements in Indian national newspapers and a notification on icar.org.in, and to informing Indian diplomatic missions abroad by email. That last clause is why an overseas candidate often meets the circular on a mission's own site first, as at the High Commission of India in Pretoria; those republished copies are not a separate scheme, and the ICAR notification remains the operative document.

For the current round, the 2026 notification asks you to download the prescribed proforma from icar.org.in and email the completed application to adg.hrd.applications@gmail.com by September 25, 2026, with the subject line "Application for NSIF: Name of Applicant and contact number". The myScheme record lists ICAR's online fellowship portal as the application channel, so read the year's own notification first and follow the mode it prescribes for that cycle.

Candidates who have used the National Scholarship Portal for an earlier award go looking for the same status screen here and do not find one. ICAR runs NS-ICARIF through its own Agricultural Education Division, and neither the notification nor the guidelines publish an application-status or payment-status page, so there is no reference number to key in. What the 2026 notification does establish is that all correspondence goes to the email address you enter in the proforma, which makes that one field the whole tracking mechanism: use an address you will still read in six months, and expect your two referees to be contacted on theirs. Date extensions and corrigenda are posted on the notification page, which is where the 2025-26 extension notice sits today. On the payment side, the scheme guidelines release the first six months' fellowship only after ICAR has your acceptance and the host's admission letter, and every later installment only after the certified progress report reaches the Council, so a silent account usually means a document is still outstanding rather than a payment lost. One post-selection deadline you do have to watch yourself: register for the Ph.D. within one year of the award letter's issue date, because the guidelines terminate the offer automatically after that and ICAR issues no separate cancellation letter.

Selection is a two-stage screen. First, every application is scored on a weighted scale covering the relevance of the study area, the proposed research plan, academic record, achievements, and past work experience, per the scheme guidelines. Then a Selection Committee constituted by ICAR interviews on the evaluation score, and it may do so by telephone or teleconference; overseas candidates may even be interviewed by ICAR-identified experts based in their home country. A clear conduct record certified by your last university or current employer is a stated requirement, and in-service Indian candidates must table their deputation approval at this stage.

The committee is empowered to judge suitability against the priority areas, which is the practical reason the interview leans on your research plan rather than your marks: the marks got you past the first screen, and the plan's fit with an announced priority area is what the second one measures.

Read together, ICAR's conditions are a repayment structure, not a set of formalities, and they are what turns this award into a commitment rather than a grant. An Indian selectee posts an irrevocable bank guarantee of US$ 10,000 in ICAR's favour for the whole programme, and a foreign selectee has Rs 2,00,000 withheld from the first two installments and returned only at the final release, per the scheme guidelines. The return obligation has teeth: an Indian fellow who does not come back after the Ph.D., or a fresh fellow who turns down a suitable ICAR-AU position when offered one, faces recovery of the entire amount paid plus a 10% overhead, pursued through the surety or, failing that, the Indian embassy in the host country. Add the in-service bond of three years' service to the deputing university, ICAR's stated share in patents generated during the tenure, and the thesis copy due within 15 days of completion, and the shape is clear: ICAR is buying a returning scientist, and prices a walk-away accordingly.
