The Uttarakhand Minority Welfare Department's achievement table for this scheme records 533 fresh awards and 41 renewals in 2024-25. Those two figures are the whole of the year's award. This is Uttarakhand's own scheme, paid from the state budget, and it sits beside a centrally sponsored one that no longer reaches a child below Class 9. For a pupil in a Class 1 to 8 classroom anywhere in the state, it is the minority pre-matric award that still reaches that far down the school.

The scheme travels under three names, and no two of the official pages that carry it use the same one. The department lists it as Pre Matric Scholarship Scheme (Class 1-10) State Sector. The National Scholarship Portal payment files name it PRE-MATRIC SCHOLARSHIP SCHEME FOR MINORITY (100 PERCENT STATE SECTOR)-UTTARAKHAND. myScheme carries the same award as Minority Scholarship Scheme for Class 1 to 10. All three point at one scholarship run by one department.

Its rates are old. The Minority Welfare, Uttarakhand scheme page prints them against a government order dated 03-09-2005 and has not revised them since, which is why a Class 1 pupil is still entitled to the amount that order set two decades ago.

What gives the scheme its present importance is what happened to its centrally sponsored twin, which the same department also administers. A Ministry of Minority Affairs notice circulated by the department records that, because the Right to Education Act, 2009 obliges the government to provide free and compulsory elementary education in classes I to VIII, coverage under the Ministry's Pre Matric Scholarship Scheme is for classes IX and X only from 2022-23, and it instructs institute, district and state nodal officers to verify applications for those two classes alone. Uttarakhand's own count of that decision sits on the department's centrally sponsored scheme page: pre-matric awards in the state fell from 21812 in 2021-22 to 556 in 2022-23. The state-sector scheme on this page is what still carries the classes that were dropped.

Important dates

No opening or closing date has ever been printed for this award. The scheme page carries the rates, the beneficiary definition and the achievement table, but no opening or closing date, and the guidelines describe the window only as the period in which the department invites applications for that year.

The portal half of the calendar is public: NSP posts each scheme's closing dates for student application, institute verification and second-level verification as they are set, and its cycle for the current academic year is already open. Until Uttarakhand announces its own window, no date for this award exists to plan around, and the department's notice and the portal notice board are the two places it will appear.

Who can apply

Eligibility criteria

The community test that myScheme prints is the start of the list, not the whole of it. The department's scheme guidelines add four conditions that decide most rejections.

The child must be a resident of Uttarakhand, and the permanent residence certificate on the document list is what has to carry that. The guardian's annual income must not exceed one lakh rupees, and the department's rate table repeats that ceiling against every class band, counting income from all resources rather than salary alone. The child must have passed the previous class, which quietly removes a repeating student for that year. And the institution must be a government, parishadiya or recognised school, or a madrasa registered with the Uttarakhand Madrasa Board, so for a madrasa pupil it is the institution's registration, not the child's own record, that decides whether a form can be filed at all.

Who cannot apply

Exclusions

Nothing sits under the exclusions heading on the myScheme entry for this award. The guidelines do carry disqualifications, and the first is a bar on stacking: a student already receiving any other scholarship in the current academic session is not eligible for this one. That is a condition on the session, not on the amount, so a small award drawn elsewhere costs the whole entitlement here.

Two more remove applications on process rather than profile. A form filled offline and sent directly to the government or the directorate is cancelled, and the guidelines place that responsibility on the applicant, the guardian and the head of the institution together, not on the office that received it. Separately, no payment is made where the account number or the IFSC code is wrong, which turns a clerical slip in the bank field into a lost year rather than a correction.

Renewal conditions

The department treats renewal as its own track and publishes it as its own file. For 2024-25 it links a fresh list and a renewal list separately, and the gap between them is wide: 41 renewals against 533 fresh awards that year on the department's own table.

Beyond that split, the guidelines set no separate renewal rulebook for the state-sector award. The conditions that govern a second year are the ones that governed the first, including the requirement to have passed the previous class. What the renewal file itself shows is that the application number survives: every applicant ID on that renewal list was issued in an earlier academic year, so a renewing child is paid against the number they first applied under rather than a new one.

Money moves in three bands, and the band follows the class the child is sitting in that session. On the department's rate table the rate runs from Rs 50 a month in the lowest band to Rs 120 in the highest, against the same one lakh income ceiling throughout.

The monthly rate is an accounting figure rather than a payment schedule, and the department's own payment file shows it. Its 2024-25 fresh list prints the amount pushed to PFMS against each applicant for the whole year as one line, and every line carries one of exactly three figures, 600, 960 or 1440 rupees, each against an Aadhaar pay method and a shared token number. On that file the year moves as one push, not as twelve monthly ones.

What to prepare

Documents required

Three items on the department's list are narrower than their labels suggest, and each one is fixed by a rule written somewhere other than the list itself.

The self-declaration of minority community is not free text. The guidelines print it as Annexure-B, a fixed paragraph in which the student names the village, tehsil, block, district and state of permanent residence and then declares which of the six communities the student belongs to. The income certificate has to be issued by an officer the State Government has authorised, on the same footing the Government of India requires for its own scholarship schemes, so a certificate from any other source will not be accepted. And the bank account, whether the student's own or the guardian's, has to sit in a CBS branch, with the guidelines asking for Aadhaar seeding as far as possible rather than flatly; the department's 2024-25 fresh list then records the pay method against every applicant as Aadhaar, which is what makes the seeding decisive in practice.

Step by step

How to apply

Only one route is accepted. The department invites applications on the prescribed format through the National Scholarship Portal, and everything else is refused, so there is no counter at the directorate where a paper form can be handed in.

The sequence runs through the school. Register on NSP, complete One Time Registration and fill the year's application. The completed form goes to the head of the school or madrasa with the attachments for verification, and from there online to the District Minority Welfare Officer or District Social Welfare Officer. The department prints that workflow as two rungs, School or Institute and then District, and names nothing above it, so the district office is the last desk the guidelines put a file on.

Tracking does not have to end at the portal here. Uttarakhand publishes the year's actual PFMS push files on the scheme page, fresh and renewal as separate documents, and each line names the applicant ID, the school, the bank account and the exact rupee amount sent, so a family holding the child's application number can read the outcome off the department's own file instead of waiting on a status screen. On the portal itself, Application Status and Track Your Payment cover the stages before the push, but the tool to reach for first is Check Aadhaar Seeding Status: the department's rule turns a wrong account number or IFSC code into a non-payment rather than a query, so a form the school has already verified can sit unpaid on the bank field alone.

How winners are picked

Selection process

There is no ranking to survive. The guidelines publish no merit list, no cut-off mark and no district quota for the state-sector award, so selection is the eligibility test followed by verification, first by the school and then by the district office.

What the guidelines do publish is a hard line on defective forms. If a student files wrong information, the applicant and the head of the institution carry the consequence: no correction will be made at the District Minority Welfare Officer or District Social Welfare Officer level, and no correspondence will be entered into with the applicant or the institution about it. A form with the wrong class, the wrong community entry or a mistyped account number is not sent back for repair.

Fine print

Terms & conditions

The award is capped at 12 months in an academic year, and the department can suspend or cancel it if the student breaches discipline or any other condition attached to the scholarship.

A false claim is not merely cancelled. Where a student is found to have obtained the scholarship on wrong particulars, the guidelines cancel it immediately and provide for the amount already paid to be recovered at the discretion of the state government.

One clause protects families rather than the exchequer. If any person or institution demands a fee for making the scholarship application, the guidelines provide for disciplinary action against them once the matter comes to notice. The one charge published anywhere for filing is the Common Service Centre rate on NSP, fixed at Rs 30.00 per candidate for the entire activity, so a sum asked beyond that, by a school, an agent or anyone else, is what this clause is aimed at.
